The sea transport infrastructure of the Crimea is at the agenda of the “UNITED RUSSIA”

Relevance of establishment of the Public Commission for the development of yachting in the Crimea was dictated by the issues being faced by marinas of the peninsula because of joining of the Republic of Crimea and Sevastopol to Russia and dissemination of Russian regulations on Yacht Navigation. The transition to the new order led to the fact that about 60% of yachts with foreign flags in summer 2014 left the Crimean marinas. This caused a decrease in the employment of the population, freezing of the coastal infrastructure development projects, lowering of the level of touristic attractiveness of the region.

This fact did not go unnoticed for the “United Russia”. Within the projects “Clean water” and “Saint-Petersburg – the Sea Capital of Russia” the special Public Meeting took place on August 15, 2014, which was attended by member of the Federation Council from the Republic of Crimea O.F. Kovitidi, representatives of the authorities, the public concerned, mass media. As a result, the Public Commission was created for the development of urgent measures to mitigate the transition of yacht tourism of Crimea to the new rules and the creation of the most favorable regime for the development of yachting.

Authority of the Commission Coordinator was delegated to the Deputy Coordinator of the project "St. Petersburg - the Sea Capital of Russia", the head of the project "Clean Water", deputy of the State Duma of the Russian Federation Vladimir Potsyapun.

At the beginning of September, 2014 the first package of specific proposals for making changes in laws and regulations of the Russian Federation was sent to all specialized authorities. They wait for the estimation of the Ministry of the Russian Federation for the Crimea, the Ministry of Transport of the RF, the Border Guard Service of the FSB of the RF, State Inspectorate for Small Vessels of EMERCOM of Russia, etc. Besides, the authorities presented “The Concept of the development of yachting in the Republic of Crimea and Sevastopol”, prepared by leaders of the “Yachting development association” (the Crimea).

Currently the full composition of the Public Commission is also being formed: representatives of state and local authorities interested in the development of yachting in the Russian Federation, representatives of public interested organizations of the Russian Federation and the industry experts are invited to join it.

Vladimir Potsyapun expressed confidence that constructive initiatives formed at the base of party projects, will have a significant impact on the creation of a favorable investment climate, increasing the tourism potential, improvement in the labor market, and as a result, improvement of the quality of life in Russia as a whole, and in particular in the Republic of Crimea and Sevastopol.
