Resolution of the Conference GlobalPORT-2008 “St. Petersburg – the Sea Capital of RUSSIA. Sea Tourism”

 

VIKTOR ALEXANDROVICH OLERSKY

The Ministry of transport of the Russian Federation thanks for the conference organization “St. Petersburg – the Sea Capital of RUSSIA. Sea Tourism”, in the course of which there have been mentioned the most actual questions of sea and river cruise navigation development.

Supporting a resolution project as a whole, we consider it necessary to note the following.

On the point 1.2.

We support the offer of working group creation and simultaneously inform that according to the Report of the meeting proceedings at the Chairman of the Government of the Russian Federation V.V. Putin to Rostov-on-Don from July, 15th, 2008 ¹ ÂÏ-Ï9-11ïð, there has been carried out the analysis in the field of shipbuilding by Ministry of Transport of Russia together with the Association of the navigable companies. The segments, in renewal of which the Russian navigable companies are interested, are: cargo and passenger vessels of “river – sea” type, vessels with small draft, high-speed vessels for passenger transportations around Sochi, Ladoga and Onega lakes, vessels for excursion-walking and tourist routes. Besides, there is an exigency of dry-cargo steam-ships with deadweight nearby 5400 tons, river tankers with deadweight nearby 5400 tons, dry-cargo river steam-ships with deadweight nearby 3300 tons, passenger wheel vessels PWV-200 and passenger steam-ships of 4 stars class on 250 tourists.

On the point 3.2.

It is necessary to specify what is understood under the “registration” term. Probably, it is a question of carrying out the control by boundary authorities concerning foreign citizens and persons without citizenship, who are in-moving on territory of the Russian Federation, as also their identification and enumeration in check points.

The legislation of the Russian Federation, in particular the Law of the Russian Federation “About the state boundary of the Russian Federation”, does not provide powers of the Government of the Russian Federation concerning definition of concrete places of passengers monitoring procedure in check points, including cruise ones.

On the point 3.3.

It is offered to embody in the following edition:

“Recommend to the Federal agency on arrangement of the state boundary of the Russian Federation to open a check point in Baltiysk for passenger service”.

On the point 3.5.

We inform that according to the article 12 of the Law of the Russian Federation “About the state boundary of the Russian Federation” check points are established by the Government of the Russian Federation on representations of federal authorities of subjects of the Russian Federation.

According to the Rules of establishment, opening, functioning (exploitation), reconstruction and closing of check points through the state boundary of the Russian Federation, which are confirmed by the resolution of the Government of the Russian Federation from June, 26th, 2008 ¹ 482, the offers concerning the establishment of check points integrate in Rosgranitsa with the enclosing of proving materials. On the basis of the given materials Rosgranitsa prepares the conclusion about expediency or inexpediency of the check points’ establishment, which is coordinated with the Ministry of Foreign Affairs of Russia, the Ministry of Transport of Russia and the Ministry of economic development and trade of Russia. In case of recognition of expediency of check point establishment Rosgranitsa prepares the project of the act of the Government of the Russian Federation about check point establishment.

The check point Rybachiy – Nida is established by the Agreement between the Government of the Russian Federation and the Government of the Lithuanian Republic about check points through the state boundary between the Russian Federation and the Lithuanian Republic.

Thereupon the point 3.5. is offered to embody in the following edition:

«Recommend to the administrations of the Kaliningrad region and the Kamchatka territory to direct to Rosgranitsa when due hereunder the offers on the establishment of the seasonal passenger check points intended for maintenance of cruise transportations:

in the Kaliningrad region: in Mamonovo village, Zeleny cape, on the Baltic spit, Lava river, Mazursky channel;

in the Kamchatka territory - in Nikol’skoe village».

On the point 4.

Sea terminals in Baltiysk, Pionersky, Svetly cities enter into developed borders of seaport Kaliningrad, and also in the description of borders of seaport Kaliningrad, which is planned to confirm by the order of the Government of the Russian Federation in the near future.

In the Sovetsk river port there are no conditions for reception of passenger ferries.

In Rybachiy village the river port is absent. On the moorings, located in Rybachiy village, the fishery collective farm carries out activities.

Thereupon it is offered to withdraw the point 4.

On the point 5.

We inform that as of August, 31st, 2009 on the basis of the 8 orders of the Government of the Russian Federation, prepared by the Ministry of Transport of Russia, it is resolved the pass in current navigation to 52 vessels under the flag of the foreign state on inland waterways of the Russian Federation, including 12 yachts under flags of Great Britain, Poland, Spain, Ireland, Switzerland and Estonia.

According to the commission of S.B.Ivanov, the vice-president of the Government of the Russian Federation, from March, 31st 2009ã. ¹ ÑÈ-Ï9-1696, it is entrusted to the Ministry of Transport of Russia together with the interested federal authorities to provide realization of a series of measures concerning opening of inland waterways of the Russian Federation for navigation of ships under flags of the foreign states. The series of measures is expected for 2009-2015 and consists of 3 sections: actions for standard-legal regulation; the actions directed on the development of infrastructure of inland waterways; actions for perfection of management system of inland waterways.

The Ministry of Transport of Russia considers that along with the conclusion of multilateral and bilateral agreements (it is provided by the Series of measures), it is expedient to establish the simplified order of ships navigation (including small size vessels) under flags of the foreign states on inland waterways of the Russian Federation in non-commercial objectives.

On the point 9.

The Federal Target Program (FTP) “Development of transport system of Russia (2010-2012)” is confirmed by the order of the Government of the Russian Federation from May, 20th, 2008 ¹ 377. Questions of infrastructure development for realization of passenger (tourist) transportations can be solved on the terms of state-private partnership with attraction of budgetary funds riverine subjects of the Russian Federation. In the presence of the above-named offers the Ministry of Transport of Russia will view them during the FTP updating when due hereunder.

Thereupon it is offered to withdraw the point 9.

Dear Arthur Nikolaevich, the Ministry of Transport of Russia hopes for continuation of productive cooperation with a view of the further development of sea and river tourism in the Russian Federation.

THE DEPUTY MINISTER OF REGIONAL DEVELOPMENT OF THE RUSSIAN FEDERATION

The Ministry of regional development of the Russian Federation coordinates the resolution project on condition of replacement of the first two paragraphs of the page 2 by the paragraphs of the following content.

“So, in December, 2008 there have been made changes to the Federal law from October 6, 2003 ¹ 131-ÔÇ “About the general principles of organization of local government in the Russian Federation” regarding extending rights of local government authorities on decision of the questions which have not been referred to the questions of local significance, by addition of the right to arrangement of conditions for tourism development to the established rights’ list. Granting of the noted right to the local governments is one of the important preconditions for dynamical and steady functioning of this branch.

The Ministry of sports, tourism and youth policy of the Russian Federation has prepared the proposals on introduction of alterations to the Federal law from October 6, 1999 ¹ 184-ÔÇ “About the general principles of organization of legislative (representative) and executive government authorities of subjects of the Russian Federation”. According to these changes the superior executive government authority of the subject of the Russian Federation participates in carrying out of the uniform state policy of tourism sphere.

At the moment the noted proposals are thrashing over by the Ministry of regional development of Russia in the course of the works on preparation of the federal law project on improvement of delineation of powers”.

 

IGOR YEVGENYEVICH KVYATKOVSKY

DEPUTY CHAIRMAN OF GOVERNMENT OF ASTRAKHAN REGION

Government of Astrakhan region thanks you for invitation to take part in realization of project of cruise, yacht tourism and ferry communication development in all maritime and river regions of the Russian Federation.

Astrakhan region because of its geopolitical location possesses necessary potential for becoming joining link between Caspian countries and Russia in creation of secure and safe system of international transport corridors for transit navigation of undersized vessels, and creation and reconstruction of engineer infrastructure of passenger port Astrakhan will turn it into element of Caspian cruise route.

Examined project of the resolution of the Conference GlobalPort-2009, we suggest to supplement sub-point 3.1. of point 3 with following text:

“Recommend that All-russian Federation of sailing ought to organize signing of bilateral cooperation agreements in sphere of modern yachts centres development, creation of network of sailing schools for children and yachting schools for adults, organization and holding international sailing and yachting events together with Federations of sailing of Iran, Azerbaijan, Turkmenistan and Kazakhstan in the network of Caspian states summit”.

To the list of water seasonal passenger check-points at the frontier of the Russian Federation, mentioned in sub-point 3.5. of point 3, we suggest to include:

Astrakhan region:

    • sea port Olya, Limansky region;
    • passenger moorings of Astrakhan river port, city of Astrakhan.

To the list of ports via which foreign citizens and people without citizenship arriving in the Russian Federation with tourist purposes on ferries which have permissions for passenger transportations (point 4) include ports of Astrakhan region.

DEPUTY GOVERNOR OF CHUKOTKA AUTONOMOUS DISTRICT

We send to you agreed project of the resolution of the Conference GlobalPort-2009 “St.Petersburg – the Sea capital of Russia. Sea tourism” and ask you as far as possible to take into account in final version of the resolution our suggestions:

1. point 3 to supplement with subparagraphs with following contents:

“Government of the Russian Federation ought to adopt normative legal document permitting customs and frontier clearance directly on board of ships moored in area of water unfurnished with check-points”;

“Government of the Russian Federation ought to adopt normative legal document defining procedure regulating period necessary for receipt permission for foreign cruise vessels motion according to tourist cruise programme along coastline of North of Kamchatka peninsula and Chukotka autonomous district”;

THE MINISTRY OF YOUTH AFFAIRS, SPORTS AND TOURISM OF THE TATARSTAN REPUBLIC

The Ministry of youth affairs, sports and tourism of the Tatarstan Republic supports the resolution project of the international conference “St.-Petersburg – the Sea Capital of RUSSIA. Sea tourism”, held on July 10-11th, 2009.

The Tatarstan Republic is located in a place of two largest rivers merge – Volga and Kama. The republic is on the first place on density of a river network in the Volga region. River cruises are "visit card" of tatarstan tourism. River cruise routes across Volga and Kama with different duration, distance and comfort level, visiting Kazan and republic cities, are the All-Russia routes.

In 2008 the Tatarstan Republic Government has confirmed the Republican Target Program “Development of tourism sphere in Tatarstan Republic for 2009-2011” which is a basis for formation of complex service for tourists, the more especially as the objects of a cultural-historical heritage are organized on crossing of the Volga waterway and the leading transport highway Ì-7 Moscow-Ufa.

During the last years tourist potential of the Tatarstan Republic and territories borderline with it has considerably increased. However, realization of the updated tourist potential restrains by the absence of effective joint efforts and mechanisms of tourist product advancement. We suppose creation of such measures and mechanisms in consolidation of efforts of the territories united by the Volga river.

Proceeding from the above-stated and taking into account that the Volga region with the variety of the offers, based on various cultures of the people occupying it, the sated infrastructure and united by the world brand "Volga", along with the special economic zones of tourist-recreational type created in the Russian Federation, can become the attractive territory both for Russian and foreign tourists, we ask you to include in the point 9 of the Resolution of the conference the list of cruise centers of the Tatarstan Republic – Verhniy Uslon, Kamskoe Ustje, Bolgary, Svijazhsk, Kamskie Poljany, Elabuga.

 

SERGEY GENNADIEVICH MOLCHANSKY

THE ASSISTANT TO THE HEAD OF ADMINISTRATION OF THE ARKHANGELSK REGION ON BUILDING

The administration of the region supports the initiative of development of sea and river tourism in Russia. Special position in tourism of the Arkhangelsk region is held by the Solovetsky islands, which have become a place of mass visiting by tourists and pilgrims, as from the CIS countries, also from far abroad. The islands have been visited and will be visited by heads of the states, members of royal families, outstanding figures of science and religion. In conditions of of comfortable Russian vessels deficiency tourists’ delivery to Solovki is carried out with use of passenger vessels under a foreign flag and it is interfaced to certain difficulties at call registration.

In connection with the above-stated we agree upon the resolution project of the conference “St.-Petersburg – the Sea Capital of RUSSIA. Sea tourism” and propose to include in addition to the point 1.2 creation of the sea-craft project for realization of cruise voyages on the Arkhangelsk – Solovetsky islands Route and for passengers transportation on coast of the White sea.

 

ALEXANDR EVGENIEVICH CHEPIK

THE VICE-PRESIDENT OF THE GOVERNMENT OF BURYATIYA REPUBLIC ON THE ECONOMIC DEVELOPMENT

Concerning the presented Project of resolution of the conference GlobalPORT - 2009 “St.-Petersburg – the Sea Capital of RUSSIA. Sea tourism” within the limits of the Party project “UNITED RUSSIA” “St.-Petersburg – the Sea Capital of RUSSIA”, held on July, 10th c.y. in Saint-Petersburg, we inform that the Government of the Buryatiya Republic supports and approves resolution positions.

However, due to the fact that tourism is recognized as a priority direction of economy development of Buryatiya Republic, and the water area of the Baikal lake is the basic resource of development of tourism sphere of republic, in medium-term prospect the substantial growth of water kinds tourism relative to the total volume of offered tours is expected. We are of the opinion that the substantial ones will become: cruise, yacht and the active raft on mountain rivers, kitesurfing, etc. Thereupon we propose to make the following additions to the total resolution:

  • Sub-point 1.2.5. to add with words “not produced and not planned for producing (within the next 2 years) on the territory of the Russian Federation”;
  • Point 1.4. to add with the paragraph of the following content “Also to provide for the state subsidizing on the organization of gathering points of vessels’ sewage waters”;
  • In the point 8 to withdraw words of “foreign”;
  • In the point 9 to add the paragraph “Buryatiya Republic, Ulan-Ude city, Nizhneangarsk village, Barguzin village and Ust-Barguzin village, with organization of the Baikal lake cruise centre in one of them”.

In addition we inform that the question concerning the inclusion of participation of the Government of Buryatiya Republic, and also the profile ministries and departments in the conference “St.-Petersburg - the Sea Capital of RUSSIA” in July, 2010 in the plan of work of the Government of Buryatiya Republic for 2010 has been studying by the current moment.

THE ASSISTANT TO THE MAYOR OF MOSCOW IN THE GOVERNMENT OF MOSCOW

I inform you that the resolution project of the conference “St.-Petersburg – the Sea Capital of RUSSIA. Sea tourism” has been considered in the Government of Moscow.

I inform that the current legislation in tourism sphere does not define terms “sea, river, cruise tourism, yacht tourism”. Thereupon it seems to be expedient to recommend the corresponding federal authorities of legislative and executive power, first of all, to deal with the question of formulation of the given terms, and to make corresponding additions to the Federal law “About the bases of tourist activity in the Russian Federation”.

This measure will clear up the process of the noted directions development, including working through corresponding projects and programs.

PRESIDENT OF REPUBLIC OF SAKHA (YAKUTIA)

Government of Republic of Sakha (Yakutia) thanks you for invitation to take part in the Conference “St.Petersburg – the Sea capital of Russia. Sea tourism” which will take place in St.Petersburg on July 10-11.

In the resolution of the Conference we suggest to include following suggestions of Republic of Sakha (Yakutia) intended for sea and river tourism development:

  • forming of Federal special programme of sea and river tourism development in the Russian Federation with complex of measures of proper infrastructure creation in basins of Lena, Amur, Yenisey and Ob rivers – as perspective regions of river tourism development;
  • forming of advertising and information support of sea and river tourism;
  • adoption normative legal document about registration of foreign tourists directly on board of sea or river cruise vessels;
  • in the network of state support from financial crisis backing of part of tourist vessels owner costs for purchased bunker fuel for sea and river cruises is ought to be provided;
  • development of establishment and application measures for preferential air fare for Russian and foreign tourist group under condition of purchased sea or river cruise tourist voucher;
  • simplification of concurrence procedure of tourists lists with Federal Security Service of Russia when tourist group staying on the frontier control territory less than 24 hours;
  • development and acceptance of standards meeting modern requirements of classiness and comfort when building or re-equipment tourist purpose vessels.

MINISTER OF ROADS, TRANSPORT AND COMMUNICATIONS OF ROSTOV REGION

Ministry of roads, transport and communications of Rostov region has examined resolution project of the Conference GlobalPort-2009 “St.Petersburg – the Sea capital of Russia. Sea tourism” in the network of Party “United Russia” project “St.Petersburg – the Sea capital of Russia” from July 10, 2009.

Government of the Russian Federation decree ¹ 623-r from 05.05.2008 amended Enumeration of inland water-ways of the Russian Federation, provided carrying over its borders on the river Don above Rostov-on-Don.

On the territory of the region section of main waterway from Azovo-Donsky channel reception buoy to village Aksay was excluded from composition of inland water-ways.

However borders carrying over may affect father development of navigation on Lower Don as introduced amendments require considerable financial assets investments in vessels refitting (including realizing domestic traffic ones), navigational aids means and vessels motion control systems according to international requirements, additional re-training of river vessels shipboard personnel, and also lead to impossibility of legacy river vessels usage for socially significant, tourist, passenger carriage and home cargo trade.

On the ground of foregoing we consider reasonable to correct Conference Resolution project about introduction of changes to Government of the Russian Federation decree ¹ 623-r from 05.05.2008 in the part of the Russian Federation inland waterways border establishment on the river Don in Rostov railroad drawbridge transit from 3121 km to 3136,7 km according to Atlas of United deepwater system of European part of Russia, volume 8, part 2.

INTERIM GOVERNOR OF THE MURMANSK REGION

According to your inquiry about making additions to the recommendations of resolution project, prepared as a result of the first International conference “St.-Petersburg – the Sea Capital of RUSSIA. Sea tourism» (10-11.07.09), we direct you the offers on resolution text.

Point ¹ 9 to state in the following edition: Ask the Ministry of transport of the Russian Federation to include in FTP “Development of transport system of Russia (2010-2015)” working out of the project documentation on carrying out dredging, coast strengthening works, as also works on reconstruction or building of port moorings, landing stages, works on an accomplishment and lining of networks of engineering infrastructure, transport infrastructure and to realize full complex of the listed works on cruise infrastructure development in cruise centers of:

  • of the Nizhniy Novgorod region:
    • Chkalovsk, Balahny, Makariev village, Lyskovo, Pablovo
  • of the Krasnoyarsk territory:
    • Dudinka, Igarka, Eniseysk, Vorogovo, at the beginning point of the pedestrian route to GULAG (Ermakovo village);
  • of the Murmansk region:
    • Murmansk, Sosnovka, Chapoma, Chavan’ga, Tetrino

I express confidence that the acceptable resolution of the first International conference “St.-Petersburg – the Sea Capital of RUSSIA. Sea tourism” will serve as a starting point to the elimination of the lacks, interfering effective development of sea and river tourism of the Russian Federation.

In view of importance of practical decision of prime problems of sea and river tourism branch, participation in the annual International conference “St.-Petersburg – the Sea Capital of RUSSIA. Sea tourism” will be included in the plan of work of the Government of the Murmansk region for 2010.

 

AGENCY ON TOURISM OF THE KAMCHATKA TERRITORY

Thank you for the invitation to continuation of cooperation in the sphere of development of cruise tourism. This kind of tourism is one of the most perspectives for the Kamchatka territory, and we are greatly interested in its development.

The Agency on tourism of the Kamchatka territory has examined the resolution project of the first International conference “St.-Petersburg – the Sea Capital of RUSSIA. Sea tourism”, held on July, 10-11th, 2009 in St.-Petersburg. We consider that the basic problems discussed during the conference are reflected in the given resolution, and all basic decisions and recommendations are listed in it.

At the same time we propose to make changes to the point 8 of the resolution, in which, in connection with high aviation tariffs for flight from the European part of continent to the Far East and Siberian regions of Russia, it is proposed to address in the Government of the Russian Federation about subsidizing of air flights to the Far East and the Eastern Siberia for foreign tourist groups in the presence of the back bought trip tickets on sea and river cruise.

We propose to state the given point in the following edition:

“... ask the Government of the Russian Federation to enter subsidizing of air flights to the Far East and the Eastern Siberia for foreign and Russian tourist groups in the presence of the back bought trip tickets on purchasing of the tourist product generated by local tour operators”.

This amendment is rather significant for the Kamchatka territory.

Annually about 10 cruise courts visit the Kamchatka territory, but as a rule, there is no change of passengers in Petropavlovsk-Kamchatski. Accordingly, tourist groups with permits on sea cruises do not arrive to the Kamchatka territory by air transport. In connection with the given circumstance the point 8 of the resolution project in the present edition is not actual for the Kamchatka territory. At the same time, more than 50 % of tourist's packages for foreign and Russian tourists on Kamchatka include small cruise programs (walks on the Avachinsky bay), and cost reduction of passenger air flights is actual for their development.

For a long time the Agency on tourism of the Kamchatka territory has been trying to deal with the question of aviatariffs decrease for the organized tourist groups, arriving to the Kamchatka territory by inland flights. The given measure will promote attraction of tourists to the Kamchatka territory and development of small cruises.

In connection with the above-stated, we consider that it is necessary to include organized groups of the Russian tourists along with groups of the foreign tourists in the prospective program of subsidizing of air flights to the Far East, and also not to limit participants’ range of such program by those tourists who have permits exclusively on sea and river cruises, but to include here the tourists who have back bought permits on fulfillment of any tours, generated by local tour operators. The given measure will promote considerable activation of the inbound tourism in the Kamchatka territory.

THE GOVERNOR OF THE NIZHNIY NOVGOROD REGION

Thank you for the given possibility of participation of the Nizhniy Novgorod region in the project «St.-Petersburg – the Sea Capital of RUSSIA»

As a whole the questions of development of sea and river tourism, designated in the resolution project on the basis of the results of carrying out of the I International conference «St.-Petersburg - the Sea Capital of RUSSIA. Sea tourism» on July, 10-11th, 2009, are actual and for the Nizhniy Novgorod region, where cruise tourism is one of the priority kinds of domestic travel and inbound tourism.

It is necessary to notice that today some questions of development of cruise tourism are resolving because of active participation of regional tourist business. So, the large Nizhniy Novgorod tour operator “Gama” Ltd. has acted as the initiator of building of wheel type cruise vessels of the “river” class with working names "Sura" and "Golden Ring" on the basis of Nizhniy Novgorod ship-building plants.

In the resolution project the necessity of inclusion in the federal target program “Development of transport system of Russia (2010-2015)” of development of the project documentation on carrying out of a full complex of works on development cruise infrastructure (dredging, coast strengthening works, as also works on reconstruction and building of port moorings, landing stages, on an accomplishment and lining of networks of engineering infrastructure, transport infrastructure), including the tourist centers of the Nizhniy Novgorod region (Chkalovsk, Balahna, Makarevo, Lyskovo, Pavlovo), is also underlined.

In view of the above-stated, I consider it possible to coordinate the presented resolution project and to recommend the inclusion of “Gama” Ltd. in the working group structure on development of technical specifications for vessels projects creation for sea and river tourism (point 1.2.1 of the resolution project).

Besides I propose to state the point 1.2.2 in the following edition: JSC “United shipbuilding corporation” and “Gama” Ltd. should prepare proposals on building of passenger vessels at native ship-building enterprises».

I support separate positions of the presented resolution project of the conference in a part of: modernization of ports and hydro constructions infrastructure in inland waterways and of revival of civil shipbuilding in Russia. I consider it expedient and well-timed to work out the project of the federal target program on development of sea and river tourism in the Russian Federation, providing adoption of measures directed on creation, reconstruction and development of transport infrastructure (ports, port moorings, landing stages, passenger buildings), coastline strengthening, clearing of water areas of rivers in the places of basic riding of passenger vessels, and also on providing of the passenger-carrying fleet of Russia with new vessels.

I propose to include the city of Krasnoyarsk in the point 9 of the resolution project of the conference GlobalPORT “St.-Petersburg – the Sea Capital of RUSSIA. Sea tourism”, concerning the federal target program “Development of transport system of Russia (2010-2015)”, having added the list of places of the Krasnoyarsk territory, where working out of the project documentation on carrying out dredging, coast strengthening works, as also works on reconstruction or building of port moorings, landing stages, works on an accomplishment and lining of networks of engineering infrastructure, transport infrastructure and carrying out of the full complex of the listed works are planned.

I also inform that for improvement of infrastructure and quality of tourists’ service, for increase of the tourists’ stream in the Krasnoyarsk territory within the limits of the elaborated municipal target program “Development of inbound tourism and domestic travel in Yenisejsk on 2008-2012” it is planned:

  • projection of reconstruction and restoration of 500 m of quay from Gorky street to Hudzinsky street, reconstruction of the “Quay Blvd” object, reconstruction and accomplishment of the landing stage out of the funds of Yenisejsk city in the amount of 1,2 million rubles;
  • reconstruction of the cafe of the XIX-th century style on the floating landing stage “Yenisejsk” out of the funds of private investors at the rate of 1,5 million rubles in 2010;
  • restoration of the steam vessel for organization of walks on the Yenisej river out of the funds of private investors;
  • development of small size fleet in the tourist purposes out of the funds of private investors.

On your reference from 28.08.2009 ¹ 5.1-24/562 about the results of carrying out of the first international conference «St.-Petersburg – sea capital of Russia. Sea tourism» in 2009, I direct you the proposals on addition of the resolution of the noted conference.

The government of St.-Petersburg is ready to render necessary organizational assistance in preparation for carrying out of the given conference in 2010.

1. Add to the point 3 of the decision the sub-points 3.6 and 3.7 read as follows:

“3.6. Since January, 2009 abiding procedure of migratory cards filling for foreign citizens, who are passengers and crewmen of cruise vessels and ferries arriving to the Russian Federation in visa-free regime for the term up to 72 hours, has been entered. Migratory cards registration considerably (up to 4 hours) increases the time of passport control passage by the noted persons, and this reduces essentially the period of tourist program accomplishment, influences negatively on the quality of services provided to cruise passengers, and, as consequence, on tourist appeal of the Russian Federation. All the tourists of cruise and ferry vessels appear on the territory of the Russian Federation less than 72 hours in consequence of which they are free of registration in a place of stay.

Thereupon it needs to recommend to the Federal Migration Service preparing and introducing for consideration by the Government of the Russian Federation for the supervening application as a legislative initiative of the project of the federal law for alteration of current legislation regarding the obligation exception of migratory cards processing by foreign citizens who are passengers of cruise vessels and ferries.

3.7. The check point through the boundary of the Russian Federation in the Big port St.-Petersburg, a number of moorings of which carry on the reception of cruise vessels (the Morskoj seaport building, moorings at Anglijskaya emb. and Lieutenant Schmidt emb.), has not been opened till now when due hereunder and in appropriate limits. Thereupon it needs to recommend to Federal Agency of Arrangement of the Frontier of the Russian Federation organizing of work on opening permanent sea passenger-and-freight check point through the frontier of the Russian Federation in the Big port St.-Petersburg when due hereunder”.

2. State the point 9 after the words “to carry on the full complex of the listed works on” in the following edition:

9.1. Development of cruise infrastructure in cruise centers of:

  • St.-Petersburg (infrastructure objects of river passenger transport);q
  • The Nizhniy Novgorod region:
    • Chkalovsk, Balahna, Makareva village, Lyskovo, Pavlovo;
  • The Krasnoyarsk territory:
    • Dudinka, Igarka, Yenisejsk, Vorogovo, at the beginning point of the pedestrian route to GULAG (Ermakovo village);

9.2. Development of infrastructure of service of small size vessels under the foreign flag and the Russian small size vessels of foreign sailing in St.-Petersburg (multipurpose centre of small size fleet service establishment)”.

According to the order of P.V. Chernov, the Prime minister of the Government of the Kareliya Republic, the Ministry of economic development of the Kareliya Republic has examined the resolution project of the I International conference “St.-Petersburg – the Sea Capital of RUSSIA. Sea tourism”, held on July 10-11, 2009 in St.-Petersburg.

Important questions of sea tourism development in the Russian Federation, such as condition status of berthing facilities and plans of their development, new vessels building, shipbuilding technologies renewal, legislative and technical assurance of foreign small size vessels passing through inland waterways of Russia, reconstruction of navigable hydro constructions, building and modernization of river ports, etc., have been mentioned at the conference. Drawing attention of the interested departments to the decision of these questions will exert essential positive influence not only on development of sea tourism in the Russian Federation, but also on social and economic development of the Russian regions and the country as a whole.

At the same time, though the point 8 of the resolution project actually makes a proposal of establishment of preferences only for foreign tourists for account of Russian taxpayers, we consider it expedient to withdraw this point in the presented edition.

The Ministry of economic development o the Kareliya Republic fundamentally supports the results of the conference and will take active part in realization of the decisions developed during it.
