Support and discussion of the Resolution

 

On the 10-11th of July the first international conference “St.Petersburg – the Sea Capital of Russia. Sea Tourism” took place in St.Petersburg within the framework of the project of Party “United Russia” “St.Petersburg – the Sea Capital of Russia”.

Representatives of federal institutions of legislature and executive power, tourist industry, shipbuilding industry, field ministries and departments of more than 20 regions of Russia took part in the conference, including such tourist-developed regions as St.Petersburg, Moscow, Leningrad, Kaliningrad, Astrakhan, Nizhny Novgorod, Yaroslavl regions, the Tatarstan republic, the Krasnodar territory and others. Also, directors of consulates general of Kazakhstan, Turkey and Germany and representative of the Board of Tourism of Catalonia in countries of CIS and Eastern Europe took part in the action.

On discussing the most urgent problems of development of sea and river tourism, participants of the conference noted the following information:

Russia has a colossal natural and cultural-historical potential for development of various kinds of sea and river tourism. The longest coastline, developed lake-river network, outlets to seas of three oceans offer broad opportunities for cruise business organizing, opening of ferry communication with foreign countries, building of yacht clubs and anchorages in all seaside and river regions of the country.

Despite certain difficulties, sea and river tourism in Russia is rapidly developing. Regions of the Russian Federation have considerable opportunities for qualitative improvement of situation in tourist sphere and turning of cruise, ferry and yacht tourism into a highly remunerative branch, which is able to make a sufficient contribution to economy of regions of the country and improve level of employment and population’s income.

In 2008 a series of laws were passed, which had a positive influence on development of the whole tourist branch of the country, as well as of the separate sphere of sea and river tourism.

Thus, in December 2008 the Federal law dated October 6, 2003 ¹ 131- Federal Law “About general principles of organizing of local government in the Russian Federation” was corrected in the part concerning broadening of rights of institutions of local government to create conditions for development of tourism. That helped regional government institutions use their power for development of tourist activity on their territory.

Ministry of sport, tourism and youth policy of the Russian Federation together with Ministry of regional development of the Russian Federation have prepared proposals for corrections in the Federal law dated October 6, 1999 ¹ 184- Federal law “About general principles of organizing of legislative (representative) and executive government bodies of subjects of the Russian Federation”. These corrections propose attribution of tourism to the fields whose common state policy is realized by the highest executive government body of a subject of the Russian Federation.

By order of May 6, 2008 ¹ 51 Federal agency of tourism of the Russian Federation ratified Strategy of development of tourism in the Russian Federation for the period until 2015, thus determining courses of development of tourist infrastructure and improvement of normative-legal regulation in the sphere of tourism.

Development of sea tourism was favorably influenced by the adopted regulation of the government of the Russian Federation dated May 7 of 2009 ¹ 397 “About order of residence of foreign citizens and people without citizenship on the territory of the Russian Federation who arrive in the Russian Federation on ferries with tourist purposes with permits for transportation of passengers”. According to the indicated document, foreign tourists arriving in Russia on ferries, are entitled to stay on the territory of the country for 72 hours without visa registration.

Building and modernization of sea and river ports and reconstruction of infrastructure on the inland waterways of the Russian Federation also favorably influence development of cruise tourism in the country. In 2008 new passenger sea port “Marine Facade” in St.Petersburg received its first liners. Reconstruction of port Sochi and coastal infrastructure aimed at creation of international centre of sea passenger and cruise transportations is planned to be finished until 2013.

The problem of limitative areas on inland waterways detaining development of river cruise shipping will be solved until 2015. Subprogramme “Inland water transport” of Federal special programme “Development of transport system of Russia (2010-2015)” provides for building of low-pressure hydro-junction on the river Volga and the second sluice of Nizhny Svirovsk hydro-junction on the river Svir. Since 2005 financing of maintenance of navigational hydrotechnical installations has been increased. That contributed to putting the new sluice of the Kotchetovsk hydro-junction on the river Don into operation and arranging not only repair but also complex reconstruction of hydrotechnical installations.

At the same time, despite the obvious progress, situation in the sphere of sea and river tourism, according to the opinion of specialists of the branch, remains troublesome.

In many regions of the Russian Federation low level of development of transport infrastructure still remains. A large number of active objects is in unsatisfactory condition and requires reconstruction. In most sea and river ports of the country there are no passenger terminals satisfying modern requirements. These factors slow down development of cruise and ferry navigation in Russia.

Absence of equipped check-points on the Russian border in seaside towns, as it was noted at the conference, to a great extent slows down development of sea cruises in our country.

Participants of the conference note that for further development of river cruise tourism it’s necessary to pay special attention to maintenance of inland waterways, support of ship’s capacity dimensions and timely repair of hydro-technical installations.

There is an urgent problem of physical and moral deterioration of the current composition of the passenger fleet built as far back as during the Soviet period. For this period the ships have become shabby and standards for provision of shipping safety have considerably changed. Requirements to cruisers’ inner rooms have also been seriously changed. As a result, Russian passenger fleet has turned out to be unable to offer the level of comfort customary for foreign travelers. That affects the number of foreign cruise tourists.

Difficulties of acquisition of new liners are caused by their high cost as well as their position in Russian shipbuilding industry. Low level of automation and old technology of industrial processes characteristic of home shipbuilding lead to increasing of time of building of a ship in Russian shipyards by 2-2,5 times and its considerable rise in price in comparison with foreign analogues.

At the same time, according to evaluation of representatives of tourist industry, presence of new motor ships satisfying modern requirements will give an opportunity to attract Russian and foreign tourists interested in a more comfortable rest. This will contribute to considerable increase of annual income of cruise companies and, accordingly, budget and out of budget funds.

In the sphere of yacht tourism the most urgent issues are those of correcting of the Federal legislation permitting transit navigation to small-size ships under foreign flags on inland waters of the Russian Federation with non-profit-making purposes.

Creation of yacht infrastructure on the main sea and river tourist routes, according to opinion of representatives of the sphere of yacht tourism, will attract a large number of Russian and foreign yachtsmen to the regions of the country.

Problems characteristic of the whole tourist field hinder also changing of the situation in the field of sea and river tourism. Imperfectness of normative legal base in tourist sphere, absence of effective investment policy and active image positioning and promotional advancement of Russia’s tourist potential abroad does not contribute to active development of foreign and inland tourism. Shortage of qualified staff also affects the level of Russian tourist product.

Participants of the conference arrived at the conclusion that further development of cruise and yacht industry and ferry communication require state support. For the purpose of solving of the whole complex of problems existing in the field, it is necessary to create a Federal special programme of sea and river tourism developing in the Russian Federation. Actions held within the framework of the Project of the Party “United Russia” “St.Petersburg – the Sea Capital of Russia” will contribute to creation of informational basis for preparation and fulfillment of this programme. Representatives of all federal field bodies of executive and legislative power and administrations of interested regions take part in conferences of the Project. Reports and subsequent discussions made at the conference “Sea tourism”, in participants’ opinion, contributed to thorough consideration of problems of the sphere of cruise, ferry and yacht tourism and working out of practical solutions for development of the branch.

Participants of the conference draw attention of the governing body of the Political party “United Russia” to the drawbacks hindering effective development of sea and river tourism in the Russian Federation. In this connection participants of the conference address Congress of the Party “United Russia”, Chairman of the Party Putin V.V., Chairman of the Supreme Board of the Party Gryzlov B.V., to speak with initiatives of the following actions fulfilling:

1. For the purpose of complex development of sea and river tourism branch, Government of the Russian Federation ought to be recommended to issue a decree about working out of Federal special programme of development of sea and river tourism in the Russian Federation and confirm the programme. Ministry of sport, tourism and youth policy of the Russian Federation together with interested federal bodies of executive power and administrations of riverside and seaside regions of the Russian Federation ought to work out the programme. Within the framework of this project it is necessary to provide the following complex of measures:

1.1. Take measures aimed at creation, reconstruction and development of transport infrastructure (ports, port berths, quays, terminals), fortifying of the coastline, cleaning of rivers in areas of principal anchorages of passenger vessels.

1.2. For the purpose of supplying of Russia’s passenger fleet with new vessels:

1.2.1. Create a work-group for working out of technical programmes for creation of vessel projects for sea and river tourism. The work-group is to include representatives of Ministry of Industry and Trade of the Russian Federation, Ministry of Transport of the Russian Federation, Ministry of regional development of the Russian Federation, Ministry of Sport, tourism and youth policy of the Russian Federation, OJSC “United Shipbuilding Corporation”, representatives of tour companies, shipping and shipbuilding companies;

1.2.2. OJSC “United Shipbuilding Corporation” ought to prepare proposals for building of passenger vessels at home shipbuilding enterprises;

1.2.3. Work out measures of drawing financial funds of investors interested in building and using of passenger vessels;

1.2.4. Ministry of industry and trade of the Russian Federation and Ministry of Finance of the Russian Federation ought to work out issues of introduction of mechanism of state leasing, or compensation of more than 50% of expenses for payment of percentage from credits for acquiring of small-size river vessels for transportation of tourists;

1.2.5. Take measures for abating or abolition of customs dues on importation of cruise vessels.

1.3. Work out complex of measures aimed at development of yacht tourism and sailing, including:

1.3.1. Realization of state support of yacht-clubs preserving low prices for anchorage rent and benefits for veterans of sailing;

1.3.2. Inclusion of modern yacht centres building in proper programmes of development of special economic areas of tourist-recreational type in the Russian Federation;

1.3.3. Inclusion of yacht-clubs building in creation of gaming areas plans in the Russian Federation;

1.3.4. Creation of sailing schools for children and yacht schools for adults on the basis of yacht-clubs;

1.3.5. Expansion of organizing and holding practice of all-russian and regional competitions, especially children’s ones, in yacht sport;

1.4. Within the framework of state support of tourist branch under conditions of economic crisis, it is necessary to provide for partly funding of expenses of tourist vessels owners on the acquired bunker fuel for sea and river cruises.

1.5. Bodies of regional and local government ought to prepare investment offers with the purpose of development of portside objects and mooring territories’ infrastructure (building of cafes, souvenir salons, centres of crafts and so on), including the offers in regional programmes of development of tourism.

1.6. With the purpose of cruise tourist product promotion to Russian and international markets, effective PR support is required: large number of advertising and informational produce about cruise tourism in various languages, preferential participation in exhibitions, advertising in mass media, holding of informational tours and so on. In this connection Federal agency of tourism of the Russian Federation ought to form a programme of advertising and informational support of sea and river tourism.

1.7. Create conditions for high-quality training of staff in the cruise tourism sphere.

2. With the purpose of complex working-out of Federal special programme of sea and river tourism development in the Russian Federation a work-group for preparation of the programme ought to be formed. It ought to include representatives of Ministry of sport, tourism and youth policy of the Russian Federation, Ministry of transport of the Russian Federation, Ministry of regional development of the Russian Federation, Federal Agency of tourism of the Russian Federation, administrative group of the Project of the Party “United Russia” “St.Petersburg – the Sea Capital of Russia”.

3. With the purpose of creating conditions for optimization of tourist routes in boundary sea regions of the Russian Federation and speeding-up of frontier check-up by cruise passengers:

3.1. Government of the Russian Federation ought to be recommended to speed up to the maximum works of concluding intergovernmental Agreement about navigation and order of crossing Russian-Polish border in the Kaliningrad (Vislin) Gulf.

3.2. Government of the Russian Federation ought to be recommended to ratify a government legal clause allowing foreign tourists to be registered directly on cruise vessels which are under the jurisdiction of the Russian Federation.

3.3. Federal Agency of provision of the frontier of the Russian Federation ought to be recommended to open a check-point in Baltiisk town for passenger communication. Ministry of transport of the Russian Federation ought to amend the order ¹ 140 dated October 01, 2007, clause 1, by indicating the check-point at the frontier of the Russian Federation in Baltiisk town for providing of international cargo and passenger communication.

3.4. On account of regulations of frontier checking in ports which were introduced this year (procedure of registration of migratory cards), period of passengers’ going ashore has considerably increased. This poses difficulties with observing of schedules of admission to museums and fulfilling of programmes of guests’ stay ashore. In this connection Federal Agency of provision of the frontier of the Russian Federation ought to be recommended to equip passenger port terminals with required number of check-points.

3.5. Federal Agency of provision of the frontier of the Russian Federation ought to be recommended to establish missing water seasonal passenger check-points at the frontier of the Russian Federation:

Kaliningrad region:

  • in Mamonovo (Krasnoflotskaya gavan);
  • at the Baltic spit (Baltiisk-Pyaski);
  • on the river Lava (Pravdinsk-Stopki);
  • on the Mazursk canal;
  • Green cape – Rusna;
  • on lake Vyshtinets;
  • in village Rybatchy (Rybatchy – Nida).

The Kamchatka territory:

  • village Nikolskoye, Komandorskiye islands.

4. Government of the Russian Federation ought to be recommended to make changes in the Decree of the government of the Russian Federation dated 07.05.2009 ¹397 “About order of staying of foreign citizens and people without citizenship on the territory of the Russian Federation arriving in the Russian Federation with tourist purposes on ferries which have permissions for passenger transportations”. In this decree there is port town of Kaliningrad, where ferries do not call at the moment, mentioned among the ports, while port Baltiisk which accepts cargo and passenger ferries, is not included. Moreover, development of ferry shipments and port complexes is being planned in the Kaliningrad region, therefore Government of the Russian Federation ought to be asked to include ports Baltiisk, Sovetsk, Svetly, towns Pionersky and Rybachy in the list of ports, via which foreign citizens and people without citizenship arriving in the Russian Federation with tourist purposes on ferries which have permissions for passenger transportations, are admitted to arrive.

5. As specialists of the tourist branch admit, a serious factor hindering development of cruises and yachts in Russia, is prohibition of sailing under foreign flags on inland waterways of the country. Clause about obtaining of permission for the right of sailing under flags of foreign countries on inland waterways of the Russian Federation (in wording of Decree of the Government of the Russian Federation dated 10.03.2009 N 219) implies almost unrealizable order of obtaining of permissions for sailing under foreign flags on inland waterways of the Russian Federation. In this connection the State Duma of the Russian Federation ought to be recommended to initiate making changes in the federal legislature permitting sailing under foreign flags, including small-size vessels, on inland waterways of the Russian Federation with non-profit-making purposes.

6. With the purpose of renovation of passenger vessels fleet of the Russian Federation, Ministry of industry and trade of the Russian Federation, as coordinator of the Federal special programme “Development of civil sea equipment in 2009-2016”, ought to be addressed with the proposal to consider technical requirements worked out for tourist vessels, while announcing competitive auction in the following subdivisions:

3.3.1. “Sea and river passenger vessels”

3.3.2. “Speed passenger vessels”

3.2.9. “Ferries of diverse functions”

7. With the purpose of eliminating of gaps in legal regulation of yacht tourism, deputies of faction of the party “United Russia” in the State Duma of the Russian Federation ought to be asked to support project of the Federal law “About development of yacht tourism in the Russian Federation and about corrections in separate legislative regulations of the Russian Federation” in the State Duma of the Russian Federation.

8. Active development of foreign tourism in Siberian and Far Eastern regions of Russia is in many respects kept back by high aviation rates on flights from European part of the continent. In this connection Government of the Russian Federation ought to be asked to introduce funding of airflights to the Far East and Eastern Siberia for foreign tourist groups on condition of a bought ticket for a group tour for sea or river cruise.

9. Ministry of transport of the Russian Federation ought to be asked to include in the Federal special programme “Development of transport system of Russia (2010-2015)” working out of project documentation for organizing of bottom-deepening, coast-strengthening works, works in reconstruction or building of port berths, quays, of accomplishment and laying of engineering infrastructure networks, transport infrastructure and hold the full complex of the listed works of development of cruise infrastructure in cruise centres of:

  • Nizhny Novgorod region:
    Town Chkalovsk, town Balakhny, village Makaryeva, town Lyskovo, town Pavlovo;
  • Krasnoyarsk territory:
    Town Dudinka, Igarka, Yeniseisk, village Vorogovo, in the initial point of pedestrian route in GULAG (village Ermakovo).

10. With the purpose of complex development of the tourist branch in all regions of the Russian Federation, Ministry of sport, tourism and youth policy of the Russian Federation ought to be recommended to make corrections in the Strategy of development of tourism in the Russian Federation for the period until 2015 taking into account conformation of spatial development and principles of improvement of the system of state regional management, defined in the project of Conception of improvement of regional policy in the Russian Federation.
