"Aeroflot" is planed to be deprived of the monopoly on the Italian area
In mid-February the intergovernmental negotiations between Russia and Italy on regulation of the air traffic took place, a number of amendments were agreed, substantially mitigating the conditions of flights between the two countries. In particular, it was decided to introduce a second designated carrier on each side for regular flights between Moscow and the Moscow-Rome-Milan.
This information was confirmed by the Ministry of Transport. One of the sources said that the Italian side made the proposal on the liberalization of aviation market, noting that the protocol with the changes was not yet signed.
The second designated carrier to Italy is expected to be selected at the meeting of Federal Air Transport Agency on the admission of the airlines to international transportation, which is going to be held during the month. Market participants thus believe that the admission is likely to receive "Transaero", although there is also a chance to "Siberia" and "UTair".
Let us remind, that in the end of the last year, "Transaero" had difficulty in agreeing charter flights to Italy and was forced to change the destination airport (in Milan and Rome) to Bergamo and Rimini.

IATA supports the revision of EU rules on quotas on air emissions
The International Air Transport Association (IATA) does not exclude that in the near future an agreement between the EU and other countries in the world may be signed about quotas trading on greenhouse gas emissions, which currently violates the rights of airlines, said Perry Flint, IATA spokesman.
The European Union in early 2009, decided to include in 2012 airlines in the EU ETS, the European emissions trading system for greenhouse gases. On January 1, 2012 all airlines flying to Europe will have to obtain quotas for greenhouse gas emissions in proportion to its volume of traffic, as well as to conduct monitoring, reporting and control of emissions. The European Union, the United States, China, Russia and other countries, as well as IATA criticizes the decision.
As Flint noted, the world's airlines are not against emissions trading, as such, but believe that such measures must be implemented globally, not just within the EU.
"Regional regulatory measures, such as the European trading scheme for greenhouse gas emissions (ETS), disbalance the market. In addition, carriers in Europe are already paying huge taxes to compensate for damage to their environment," - said Flint.
However, he did not excluded that the unilateral measures taken by the EU, may lead to trade war. According to Flint, the Chinese government has sent a directive to Chinese airlines not to participate in the ETS, and the U.S. Congress is now considering a bill that, in fact, prohibits U.S. airlines to operate in this system.

Russian Railways will equip baggage compartments of FPC with Inspection X-ray installations

The developers of the draft law also allow drivers to offer an agreement signed with the operator instead of the state technical inspection certificate when they produce OSAGO. Thus, the motorist can easily get OSAGO and pass the state technical inspection at a convenient time. In addition, the deputies want to introduce the opportunity to get a policy without inspection for a period of 15 days. As the Russian Union of Motor Insurers (RUMI) explained, it is necessary in those cases where the machine had just purchased but not yet delivered on record.

Ministry of Transport is preparing a new law on road safety
The current rules of the road safety are contrary to the Constitution as limiting the rights of citizens, without having the status of the law. This is stated in the concept of the new law "On traffic management", published by the Ministry of Transport. The document should eliminate this and other legal issues that prevent the authorities to cope with traffic jams. The new law, for example, allows the authorities to impose a ban on entry in the "congested" urban areas, and in some areas to make the entry fee.
Transport Ministry explained that the need for the law "On organization of the road traffic". The traffic jams in major cities led to a decrease in quality of life and the "serious economic losses, which reach 7-9% of GDP a year." At the same time in Russia there is no law that would clearly allocate responsibilities for the organization of movement between agencies and authorities at different levels. The main burden is now on the traffic police, but it can not cope with it.
The Ministry of Transport believes that the only way to solve the problem - to adopt a special law. It is assumed that it will consist of 13 chapters, governing parking, traffic monitoring, storing cars in the yards, the environment, funding for traffic management. A separate chapter, for example, will be dedicated to traffic management in Moscow and St. Petersburg. Some of the norms of the law will be from other regulations, such as from driving regulations. This is due to the fact that in their present form the driving regulations are in conflict with the Constitution (this is indicated in the concept of the law) as they affect the rights of citizens for freedom of movement and private property, which may be restricted by the law. Driving regulations themselves, as promised by the Ministry of Transport, will not change. In addition, the law spelled out the possibility of "restrictions, payment, and prohibitions on the movement and location of vehicles by type" and "ban on the entry of certain categories of transport in the busiest urban areas." The Ministry of Transport stressed that all these measures will be used "in extreme cases, when no other methods work", while the money, collected from entry pay will be spent on improving the transport situation. Note that now the regional authorities based on local laws, have the right to enter (or prohibit) the entry fee in some areas, but the Ministry of Transport made it clear that this provision could be challenged in the courts.
Published concept of the law was sent for approval with the authorities and now is undergoing public consultation. The final document will be ready by the autumn of 2012, by the end of the year it will be submitted to the Government of the Russian Federation, and then passed by the Parliament and will enter into force not earlier than mid-2013.

The results of satellite monitoring of pollution of the Sakhalin shelf are summed up

In some radar images the vessels involved in the dirt were recorded. The largest vessel spill area of 81 square kilometers was discovered on September 18, 2011 in the Okhotsk Sea, 60 km off the east coast of the island.

Russian first hybrid bus testing starts in Tatarstan
The experimental sample of ECO bus - bus on electricity - model "Trolza - 5250" submitted for trial operation of passenger transport company of Nizhnekamsk.
ECO bus was created by engineers of JSC "Trolza" (trolleybus factory town of Engels, Saratov region) - Russia's first eco-friendly hybrid bus with an electric motor. It is equipped with micro-turbines, operating on natural methane - very cheap and clean fuel. The turbine drives a generator that produces electrical energy by means of which the bus moves.
The novelty of the domestic machine-building was shown to the president of Tatarstan Rustam Minnikhanov. Contract on the testing was signed by the heads of the Ministry of Energy of the Republic, of Nizhnekamsk municipal district and JSC "Trolza." The tests will allow to evaluate objectively driving and environmental characteristics of ECO buses and draw conclusions about the feasibility of using hybrid public transport.

Eight federal protected areas will be created in Russia
This was reported by the Ministry of Natural Resources and Environment. Earlier, Ministry of Natural Resources planned to build only four Protected Areas (PAs).
Two new reserves will be formed in 2012: "Ingermanland" (Leningrad region), and "Shaitan-Tau" (Orenburg Region). Six national parks will also be established this year: "Beringia" (Chukotka), "Land of the leopard" (Primorskiy Region), "Ladoga Skerries" (Karelia), "Onezhskoea Pomorie" (Arkhangelsk region), "Chikoy" (Transbaikal region) "Shantar Islands" (Khabarovsk Territory).
In addition, this year expanding the area of the Sikhote-Alin (Primorye), North-Ossetian, Astrakhan, Teberda (Karachaevo-Cherkessia), Dagestan, Khopersky (Voronezh region) and the Caucasus (Krasnodar Territory, Adygea) reserves is also planned.
It is also planned in 2013 to expand the park "Panayarvi" in the Murmansk region.

All aircraft A380 will be tested

Intelligent system will effectively disperse passenger traffic in Moscow metro
The Moscow authorities are planning to introduce in the metro Intelligent Transport Systems (ITS), which will reduce the workload of the metropolitan subway, reported the head of the Moscow Department of Transportation and Development of road and transport infrastructure Maxim Liksutov.
Intelligent transportation system created in Moscow in the framework of large-scale effort to combat congestion. The objectives of ITS are the automatization of the process control and analysis of road traffic conditions, traffic management, traffic control and management of land passenger transport, as well as managing a single parking space to inform road users and specialized services.
"We plan to start the ITS in Metro also. It is primarily concerns changing modes of operation of trains and escalators, taking into account the intensity of use at any given time. The number of passengers can easily be determined by the number of people who passed through the turnstiles. Each train has a standard number of seats. Through a system of sensors, we can understand how many people are there in the train,"- said Liksutov.
According to him, the department currently works with mobile operators, with the help of which you can track the congestion of Metro, if the person is not in the car, but, for example, moves between stations.

Ministry of Transport was advised to withdraw responsibility from the Russian Railways for containers that are in excess of the norm in the RF

"Smart" traffic lights will appear on thousands of intersections in Moscow
Traffic lights at the1000 intersection of Moscow will be equipped with adaptive control system this year, informed the head of the Moscow department of transport and development of road transport infrastructure Maxim Liksutov at a meeting of city government.
In Moscow there are about three thousand traffic lights among them less than 100 are controlled. Special equipment is installed at the traffic lights to "detect" cluster of machines, as well as pedestrians wishing to cross the road.
"In 2012 it is planned to implement adaptive management of the traffic lights on not less than one thousand crossings and 400 sets of photo and video fixation" - said Liksutov.

Dmitry Medvedev signed the law on judicial protection of Russian sailors
Russian President Dmitry Medvedev signed the Federal Law "On Amending Article 29 of the Civil Procedure Code of the Russian Federation" (in terms of ensuring judicial protection of rights of crew members of Russian sea vessels in the payment of wages and other amounts).
Federal law was adopted by the State Duma on January 25, 2012, and approved by the Federation Council on February 1, 2012.
The draft law stipulates that members of the crew can go to court to recover wages and other sums due to the work on board the ship, the cost of repatriation and social insurance contributions, not only at the location of the organization, the shipowner, but also at the location of the defendant's vessel or the home port of the vessel.
Adoption of the Federal Act is caused by the need to improve the efficiency of judicial protection of crew members rights of the Russian sea vessels.
