It’s been planned that N. DEPARTMENT OF STRATEGIC DEVELOPMENT OF THE TYUMENSK REGION

Thank you for the attention paid to the problems of development of sea and river tourism and for the invitation to take part in the conference “St.Petersburg – the Sea Capital of Russia. Sea Tourism”

River cruises are a very perspective course of tourism in the Tyumen region. Tourists’ interest in this kind of tourism remains permanently high. However, there are several problems in the region which do not contribute to the development of this kind of tourism in full measure today. The following problems can be distinguished among the most urgent problems faced by the branch of river transport: considerable wear of material and technical base and the need of renewal of the fleet, insufficient financing of waterways maintenance and absence of long-term investments.

On behalf of the government of the Tyumen region we support the conference “St.Petersburg – the Sea Capital of Russia. Sea Tourism” and think that the event held at such a high level will help both representatives of regional authority and representatives of tourist business to see the overall picture of the modern state of the branch of sea and river tourism and work out effective decisions for development of these courses.

MINISTRY OF SPORT AND TOURISM OF THE ASTRAKHAN REGION

Ministry of sport and tourism of the Astrakhan region pays much attention to the development of foreign sea and inland water tourism.

During the last years a positive tendency in revival of river and sea cruises has begun. There are also great prospects for organizing of cruises in the Caspian sea. The Astrakhan region was the first to start working in cruise tourism in the Caspian sea – an interested investor purchased and reconstructed vessel “Maria Ermolova”, which in 2007 went on her first voyage on the route Astrakhan – Aktau – Astrakhan.

Despite the fact that development of this kind of tourism requires considerable financial investments, it must be considered one of the promising ones. River and sea shipments are quite cheap by themselves being at the same time very comfortable, and cruisers, being a kind of mobile hotels, help to increase tourist streams several times more without extra capital construction.

The main projects in this field are, in our opinion, working out and introduction of common information system in small ports for sea and river tourists, working out of conception of sea tourism taking into account environmental protection. Realization of these projects will contribute to spreading of international experience, using of know-how of the EU in development and building of sea and river ports and anchorages.

Also, we think that the result of the first international conference in sea tourism may become working out of technical and economic grounds and investment proposals for development and reconstruction of certain yacht ports on rivers and coastal sea territories which will give a new impulse to development of the local economy and boundary cooperation.

Thus, holding of this conference will result in working out of certain proposals for the complex of measures encouraging development of cruise tourism and start their realization within the framework of the project “Development of the transport system of the Russian Federation (2010-2015)”, which will contribute to development of modern efficient competitive tourist market in Russia, providing broad potential for satisfying demands of Russian and foreign residents in tourist services, increasing of employment and level of income of the population.

Thank you for invitation to take part in the international conference “Sea Tourism”.

Government of the Vologda region pays special attention to the problems of development of tourism, including water tourism. On the territory of the region the most demanded cruises are river ones on the Volga-Baltic canal and North-Dvina system. Each year four berths for ships in Cherepovets, Vytegra, Goritsy, Irma receive more than 900 tourist ships.

In May 2009 the first order of Federal research-rescue centre “Vytegra” of Ministry of emergency of Russia, which will contribute to development of yacht tourism, was commissioned in Vytegra.

On April 17, 2009 in Vologda there was a meeting of the committee of tourism of Association of economic cooperation north-west, participants of which noted that current problems in organizing of cruise voyages must be solved on the federal level.

Issues which will be discussed at the conference “St.Petersburg – the Sea Capital of Russia” are urgent for development of river voyages.

Transformation of sea and river transport system into a profitable branch which will meet international standards, will help to make the most efficient use of water resources and form a necessary infrastructure.

In order to create favourable conditions for further stable development of tourism, a Regional task programme “Development of tourism in the Rostov region” for 2008-2010 was adopted and is valid at the moment. In this programme, development of foreign and inland tourism, including water tourism, is defined as one of the priority kinds of economic activity.

Information about holding of the conference is placed on the official site of Administration of the Rostov region and on the site of administration of development of tourism of Ministry of economy of the region “Don Tourism”. Invitation to take part in the conference has been directed to heads of big shipping, tourist and shipbuilding companies.

Thank you for the invitation to take part in the conference “St.Petersburg – the Sea Capital of Russia. Sea tourism”. Project of the party “United Russia” aimed at creating economic conditions for development of home water tourism has undoubtedly the most favourable prospects.

Russia is more and more confidently declaring itself to be a strong world economic power. For its further forward movement, development of modern ports is becoming extremely urgent. Thereupon the modern role of Petersburg as the biggest home “sea junction” cannot be overestimated. For a long time it has been not only the Baltic entrance to Europe but also the front access door to Russia where the way into the country by its water routes start, including those by Volga.

Saratov is a Volga city judging not only by geographical notions but also because considerable part of regional economy in our city and region, including development of inland tourism and creation of new recreation areas, is guided by the main water artery of the country.

I am sure that project “St.Petersburg – the Sea Capital of Russia” will not only contribute to growth of economy of the city on the Neva but will also become a basis of revival of home water transport in general and offer it new brilliant challenges.
