On the implementation of program of transport engineering support for 2016

On 21-22 of September, 2016 as the part of the "UNITED RUSSIA" Party Project "St. Petersburg is the Sea Capital of Russia" the IX International Forum "Transport and Transit Potential" traditionally dedicated to the development of transit potential of the country's transport system starts in St. Petersburg. One of the issues of the plenary session will be the implementation of program of transport engineering support for the 2016, which will be represented by the Ministry of Industry and Trade of the Russian Federation.
Program Submitted at the beginning of the year is aimed at the formation of an integrated approach to the development of transport engineering industry, taking into account trends in the development of this mechanical engineering sector. It is about the implementation of investment projects on modernization and expansion of capacities for production of large car casting and freight cars by the key companies in the sector, as well as projects for the production of transport engineering production with the participation of foreign manufacturers of railway equipment. According to the Russian Prime Minister Dmitry Medvedev, these measures will improve the safety of rail freight traffic, optimize the production capacities, and upgrade the train fleet.
In the first half of 2016 20 billion rubles was directed for the development of the program of transport engineering support. Experts believe that the results of state funding are evident today: in the 1st quarter of 2016 transport machine-building has demonstrated 15% growth. During the year the railway sector is planning to produce and implement about 40 thousand wagons.

The International Forum “Ecology” will handle issue of household and industrial wastes


Governance of the project “St. Petersburg – sea capital of Russia” decided to exceed the scope of water topic of the International Forum “Ecology” including issues of solid waste in the business programme of the Forum. Widening of the business programme is driven by the fact that wastes are became one of the most important ecological problems. Volume of the produced wastes which have negative impact on the human health has increased.


In particular, in the framework of the Forum implementation of the FL N 458 will be discussed. Main demand of the document is to conserve modern tariffs on the waste disposal and selection of regional operator for a term of 10 years. This operator will be assigned with function of collection, treatment, detoxification and burial of municipal solid waste. Mikhail Slipenchuk, deputy chairman of the State Duma committee on Natural resources, noticed that this law was absolutely indispensable. “Before we didn’t have industrial sphere of waste treatment in Russia because we are used to consider litter as a dump. Meanwhile, under condition of correct approach waste recycling can earn profit”.


March 3, in the framework of the International Forum “Ecology” several sections concerning this topical issue. Two parallel working sections will be dedicated to problems of industrial and municipal solid waste, separated round table to using of waste as recyclable materials. In the framework of the programme prospects of the economic mechanisms concerning waste burial and their recycling will be discussed. Forum participants will consider tasks aimed at legislation advancement in sphere of waste treatment. Great importance will be attached to order of licensing activity on waste treatment.

 

 

 

Vomm Company will present their solutions


Show-bench of the Vomm  company will take rightful place in the framework of exhibition of the VII International Forum “Ecology”. "VOMM Impianti å Processi" was created at the end 60-th in Italy at the aim of new or more effective production technologies in food sphere. After that during next several years Turbo technologies has been also implemented in other fields.


Vomm participated in many ecological projects of “Life and Eureca” organized under the auspices of European Union and got several important rewards such as “Technological innovation prize” in Milan (1996 and 1997), “Best ecological project” in Beijing (2010). More than that, Vomm technologies were elaborated for construction of ecological infrastructure of Sochi 2014 Winter Games.


At the end of 2015 Corrado Vezzani, president of the company, will discuss investment ecological project “Drying and dregs thermal recycling on purification plants in Izhevsk”  with a head of Udmurtia Republic. Main goal of the project is to stop filling of sludge pits with hazardous wastes. It is supposed that the project will contribute to waste treatment culture improvement and will guarantee ecological safety of the population.

VI International Forum “Transport security” will determine main accents of state politics in this sphere

VI International Forum “Transport security” will become one of the main events in security sphere and the only major one dedicated to creation of safety transport environment. Key tasks of state politics in this sphere will be presented in the framework of the plenary session.


Report of a representative of the Transport Committee under State Duma of the Russian Federation will determine important legislative intentions implementing statutory regulation of transport security. Yevgeny Moskovichev, Chairman of the Transport Committee under State Duma of the Russian Federation highly estimated work of all Committee members. He pointed out that several bills ensuring transport safety were passed.


“At the aim of higher transport safety and efficiency FL “About organization of regular transportations with passenger transport” was passed” – said Moskvichev in his speech. According to the chairman this bill eliminated legal gap in sphere of transport services and create a balance between rights and responsibilities of authorities and transport companies.


Alexandr Starovoytov, deputy chairman of the Committee, expressed his confidence that VI International Forum “Transport security” contributes to further legislation advancement in sphere of transport safety.

 

 

 

Principle of BAT allows improving ecological situation

Main goals of the state politics in sphere of environmental protection will become a central topic of the plenary session of the VII International Forum "St-Petersburg - the Sea Capital of Russia. Ecology". Representatives of federal and local authorities will present reports on the event. Participants will discuss prospects of BAT principle implementation.


March 2014, FL concerning refusal of outdated and unworkable technologies and transition to BAT principle was passed. It has complex nature and includes several innovations. In particular, classification of the enterprises an statuary regulation based on this classification. It will let distinguish enterprises which has the largest negative impact on the environment. Such business entities will have to elaborate a programme of ecological efficiency improvement which will contain certain measures.


Such measures will be introduced in a staged manner to let enterprises plan their activity. “From 2015 to 2017 it is necessary to register all enterprises, classify them, publish field BAT guides, and accept bylaws” – said Sergey Donskoy, Minister of Natural Resources and Ecology of the Russian Federation.


Vladimir Putin declares 2017 as a year of ecology.  “A lot of ecological norms will come into force. I mean, first of all, regulation of pollution discharge, best available technologies and norms of “About wastes” law” – said Sergey Donskoy.

 

 

As stated by the press-service of the Federal Marine and River Transport Agency, inland water ways of the Russian Federation are open for foreign sport, leisure and tourism vessels from 25th of May 2012.

Starting from 25th of May 2012 state registration of marine and river vessels will be realized in the following way:

1. A watercraft up to 200 kg weight and with engine power up to 8 kW is not a subject to state registration – such vessels don’t require certificates of state registration, classification and examination are not executed.

2. A sport sailing ship up to 9 meters long and without recreational spaces (berths) is not a subject to state registration – such vessels don’t require certificates of state registration, classification and examination are not executed.

3. A small-scale vessel (up to 20 meters long with up to 12 persons aboard) which don’t carry out commercial activity. Classification, examination and state registration in the small-scale vessels’ register are executed by the State Inspection of Small Vehicles of the Ministry of Emergency Situations of Russia, the vessel's certificate is issued.

4. A small-scale vessel (up to 20 meters long with up to 12 persons aboard) which carry out commercial activity. Classification and examination are executed by the Russian River Register (RRR) or the Russian Maritime Register of Shipping (RMRS) with issuing the act of classification and examination, state registration is executed by a captain of a seaport or by the state basin authorities of waterways and shipping (SBA WWS), the vessel's certificate is issued, mixed river-sea-going vessels being registered by a captain of a seaport.

5. Sport sailing vessels regardless the dimensions (excluding sport sailing vessels which are not subjects to state registration). Classification and examination are executed by the RRR or the RMRS with issuing the act of classification and examination, state registration is executed by a captain of a seaport or by the SBA WWS, the vessel's certificate is issued, mixed river-sea-going vessels being registered by a captain of a seaport.

6. Leisure not small-scale vessels (more than 20 meters long with 12 to 18 persons aboard, which don’t carry out commercial activity). Classification and examination are executed by the RRR or the RMRS with issuing the act of classification and examination, state registration is executed by a captain of a seaport or by the SBA WWS, the vessel's certificate is issued, mixed river-sea-going vessels being registered by a captain of a seaport.

7. Not small-scale vessels (excluding the stated above) regardless the fact of engagement in commercial activity or not. Classification and examination are executed by the RRR or the RMRS, or by the Germanischer Lloyd or the Bureau Veritas for the vessels registered by the Russian International Register of Vessels (RIRV), with issuing the classification certificate and the certificates prescribed by the Inland Water Transport Code (IWTC) or the Merchant Marine Code (MMC) respectively and by the international conventions. State registration of such vessels is executed by a captain of a seaport or by the SBA WWS, there are issued the property certificate and the certificate of flag of the Russian Federation, mixed river-sea-going vessels being registered by a captain of a seaport.

The law doesn’t have retroactive force, all the previously issues documents save the force until the next period of examination. During a year the registration system will be smoothly transformed into the new one.

Sea bunkering in ports of Russia is exempted from paying VAT

Bunkering services, which are being rendered while sea vessels’ port mooring, are exempted from paying the value-added tax (VAT). It has been a topic of the letter by the Ministry of Finance dated 18th of May ¹03-07-07/52.

The Tax Code of Russia provides VAT tax exemption for the works and services including services for repair and maintenance of sea vessels, inland-waterways and mixed navigation vessels while port mooring (all kinds of port charges, services of port vessels), for piloting, as well as for services of classification and examination of vessels.

By virtue of the All-Russia Classifier of Economic Activities OK 029-2007 and the All-Russia Classifier of Economic Activities OK 029-2001, supply (ship chandler) services including vessels bunkering are attributed to the maintenance services while port mooring.

The Federal Tourism Agency is allocated under the supervision of the Ministry of Russia for Culture

On 21st of May the President of Russia Vladimir Putin has signed a decree concerning transformation of the Ministry for Sports, Tourism and Youth Policy into the Ministry of Russia for Sports headed by Vitaly Mutko with delegation of several functions to the other ministries.

According to the decree, from now on the Federal Tourism Agency is under the supervision of the Ministry of Culture, and the Ministry of Culture manages respectively coordination and regulation in the sphere of tourism.

According to the opinion of Vladimir Kantorovich, the first vice-president of the Russian Tour Operators Association (RTOA), tourism has to be related to an independent agency subordinated straight to the Prime-Minister. “Culture is rather a social sphere, while tourism is a branch of economy”, - stated V. Kantorovich. According to him, one of the main current problems of tourism is absence of skilled authorities in power.

The vice-president of the Russian Tourism Industry Union (RTIU) Yury Barzykin in his turn considers that tourism has more common to culture rather than to sports or youth policy. “From the other hand, how long can we delegate the branch from one agency to another? And it’s certainly frustrating that now the word “tourism” itself doesn’t figure in the name of the corresponding Ministry”, - supposes Yu. Barzykin.

As stated by the experts, the Minister of Culture himself is unlikely to supervise directly the sphere of tourism – he is expected to appoint a deputy for that purpose.

Projects of high-speed traffic development in Russia

In the first quarter 2012 the Russian Railways has prepared proposals in a long-term national program of Russian high-speed traffic development with consideration for new regulations of the main strategic documents of the railroad industry development.

The project will be implemented in 2 stages.

The first stage of 2012-2020 is to create high-speed mains in Moscow – Saint-Petersburg segment (with the extent of 658 km, travel time 2 hours 30 minutes) and Nizhny Novgorod – Kazan – Yekaterinburg (1145 km, 4 hours 40 minutes) with the total length of about 1800 km.

It’s planned to organize high-speed traffic on the existing railway infrastructure with a maximum speed of 160-200 km/h both on the inner communication railways: Moscow –Yaroslavl (282 km, 2 h. 30 min.) and Novosibirsk – Omsk (627 km, 5 h. 30 min.), and on the international ones: Moskow – Krasnoe – (Minsk – Warsaw – Berlin) (within the territory of Russia – 487 km, 4 h., total 750 km, 6 h. 30 min. to Minsk) and Moscow – Suzemka – (Kiev) (within the territory of Russia – 488 km, total 856 km, 7 h.).

Moreover it’s assumed to create a high-speed direction with transit train traffic on the territory of Ukraine – Moscow – Kharkov – Adler (line length – 1826 km, travel time – 16 hours). Meanwhile the realization of this project will lead to creation of a special passengers’ direction (Way of Kursk) and a special cargo direction (Way of Voronezh) which in turn will let to explore the volume of growing cargo traffic in the ports of the Azov and the Black Seas’ basin. The total length of the high-speed lines may compose up to 4.3 thousand km by 2020.

According to the experts’ estimates, a promising passengers’ traffic on the high-speed mains of Moscow – Saint-Petersburg and Nizhny Novgorod – Kazan – Yekaterinburg directions may reach 8.6 million people by 2020. This project got the particular importance in relation to the FIFA World Cup 2018 in Russia. Railway transport may become one of the main methods of tournament spectators’ arrival.

The second stage of 2021-2030 is to complete the Moscow-Yekaterinburg high-speed main forming by constructing a Moscow – Nizhny Novgorod segment and by branching from Kazan to Samara.

A high-speed main is also expected to be constructed in international communication and in the connections with Ukraine and Belarus (with a possible extension to the West Europe).

In this period high-speed coverage area is to be broadened by 4 000 km thanks to projects in the Volga region (Moscow – Saratov, Samara – Saransk, Samara – Penza, Samara – Saratov, Saratov – Volgograd), Ñàìàðà – Ñàðàòîâ, Ñàðàòîâ – Âîëãîãðàä), in the Urals (Yekaterinburg - Chelyabinsk), in Siberia (Novosibirsk – Krasnoyarsk, Barnaul, Kemerovo and Novokuznetsk) and in the Far East (Khabarovsk – Vladivostok).

Thus the total extent of high-speed lines will reach about 12 000 km as the result of the national program of high-speed traffic in the Russian Federation (in the period of 2012-2030). A passenger flow of high-speed traffic will be about 32 million persons a year. The total amount of investments in the infrastructure is evaluated as 6.3 trillion rubles, including 2.5 trillion by 2020.

Roads in Russia will be being constructed by foreigners

One of the first orders by the President of Russia Vladimir Putin was a proposal to allow foreign companies participating in roads construction in Russia.

Putin commissioned the Government with development of the relevant bill until December 1st of the current year. The project is supposed to attract foreign organizations possessing modern technologies and managerial competence which are ready to apply for federal and regional highways construction.

One of the first orders by the President of Russia Vladimir Putin was a proposal to allow foreign companies participating in roads construction in Russia.

The Heads of the three regions – Laane-Virumaa (Estonia), Kymenlaakso (Finland), Kronstadt region of St. Petersburg (Russia) – have signed an agreement about the project of a small cruise tourist line Kunda (Estonia) – Kotka (Finland) – Kronstadt (Russia).

First Russian river cruise ship made a maiden trip in Nizhny Novgorod

The project PKS-40 “Sura” was designed by a tour operator of Nizhny Novgorod. The investments for this project reached 60 mln rubles.

Almost all the river cruise ships that are being used on the Russian rivers were produced last century in the GDR, Czechoslovakia and Hungary. In the contemporary history there was no production of river cruise ships in Russia.

“Sura”- is a wheeled river cruise ship with an electric drive of paddle-wheels. Its length is 35.5 meters, the width – 9.8 meters, the draught – only 0.67 meters. It may gain speed up to 12 km per hour.

Customs Union’s countries will create a Unified logistic railway company

As was stated by the Minister of Transport and Communications of Belarus Ivan Scherbo, Russia, Belarus and Kazakhstan will create a Unified logistic railway company in the next year.

Scherbo also mentioned that representatives of the Transport agencies of Belarus, Russia and Kazakhstan will discuss next month deregulation of transport services market within the Common Economic Space of these three countries.

Medvedev affirmed basic principles of the state policy in the sphere of ecology

The Russian President Dmitry Medvedev affirmed “Basic principles of the state policy for ecological development of the Russian Federation for a period till 2030”.

“Development of such Basic principles is caused by a necessity of ecological safety providing for the modernization of economics and in the process of innovative development”, - reported the Kremlin press center.

Among concerned principles there are in particular: “respecting human rights of getting reliable information about the state of environment” and “participation of citizens in taking decisions about their rights for favorable environment”. Also there are noted such principles as “presumption of ecological danger of planned ecological and other activity”, “preservation priority of natural ecological systems, and natural landscapes and ecosystems”, “full compensation for harm inflicted upon the environment”.

The program provides “participation of citizens, public and other noncommercial associations in solving problems in the sphere of environment protection and provision of ecological safety, taking into account their opinions while taking decisions about economic and other activity which may render negative influence on environment.

The Transport Ministry has developed a scheme of Moscow airports’ union

The Transport Ministry of the Russian Federation returned to the idea of uniting Sheremetevo, Vnukovo and Domodedovo while discussing the financing system of the airports’ state property, above all take-off runways.

Unified company of aerodrome complexes is suggested to be privatized and introduced into registered capital. As the result, the government will get control over it even upon condition of the consolidation of the Moscow biggest private airport Domodedovo.

Alternative financing options present concessions, examples of which are single in the world practice.

According to the data of the Transport Ministry working group on main development directions of the Moscow Air Transportation Cluster (MATC), the most critical situation appeared in Domodedovo, which has a real terminal power shortage and serves meanwhile the biggest quantity of passengers. The airport transports 26 million passengers a year and operates only 170 000 sq.m. terminal areas. Air-terminal complexes Sheremetevo form 350 000 sq.m. area and serve 22.5 million passengers. The Domodedovo power shortage leads to an outflow of the air companies like Lufthansa, Swiss, Austrian Airlines, Turkish Airlines, SAS and "Transaero", as stated by officials. Thereon the expert group predicts Domodedovo to lose about 10 million passengers during the period of 2012-2013.

The second important issue of the MATC is a budgetary stringency for airfield infrastructure construction in Domodedovo and Sheremetevo. As follows from the materials, the Domodedovo shortages compose 33.2 billion rubles including shortages for the second take-off runway, platforms reconstruction and building of new ones, and Sheremetevo gaps 18.2 billion rubles for constructing the third take-off runway, reconstruction of the first take-off runway and the platforms. Officials propose uniting the three airports with load redistribution between them as one of the ways to solve the financial problems.
