Ministry of Transport of the Russian Federation expresses sincere gratitude for the work done to organize and hold the conference “St. Petersburg – the Sea Capital of Russia. Manpower policy” that took place in St. Petersburg on December 11-12, 2008. The Resolution within items on the agenda including personnel trainings problems for the staff with basic and secondary vocational education will facilitate transport branch successful modernization and its integrated development.
We inform that Ministry of Transport within the limits of its jurisdiction approves the resolution draft of the conference “St. Petersburg – the Sea Capital of Russia. Manpower policy”.
At the same time we consider to be reasonable to state recommendation of the clause 7 of the actions for providing shipbuilding branch and shipping companies with highly qualified professional staff as follows: “Ministry of Education and Science of the Russian Federation in working out a federal state educational standard of secondary vocational education for a specialty "Navigation" should provide in the basic educational program of secondary vocational education for a specialty "Navigation" of a higher level a line of profound trainings «Navigation on internal waterways with the right of maintenance service of a ship power plant».
Recommendation of the clause 4.11 should be stated as follows: “Ministry of Industry and Commerce of the Russian Federation, Ministry of Economic Development of the Russian Federation, Ministry of Transport of the Russian Federation, Federal agency of fishery should develop and realize training vessels building program, Ministry of Finance of the Russian Federation should provide financing of training vessels building program and acquiring of required vessels for needs of educational institutions».
Moreover we inform that normative legal regulation of remuneration of labor (subparagraph 4.8) pertains to the competence of the Ministry of Health and Social Development of the Russian Federation.

The Ministry of Regional Development of the Russian Federation informs that within the limits of its competence approves the resolution draft of the conference GlobalPORT-2008 “St. Petersburg – the Sea Capital of Russia. Manpower policy”.
At the same time Ministry of Regional Development informs that according to the Conception draft of the Russian Federation regional policy perfection (hereinafter – Conception) introduced to the Government of the Russian Federation by the letter of 28th of November 2008 ¹ 3516-ÁÂ/02 in pursuance of the order of the Government of the Russian Federation 3ÂÏ-Ï-16674c the territory of “the Big Port” has been enlarging as the centre of economic growth in St. Petersburg. The defining role in the Big Port performance is played by the orientation toward transshipment capacities specialization and changes in the cargo traffic structure in favor of more expensive, producible and pollution-free cargo (primarily container, refrigerator and rolling cargo). Foundation of such advanced economic development zone will increase possibilities for providing large vessel hosting and passenger service due to international standards, there could be formed St. Petersburg sea terminal complexes development based system of cargo-passenger sea line traffic between St. Petersburg and the largest ports of Finland, Sweden, Denmark, Germany, Poland, Kaliningrad Region.
Continuance in personnel politics appears as indispensable condition for the advanced economic development zone successful progress. Enterprise workers, qualified and experienced employees are aware of professional activity information. This information is of a commercial value and so could be referred to the know-how category. Transfer of this knowledge to the younger generation has a great practical importance.

Concerning clause 1.7 of the resolution draft we inform that the order of the Ministry of Education and Science of the Russian Federation of 24th February 2009 ¹ 58 has introduced alterations into current admission order to the higher educational institutions; these alterations permit admission of the citizens with secondary vocational education to the institutes of higher education without Unified State Examination.
Executive authorities’ representatives of the Nizhny Novgorod region are going to participate in the next annual conference “St. Petersburg – the Sea Capital of Russia. Manpower policy”.

FIRST DEPUTY OF THE GOVERNOR OF THE VOLOGDA REGION
Career-guidance activities are constantly held in educational institutions of the Vologda Region for the purpose of young people attraction into seafaring. There is a Cadet training system in the region that engrains sea service skills.
Government of the region supports conference decision to apply to the conference of the Political party «United Russia», to the Chairman of the Supreme Council of the Party B.V. Gryzlov to implement the actions stated in the resolution draft. Putting these actions into effect will provide a means for raising sea and river professions prestige, enhancing personnel trainings quality, optimizing their appropriateness to the modern demands of enterprises, facilitating consolidation of the private-public partnership institution.
MINISTRY OF AUTO-ROADS, TRANSPORT AND COMMUNICATIONS OF THE ROSTOV REGION
We analyzed resolution draft of the conference GlobalPort-2008 “St. Petersburg – the Sea Capital of Russia. Manpower policy” and consider taking actions in the sphere of professional personnel trainings in the regions of the Russian Federation and modernization of the system of all-level professional education in shipbuilding and navigation sphere to be opportune and of current importance. We have got no corrections and amendments to the project.
Resolution draft of the conference has been directed to chiefs of large navigation companies, shipbuilding and ship repair enterprises as well as to sectorial educational institutions situated on the territory of the Rostov region for examination and work out proposals into the agenda of the next conference.

1.1. To work out the system of measures of state support for the professional vocational educational institutions that introduce educational programs in the ship repair and shipbuilding sphere.
1.2. To work out complete set of training documentation for profession “Shipbuilder-Ship maintainer of metal vessels”.
1.3. To include profession “Shipbuilder-Ship maintainer of metal vessels” into the list of all-Russian competitions of professional skill of students from the institutions of basic vocational education for 2010.
Government of the Kamchatka Region suggests including the following issue into the agenda of the conference held in December 2009:
“On the forms and the ways for development of the independent professional qualification certification of the graduates from shipbuilding and ship repair educational institutions”.

We direct the following proposal into resolution of the conference “St. Petersburg – the Sea Capital of Russia. Manpower policy”:
1. To provide in new edit of Regulations of service on the vessels of Federal Marine and River Transport Agency of the Ministry of Transport of the Russian Federation a provision according to which higher educational institution and river colleges (technical school) students are allowed under the direction of educational institutions to hold rank positions in conformity with their specialty.
2. Education for specialty 190501 “Transport electrical equipment and automatic machinery operation” involves traineeship on vessels on a rank position “Ship electrician” to get sailing qualification of at least 8 months. This practice is most effective if carried on floating cranes and hydraulic excavators. However according to clause 15.a of the part III of Regulations on vessel crewmen certification ¹ 349 of 31st May 2005 “Sailing qualification is considered only if traineeship is carried on motor vessels”. Thus student (cadet) having traineeship on a floating crane is not able to get certificate of service of III assistant of electrician. We propose to supply clause 15.a with the following: “to allow traineeship on dumb vessels with sailing qualification to be considered for the above mentioned specialty”.

I approve proposals included into resolution draft of the conference “St. Petersburg – the Sea Capital of Russia. Manpower policy” with following additions and alterations:
1. The fifth paragraph of the first page of the resolution preamble should be completed with the words “and fishing” after the word “navigation”;
2. The first paragraph of the third page of the resolution preamble should be completed with the words “fishing industry” after the word “navigation”;
3. The word “navigation” should be replaced by the word shipping in the clause 1 of the actions;
4. The word “branch” should be replaced by the words “shipping crew and shipbuilding” in the clause 1.2 of the actions;
5. Clause 1.4.4 should be completed with the words “to Federal Agency of fishery” after words “to the Ministry of Transport of the Russian Federation”;
6. Clause 1.5 should be stated as follows: “1.5. Secondary vocational educational institutions graduates and cadets of a draft age are called out for military service. After expiration of the service less than a half of the trained personnel returns to studies and work in the branch” and further as the text goes;
7. The second sentence of the clause 1.7. should be stated as follows: “Established period of Unified State Examination concurs with the navigation and shipping period, so this does not let specialists with basic and secondary vocational education pass this examination and hence continue educational process”;
8. Clause 4.1. should be completed with the words “fishing fleet” after the words “river transport”.

We consider initiative in alterations introduction into military legislation concerning draft deferment for elementary and intermediate vocational sea and river institution graduates for up to 3 years to be unpractical. We suppose that specialties got by the young men in educational institutions could be of a use in military service and of a demand by officership of the military units.
We support proposal to consider work period in navigation companies as alternative service.
In whole we agree with the resolution of the conference “St. Petersburg – the Sea Capital of Russia. Manpower policy” held within the framework of the “UNITED RUSSIA” Party Project “St. Petersburg – the Sea Capital of Russia”.

GOVERNOR OF THE MURMANSK REGION
Transport plays a great role in economics development of the Murmansk Region, it is connected with the domination of the industries oriented on delivery of large amount of raw material, metal and fish production out of the region, as well as with profitable geographical position on the cross of transit transport connection and with the possibility of the year-around navigation with the direct entrance into the international trade routs.
In the meantime one of the traditional branches of the region specialization is fish industry. Till 1990 the Region supplied more than 15% of all-union fish alimentary production, in 2006 – about 20% of all-Russian production. Fish industry complex of the Murmansk Region is represented by the hunting and transport vessels of different types and classes, reprocessoring enterprises, shore reprocessors, port constructions, relevant production infrastructure as well as scientific institutions.
By the beginning of 2007 the basis of extractive branch of the Murmansk Region fishing industry was formed by oceanic and sea fishing fleet owned by 85 companies, firms and enterprises registered in the Region. 269 catcher boats were registered in the List of the Public Government of Murmansk sea fish port, 90% of those vessels were built in soviet period. Some entrepreneurs develop and renew their fleet as vessel depreciation without fleet renewal may lead to its loss, so ship repair is considered as an important element of effective performance of transport and fish complexes.
The Murmansk Region socio-economic development strategy for the period for up to 2015 anticipates the increase of fish catch by enterprises, firms and companies of the region up to 650-700 thousand tons and the increase of fish foodstuff production up to 560-610 thousand tons. The majority of this production is planned for home market distribution.
In that way we consider professional personnel trainings to be the most important condition of modernization and complex development not only for transport branch, but for the fishing industry as well.
Government of the Murmansk Region fully supports the project by political party “United Russia” named “St. Petersburg – the Sea Capital of Russia”, approves resolution draft of the conference GlobalPORT-2008 “St. Petersburg – the Sea Capital of Russia. Manpower Policy” and suggests to extend actions worked out to revive system of available and high-quality professional education not only to navy and inland water transport, but to the fishing fleet as well.
Moreover we propose to commit working out forecasting and monitoring systems for current and perspective demands of labour-market, mentioned in clause 10 of the resolution draft to profile executive bodies which form and incarnate unified public manpower policy into corresponding fields using resources of the Ministry of Education and Science of the Russian Federation.

The decisions of the mentioned resolution draft are full and all-embracing; realization of these issues will exercise a salutary influence over the development of the training system for shipbuilding, ship repair and navigation staff.
We consider further legal basis-making for targeted contract personnel training to be of a current importance. In this connection we support inclusion of the clause 11.3 – recommendation to the Ministry of Education and Science of the Russian Federation concerning alterations to the Resolution of the Government of the Russian Federation ¹ 942 of 19.09.1995 “On targeted contract trainings for staff with intermediate vocational and higher education” in part of increasing responsibility of all members involved in organization of targeted trainings for specialists.
At the same time it would be reasonable to exclude clause 1.7 from the draft as the order of the Ministry of Education and Science of the Russian Federation ¹ 396 of 26.12.20008 (in the edition of the order of the Ministry of Education and Science of the Russian Federation ¹ 58 of 24.02.2009) “On the approval of the procedure of the admission of citizens to governmentally accredited institutions of higher vocational education for 2009/2010 academic year” proclaims that “admission to the departments with the on-site and off-site as well as extramural educational forms is realized on the basis of entrance examination carried out by the institute of higher education independently, moreover concerning extramural form of education entrance examination deadline is not limited”.
As for the part concerning foundation naval Cadet Schools (clause 1.4.2) we report that at present time system of institutions within the jurisdiction of Department of Education of Moscow has 2 Cadet educational institutions with nautical specialization: Cadet boarding school “Navigation School” (Navigatskaya Shkola) of western district education department and Cadet School ¹ 1700 “Moscow united naval college of Sevastopol Heroes” of north-west district educational department. Naval cadet school opening is planned for 2009-2010 academic year in south-east administrative district of Moscow.
Moreover taking into consideration the importance and complexity of solving the problems assigned at the conference we suggest examining the question of expediency of including into the resolution draft a proposal to the Government of the Russian Federation concerning development of the Conception of reforming the system of personnel trainings for transport branch with subsequent ratification by the becoming administrative document.

MINISTRY OF EDUCATION AND SCIENCE OF THE SAMARA REGION
Ministry supports conference participants’ initiative to propound implementation of a number of arrangements, connected with promotion of water transport professions’ prestige, with attracting highly specialized personnel to the enterprises of this branch and holding specialists, with the training level, with development of the system of personnel retraining and reeducation.
Ministry has analyzed resolution draft of the conference GlobalPORT-2008 “St. Petersburg – the Sea Capital of Russia. Manpower policy” and suggests excluding from the clause ¹ 4.1 recommendation to handover educational institutions engaged in trainings for sea and river professions of basic vocational education to the institutes of higher education of sea and river transport, and to let constituent entities of the Russian Federation decide this issue independently.

Government of the Archangelsk Region has analyzed resolution draft “St. Petersburg – the Sea capital of Russia” and adds the following recommendations and suggestions:
Conclusion in the clause 1.5 needs to be concretized. We suggest the following variant: “Recommend to the Ministry of Defense of the Russian Federation to work out alterations to normative legal acts to defer elementary and intermediate vocational graduates from the military service for up to 3 years” and to initiate consideration of this bill at the State Duma sessions.
In addition to clauses 1.4.1 and 1.4.2 it should be noted that legal basis which regulates nautical Cadet Schools (Cadet boarding schools) and Young Sailors Clubs performance is to regulate practical trainings as well taking into consideration features of safety standards and health protection at water transport.
In addition to the clause 1.5 except the item concerning deferral from military services it is important to raise an issue of breakup of the military department at the State Navigation Academy n.a. admiral S.O. Makarov in 2008 such as: to recommend the Ministry of Defense of the Russian Federation to analyze the possibility for the military department to restart its performance at the State Navigation Academy n.a. admiral S.O. Makarov taking into account that military departments perform as the elements of the system of military academies for the fleet officers’ trainings.
Concerning clause 3.1 we propose not to touch upon the subject of contract labor as this item is not subject to the labour legislation of the Russian Federation.
The following paragraph is to be added into clause 4.4: “Recommend the Ministry of Transport of the Russian Federation to work out current manufacturing-oriented program of basic vocational education and standards for certification upon professions connected with navigation”.
To enter the following clause after the clause 4.11: “Taking into consideration failure of regulation in the sphere of arrangement of work practice at vessels for secondary school cadets under 18 years the Ministry of Transport of the Russian Federation is to be recommended to work out standard Regulations on arrangement of navigation practice at the sea and river vessels, so these Regulations consider all the peculiarity of the Russian Federation legislation concerning under-18s”.
Concerning clause 7 the following needs to be noted: “Navigator/ship engineer positions overlapping is in effect not only at the river vessels but at sea vessels working at the harborage and coastal voyage as well. Such labor organization is used not in an attempt to minimize crew number but because of construction and operating characteristics of the vessels”.
Current specialty 180408 “Arterial and coastal navigation” of state education standard ¹ 09-2407-Á mentioned in the draft appears as a separate specialty as well as “Unbounded navigation” and “Sea navigation”. Current education standards do not confer qualification “Mechanic-navigator with power plant exploitation license”, and trainings for specialists who overlap these 2 qualifications have not been practiced for more than 10 years.
Education standards alteration and implementation is controlled by the Ministry of Education of the Russian Federation and not by the Ministry of Transport of the RF.
Moreover the final barrier is lack of certification standards for such specialists.
Concerning clauses 11.3 and 11.4 we consider to be important to mention the problem of registration of obligations under contract trainings between education institute and student (cadet). Whereas employer and a student register officially their labor relations, educational institutions pay no regard for conclusion agreements with cadets. As practice shows state-subsidized graduate has no officially registered responsibility before the State (in the person of the institute) and so has an opportunity to ignore completely his liability. Thus budget financed educational institutions become a source of recruitment for foreign companies and the funds spent on specialist trainings do not return into the State economics. That is why it is essential to particularly note the need to register officially graduate’s responsibility for the funds invested by the State into graduate’s education.
