Saint Petersburg — the Sea Capital of Russia project by the All-Russian political party United Russia is one of the priority public projects for the Northwest federal district.
Holding the first international conference «Saint Petersburg — the Sea Capital of Russia. Transport and Transit Potential» in St. Petersburg on 24—25 September, 2008 is an important event for all the participants of the transport complex of the Northwest federal district, Russia, and foreign states.

AIDE TO THE PRESIDENT OF THE RUSSIAN FEDERATION

The government of the Russian Federation has approved federal target program «Russia's Transport System Development ( 2010—2015)» and Russia? s Rail Transport Development Strategy to 2030. The documents provide a complex of measures for developing Russia? s transport system, including constructing transport infrastructure objects by private investors.
Holding international conference «Saint Petersburg — the Sea Capital of Russia» in St. Petersburg in September 2008 is going to promote better interaction between the state authorities and the business.


MINISTRY OF TRANSPORT OF RUSSIAN FEDERATION

Ministry of Transport of the Russian Federation supports running International conference «Saint Petersburg — the Sea Capital of Russia. Transport and Transit Potential» in St. Petersburg and marks out the significance of aspects proposed for the discussion during the Conference.
Deputy Minister of Transport of the Russian Federation, A. Misharin is appointed to be the Conference? curator from the Ministry.


FEDERAL SEA AND RIVER TRANSPORT AGENCY

Taking into account high importance and timeliness of «Saint Petersburg — the Sea Capital of Russia. Transport and Transit Potential» conference, Federal Sea and River Transport Agency is going to take part in its work, delegating deputy head of the Federal Agency, Igor Rusu.

Federal Customs Service supports the First International Conference «Saint Petersburg — the Sea Capital of Russia. Transport and Transit Potential». The Conference will contribute to the development of Russia's sea transport and transit potential.
Year by year, the volumes of Russia? s foreign trade expand, causing growth of freight flows. The Government of the Russian Federation has set a task of improving customs procedures to de-bottleneck foreign trade freight flows without decreasing the quality of control.
Fulfilling this task requires incorporation of advanced customs technologies, equipping boarder check-points with inspection complexes, perfection of control measures at the boarder, as well as other measures.
Creating up-to-date port infrastructure, further development of logistics in Saint Petersburg and in other Russian sea ports is going to contribute to resolving this issue.

Saint Petersburg is the biggest transport and logistics center of the Russian Federation. The issues it faces on the way of creating advanced port infrastructure, developing shipbuilding, motor and rail transport, deserve careful and interested discussion of legislative and executive power representatives with business and foreign partners.

Traffic safety department appreciates invitation to the First International Conference «Saint Petersburg — the Sea Capital of Russia. Transport and Transit Potential».
Federal Law No. 257-FZ of 8 November, 2007, «On motor roads in Russian Federation and alternation of some federal regulations» introduced changes into legal relationship within the sphere of heavy, oversized and hazardous cargo transportations.
At present, Ministry of Transport of the Russian Federation with the participation of Ministry of the Interior of Russian Federation develop subordinate legislation regulating the order of preparation and carrying out transportations of the aforesaid cargo categories.
Based on this, I find it necessary to participate in the professional session on development in heavy and oversized cargo transportation technologies.

I appreciate invitation to the International Conference «Saint Petersburg — the Sea Capital of Russia. Transport and Transit Potential» on 24—25 September, 2008.
The format of conference in transport and logistics will allow considering issues of the gap between development level of transport infrastructure and industry; high costs of movement of goods multiplied by the poor quality of service; as well as the experience of other countries in establishing efficient transport and logistics systems enabling decrease of general transportation and logistics costs, and increasing competitiveness of goods and transport services.
Current situation in the world? s economy, with integration processes and speeding up transnational freight flows, calls out for complex introduction of logistics approaches into the Russian economy, intensifying formation of transport and logistics systems.
I support United Russia's project to create a platform for discussions, exchange of experience and elaborating suggestions for development and efficient functioning of transport and logistics systems to provide for social-economic development of Russia and its regions.

Ministry for Regional Development of Russian Federation supports All-Russian political party United Russia' initiative to hold the First International conference «Saint Petersburg — the Sea Capital of Russia. Transport and Transit Potential».
The Conference will be another important step in development of Saint Petersburg transport infrastructure, enhancing its integration into the international transport corridors system.
Increasing transit functions of Saint Petersburg agglomeration will provide positive social and economic effect, both, for North-West Federal district and the country in general, as the Saint Petersburg agglomeration ports play the role of majour trans-shipment points for Russia? s international trade. This calls for complex development of Saint Petersburg agglomeration system through forming transport and logistics hubs.
Realization of Saint Petersburg transport and logistics potential cannot be successful outside the development of the city? s transport system. This is why this Conference is a highly important and timely. It will allow revealing current issues, elaborating proposals and recommendations for their solution through joint work of power, science, business- and consulting communities, and will facilitate experience exchange between participants of the transport market.
