More than 60 sailing sport events are planned in Saint-Petersburg in 2010

More than 60 sailing sport events are planned in Saint-Petersburg in 2010. This information was received from Nikolaj Asaul, the chairman of Transport and transit policy Committee (TTPC), during his speech on the conference of tourist committee. Particularly, in the framework of organizing The year of France in Russia and The year of Russia in France it is planned in May 2010 to carry out international regatta Vendee Globe. The regatta will consist of two stages. They are transition from French region VanDay in Saint-Petersburg and back, and also boat races.

It is also reported that in 2009 13 investors, who wanted to build new yacht clubs, addressed to TTPC. The committee agreed to conduct prospective work for 5 investors. Some investors are intended to sign a treaty about short-term lease of land. Other investors were offered to complete their projects.

According to given information, today in Saint-Petersburg’s area there are 48 objects of ground-basing and serving of small-size marine, the whole area of its shore territories is 131 hectare. As a result of shore research in Saint-Petersburg it’s possible to place 42 new objects with the total area of 184 hectare.

The decision of the Russia – Sweden ferry organization will be adopted at the beginning of 2010

The issue of the sea passing points of the Baltiysk port infrastructure readiness was discussed at the Russian-Sweden meeting which had been organized in Kaliningrad. Sweden delegation examined infrastructure of the sea passing points in the Baltic naval base - basin ¹3 and ¹4 for the approving of final decision of the Karlskrune and Kaliningrad ferry organization which would be adopted at the first quarter of 2010.

Swenson Katl-Gesta, the mayor of Karlskrune reported that Sweden had been ready to open ferry among both states since 2005, but that work wasn’t done because of the Baltiysk port and passing points infrastructure unavailability.

The meeting was organized in the network of the agreement realization of navigation in Kaliningrad (Vislyn) bay. From the side of Russia A.S.Rolbonov, the minister of the Kaliningrad district infrastructure development, A.P.Koshlyn, the deputy head of the Kaliningrad state frontier territory direction, representatives of the Federal State Unitary Enterprise Rosmorport, Kaliningrad sea port administration and Baltiysk administration took part at the occasion.

Report on the I International conference “St. Petersburg — the Sea Capital of Russia. Sea Tourism” was presented at the meeting of the organizing committee of the Ministry of Transport of the Russian Federation of the 200th anniversary celebration of transport department and transport formation

The regular meeting of the organizing committee of the 200th anniversary celebration of transport department and transport formation of the Ministry of Transport in the Russian Federation took place on July 22, 2009, headed by the Minister of Transport of Russia I. E. Levitin. The Deputy Ministers, executives of Federal Agencies and Federal Services, “Aeroflot” and “Russian Railways” companies’ management participated in the meeting.

In the course of the meeting the director of the “St. Petersburg — the Sea Capital of Russia” project conferences D. L. Samylina presented the report on the I International conference “St. Petersburg — the Sea Capital of Russia. Sea Tourism” and informed about forthcoming events: the II International conference “Transport and Transit Potential” (September 17—18, 2009) and the II All-Russian Conference “Manpower policy” (December 2009).

Announcing the “St. Petersburg — the Sea Capital of RUSSIA” project conferences contributed to drawing attention of the meeting members to the issues of the transport sector, including in the sphere of manpower policy, and to the necessity of their quick solution.

Acting Chief of the Representative Office of Sakhalin Oblast in Moscow A. A. Alexeenko submitted the Administration’s proposals to the resolution project of the “St. Petersburg — the Sea Capital of RUSSIA. Sea Tourism” conference.

In the name of the Governor of Sakhalin Oblast A. V. Khoroshavin I express the deep gratitude and sincere thankfulness for the give opportunity to participate in the I International “St. Petersburg — the Sea Capital of RUSSIA. Sea Tourism”.

Efficient conference’s organization, its informative program and factful exchange of opinions by the conference’s participants during the plenary and sectional sessions allowed to significantly widen the idea of practical solution of urgent issues of the sea tourism sector development, including in the territory of Sakhalin Oblast.

With the purpose of the elaboration and further realization of effective development measures in this sector I would like to ask you to include into the final conference’s resolution the following proposals carried out by the executive powers of Sakhalin Oblast.

In the statement part of the resolution to note that the sea cruises’ development, ferry communication, and yacht and boat tourism in Sakhalin Oblast are impeded by the low standard of infrastructure development of the region’s sea transport. A lot of objects in force are in a bad condition and need to be renovated. Thus, hydraulic facilities of almost all sea ports of Sakhalin which are the federal property were built in the pre-war time and almost completely depreciated. None of the sea ports in Sakhalin provides passenger terminals adjusting today demands, on the Kuril Islands there are not even the elementary conditions for sea ships’ passenger registration and service. The absence of the modern passenger terminal in Korsakov port impedes the development of the international ferry line Wakkanai (Japan) — Korsakov and has a negative impact on the tourism development in Sakhalin.

In the recommendation part of the resolution to include the following chapter (paragraph):

With the purpose of increasing transport complex service affordability for population and of stimulating the growth of passenger and cargo traffic volume in Sakhalin which offers a significant potential for sea cruises, ferry communication, and yacht and boat tourism, the federal executive powers together with the Administration of the Sakhalin Oblast and the municipal powers need to assume the following measures:

  • building of sea passenger terminals in Korsakov port (Sakhalin Island) and in bays of the Curil Islands, the moorings of which are included in the bounds of Sakhalin sea ports (coastal cities and towns on islands Paramushir, Iturup, Kunashir and Shikotan);
  • reconstruction of hydraulic facilities in the Sakhalin sea ports;
  • taking the moorings of the ferry complex in Kholmsk port to the condition needed for their normal functioning, i. e. capital repairs of the mooring complex of the first stage development, and renovation of its second stage development;
  • cofinancing the sea passenger traffics from the federal and oblast budgets in socially significant sea passenger routes: between Sakhalin and the Curil Islands, and between Kamchatka and the northern Curil Islands;
  • restoration of the sea passenger communication Vladivostok — Korsakov — Curil Islands — Petropavlovsk-Kamchatskiy that used to function before 1990s.

The President of Republic of Sakha (Yakutiya) V. A. Shtyrov submitted the Government of the region’s proposals to the resolution project of the “St. Petersburg — the Sea Capital of Russia. Sea Tourism” conference.

The final resolution of the “St. Petersburg — the Sea Capital of Russia. Sea Tourism” conference will be approved with a glance of all opinions and proposals which were submitted by representatives of sea and river tourism industry. Recommendations given by the speakers and conference’s participants in the course of plenary sessions and further discussions are already included in the final document. Proposals of strategic from the perspective of the sea and river tourism development in the Russian regions will be also included. Therefore, the final conference’s document will reflect the maximum of aspects needed for the sea and river tourism development in regions of the country.

Lena river cruises are a perspective tourism direction which is able to interest not only Russian, but also foreign tourists and travelers. Proposals of the republic’s governing body to the resolution project of the “St. Petersburg — the Sea Capital of Russia. Sea Tourism” conference reflect the most urgent issues of the river tourism in the region.

The Government of Republic of Sakha (Yakutiya) submitted the following proposals to the conference’s resolution project:

  • to elaborate the Federal target program of the development of the sea and river tourism in the Russian Federation including the measures complex of creating the according infrastructure in the basins of Lena, Amur, Yenisey and Ob rivers, as perspective regions for the river tourism development;
  • to develop the advertising and information support of the sea and river tourism;q
  • to adopt a legal document regulating the registration of foreign tourists directly on the sea or river cruises’ ships;
  • within the framework of the state anticrisis support to provide the partial subsidy backing of the owners of the tourist ship’s fuel expenses for the sea or river cruises;
  • to elaborate the measures of defining and providing the favourable air ticket tariffs for foreign tourist groups if the tourist vouchers for a sea or river cruise are purchased;
  • to simplify the procedure of endorsement of the tourist lists with the Federal Secure Service bodies when the group of tourists is at the passport control less than 24 hours;
  • to elaborate and to adopt the standards corresponding with today demands of class rating and comfort by the building or renovation of the tourist ships.

The I International conference “St. Petersburg — the Sea Capital of RUSSIA. Sea Tourism” took place in St. Petersburg at the Sokos Hotel Palace Bridge on July 10—11.

The event was devoted to the issues of the development of the sea and river cruises, the ferry transportation, and yacht and boat tourism in all regions of the country. Representatives of the Ministries of Transport, of Regional Development of the Russian Federation, of the Federal Agencies of Tourism and of Sea and River Transport of the Russian Federation, chairmen of the corresponding committees of the Administration of the city of St. Petersburg, representatives of the Administrations of the city of Sochi, of Kamchatka Krai, Vologda and Kaliningrad Oblasts etc. carried out the reports in the course of the conference.

In the course of the conference the most urgent issues of the sea and river cruises’ development, yachting, and the port infrastructure’s modernization, revival of the civil ship building in Russia were to be discussed. A positive experience of building and reconstructing the passenger ports in St. Petersburg and Sochi was given utterance. The Catalonian Council of Tourism in the CIS and Eastern Europe countries presented their experience of organizing the reception of the cruise tourists in the port of Barcelona and of forming a network of yacht clubs on the sea coast region.

A special attention was paid to the methods of increasing the tourism income in all regions of Russia. Possibilities of restoring the ferry communication between St. Petersburg and Baltic region countries, and the establishment of the water passenger traffic system in St. Petersburg were also discussed.

As was noticed on the conference, the sea cruises’ development in our country is impeded by the absence of the equipped passport controls in seaside cities, and relatively high port fees. In the sphere of the river cruises the key problems are the limiting area on the inside water routes and depreciated coastal infrastructure and locks.

In the sphere of the yacht tourism the question of submitting changes in the federal laws which would permit the transit sailing of small ships under the foreign flag through the insider water routes of the Russian Federation needs the solution above all. Establishing of the yacht infrastructure on the major sea and river tourist routes will draw more Russian and foreign yachtsmen in the regions of the country.

The conference’s participants drew the conclusion that the further development of the cruise and yacht industry and of the ferry communication requires the support of the state. With the purpose of solving the whole complex of problems in the sphere it is necessary to elaborate the Federal target program of the sea and river tourism development. Events within the framework of the “UNITED RUSSIA” party “St. Petersburg — the Sea Capital of Russia” project will enable the establishment of the information base for elaborating and developing this program.

The conferences devoted to the sea and river tourism problems will be carried out within the framework of the “St. Petersburg — the Sea Capital of RUSSIA” annually. The next event is planned for July 2010.

Deputy minister of economy, trade, international and external economic links of the Rostov region Palagina Anna Nikolaevna will take part in the conference “St.Petersburg – the Sea Capital of Russia. Sea Tourism”.

The Rostov region has a colossal potential for development of foreign water tourism. Nowadays the region is characterized by profitable geopolitical and geographical location, high transport availability, investment attraction as well as favourable natural and climatic conditions.

Water journeys in the Rostov region are one of the most prospective courses of development of tourism in the region. M. Drutman, deputy minister of industry of the Kaliningrad region, will take part in the conference “St.Petersburg – the Sea Capital of Russia. Sea Tourism” on behalf of the government of the Kaliningrad region.

The Kaliningrad region situated along the coast of the Baltic Sea attracts tourists by its mild climate and vast beaches. Picturesque places with wild landscapes are combined here with monuments of unique architecture. Main tourist centres of the region are towns of Kaliningrad, Zelenogradsk, Svetlogorsk, Sovetsk and Chernyakhovsk, as well as peninsula Kurshskaya kosa.

The region, due to its geographical location, owns a large potential for development of cruise and yacht tourism. Calls at Kaliningrad port can be included in programmes of most cruises in the Baltic Sea. However, for development of cruise business and reception of modern liners in the Kaliningrad region it’s necessary to have a proper infrastructure, building of which is still being planned.

Participation of a representative of the Kaliningrad region in the conference will help to raise the most urgent questions faced by the branch of sea and river tourism in the region, and will be very important for further development of cruise business in the North-West of Russia.

The Yaroslavl region is the capital of the Upper Volga region and a tourist centre of the Golden Ring of Russia. The main natural riches of the Yaroslavl region is the Volga washing its ancient Russian towns like an arch. 214 settlements of Yaroslavl are considered among those historically significant, which have accumulated the most valuable historical and cultural heritage.

There are more than five thousand monuments of history and culture in the region. The Rostov Kremlin and historical centre of Yaroslavl are recommended to be included in the List of world heritage UNESCO.

Newspaper “Pravda Severa” has become a regional informational partner of the conference “St.Petersburg – the Sea Capital of Russia. Sea tourism” in the Arkhangelsk region.

The Arkhangelsk region has a rare tourist-recreation potential. Such sights of the White sea as the Solovets archipelago and Key island with their unique nature, rare flora and fauna, historic monastery buildings are very attractive objects for Russian and foreign tourists. Cruises on the White sea are an extremely promising kind of tourism in the region. However during the post-perestroika period The Arkhangelsk region lost its position in the market of sea cruises. Its own passenger fleet was lost. Foreign liners have to stay in the cargo port which is not meant for reception of tourists.

The first Far-Eastern educational magazine “Tour” has become a regional informational partner of the conference “Sea Tourism” in the Khabarovsk Territory

“Tour” is the only informational and educational magazine spread over the territory from the coast of the Pacific ocean to the Urals and issued under support of the government of the Khabarovsk Territory, plenipotentiary of the president of Russia in the Far-Eastern federal district, as well as leaders of other regions of the Far east, Siberia and Transbaikalia. This mass medium has proved to be a serious and respectable edition educating people in the field of economy, business, travels and tourism.

In 2003 magazine “Tour” became a member of the Russian union of tour industry. Newspaper "Yakutia" has become a regional informational partner of the first international conference "St.Petersburg - the Sea Capital of Russia. Sea Tourism" in the Sakha Republic (Yakutia). 

Republican social and political party "Yakutia" is the oldest edition in the republic. The first issue of the newspaper was published on March 4, 1917. For many years the newspaper, changing its name, remained an authoritative and essential edition among population of Yakutia.

More than once "Yakutia" has been rewarded with diplomas, honorary and memorable awards. In 2007 the newspaper entered "Gold Fund of the Press". Correspondents of the newspaper are laureates of All-Russian and regional journalistic competitions.

Marina Vasilyevna Kovtun, manager of the sector of development of tourism of Ministry of economic development of the Murmansk region will take part in the first international conference “St.Petersburg – the Sea Capital of Russia. Sea Tourism”.

The Murmansk region is one of a few regions of Russia which has a common border with the European Union. Due to the unique geographical location, the Murmansk region has all resources required for development of tourism, which helps to form various tourist products oriented at certain consumers. Neighbourhood of Finland, Norway and Sweden – countries which have a keen demand among foreign travellers – gives a strong stimulus to development of cruise tourism and ferry communication between Russia and Europe.

Murmansk is the city of call of cruise ships from Europe. All arctic cruises, in particular, set off from the port “Murmansk”. However, today there are almost no cruise ships in the region, which will be able to fulfill voyages on such perspective routes as the Solovets islands, ports of Norway and the west sector of the Arctic.

Administration of the Amur region will be represented at the conference “St.Petersburg – the Sea Capital of Russia. Sea Tourism” by Oleg Anatolyevich Kachnov, a representative of the Amur region in Moscow.

The Amur region is one of the sign regions in the history of Russia. This territory became one of the most important bases, from where developing of the Russian Far East began. In 1858 the famous Aigun agreement was signed, which confirmed the right of Russia for developing of the Primamurye.

Many countries in the world, under the influence of the economic crisis, expressed their readiness to support tourist market by launching special projects aimed at guarding of the branch. Several countries, such as Czech Republic, France, Portugal, will temporarily reduce VAT for enterprises of the tourist business. To attract tourists many countries are ready to make visa procedures easier. A lot of attention is paid to development of budget airlines and reducing of airport charges.

Under the current conditions Russia will be able to interest foreign tourists only by demonstrating its readiness for active support of foreign tourism. One way of attracting tourists is price-cutting of tourist packages, which is impossible without integrated reducing of prices for hotel residence, transport services and tickets to museums. Report «Catalonia's experience in the development of sea tourism, tourist infrastructure and Catalonia's advance in the international tourism market» on the conference «St.Petersburg — the Sea capital of Russia. Sea tourism» will be made by Kristina Ionitskaya, Deputy director of representatives of Catalonia Tourist Board in the countries of CIS and Eastern Europe.
Tourism is one of the main sources of income of Catalonia and special attention is paid to development of this sector in the region. Every year more than 15 million tourists visit this province of Spain and appreciable part of them arrives in the capital of the region — Barcelona — by sea. The Port of Barcelona, which is about 2000 years old, is obligatory place of calling of numerous Mediterranean cruise liners.
In the report, dedicated to sea tourism in Catalonia, region’s experience in development of this tourist sector, updating of port infrastructure, reception of cruise passengers in the Port of Barcelona will be summarized. Certain attention will be paid to new trends in development of sea tourism as well as to the practice of Catalonia’s promotion in the international tourist market.

According to specialists’ forecast, under conditions of the economic crisis Russian citizens’ attention will switch from foreign resorts to tourist products which are owned by our country. Sea tourism» on the topic «Building and updating of present passenger ports for development of sea and river tourism in the Russian Federation». During the speech the following topics will be mentioned:

1. Big «cruise ports» of Russia: St.Petersburg, Sochi, Kaliningrad, Moscow, Kazan, and others. State and perspectives of development.

Possibility of reducing of port fees in Russian ports.
3.
Arrangements of conditions for the development of cruise tourism within the framework of the federal project «Development of transport system of the Russian Federation (2010—2015)»

Report «Development, modernization and reconstruction of port infrastructure on inland waterways» will be made by a representative of the Federal agency of sea and river transport of the Russian Federation. Preliminary points of the lecture:

1. Elimination of the limitative sections in the Uniteddeep-sea system of Russia and complex reconstruction of the state transport system.

2. Need to reconstruct and build berths on the inland waterways of Russia.

Conferences of the Project «St.Petersburg — the Sea Capital of Russia» have been included in the Plan of measures of preparation and holding the 200th anniversary of transport department and education on transport.

Conferences of the project «St.Petersburg — the Sea Capital of Russia» which had been planned for 2009 — «Sea tourism», «Transport-transit potential» and «Manpower policy» — will be held within the framework of celebration of the 200th anniversary of transport department and education on transport.
The celebration will be accompanied by large-scale arrangements, which will be held during the year on the federal and regional levels.
Forums, scientific and practical conferences, round-table discussions, exhibitions and creative contests connected with transport subjects, as well as festivals, concerts and celebrations, will be held in federal subjects.
The most influential people of consequence of executive power of the Russian Federation will be appointed organizers of the arrangements. Transport structures' employees, representatives of interested associations and unions, university administration, higher scholastic staff and students of branch institutes of higher education of the country will be among the participants.
According to the Plan of measures of preparation and holding the 200th anniversary of transport department and education on transport, exhibitions of enterprises and projects of the transport branch will be held since April till September, 2009 in Moscow, St.Petersburg, Nizhny Novgorod, Rostov- on-Don, Ekaterinburg, Novosibirsk and Khabarovsk. One of them will be held within the framework of the Second International conference «St.Petersburg — the Sea Capital of Russia. Transport-transit potential».
A display «200 years of preparation specialists for water transport of Russia» will be unveiled in the beginning of December, 2009 in the museum of St.Peterburg State University of water communications.
