GlobalPORT-2010 «St.Petersburg — the Sea Capital of Russia. Manpower policy»

Dear delegates!

On December 16-17, 2010 the III All-Russian conference “Manpower Policy” will be held in St. Petersburg within the framework of the “United Russia” Party project “Saint Petersburg — the Sea Capital of Russia”, devoted to the issue of manpower supply for the transport sector of Russia.

Venue of the conference is Corinthia Hotel St. Petersburg (Nevsky prospect, 57)

The problem of skilled specialists’ training and education for the transport branch is a priority task in the whole-Russian manpower strategy. At the meeting of the State Council of the Russian Federation in August 2010 President Medvedev has emphasized the need to have the “order for professionals, future specialists” formed by the business community. He has also mentioned that professional and technical education has to fulfill the requirements of producing companies, and the specialists’ training has to be carried out with due regard for the needs of the modernizing economy.

The All-Russian conference “Manpower Policy” in 2008 and 2009 attracted specialists’ attention to gradual reforming of the system of professionals’ training for transport sphere and target contract training. Such an approach provides possibility for employers to set additional requirements, including the contents of programs and educational methodologies, which allows to prepare a specialist for working in a certain company or enterprise.

In 2010 the III All-Russian conference “Manpower Policy” continues the course of manpower development for the transport branch set by the President and reflected in the Federal target programme “Development of the transport system of Russia (2010-2015)” and in the Russian Transport Strategy 2030. The issues for discussion at the “Manpower Policy” are the following: improvement of the education and training system of specialists working in the transport sector of the Russian economy, development of the new organizational forms of professional educational institutes, innovative education.

The following topics will be debated at the plenary and working sessions of the conference:

• Creation and implementation of the target manpower programmes in the transport branch;
• Implementation of human resources policy provided in the Russian Transport Strategy 2030;
• State regulation in the manpower supply of all kinds of transport enterprises;
• Prospects of forming and using the manpower reserve for the transport branch;
• Condition of the labour market in the transport area in the post-crisis period;
• Professional training and retraining of staff;
• Innovative education;
• Role of the business initiative in the development of the manpower potential;
• Experience of the leading colleges and universities in education of specialists for the transport branch.

To take part in the III International conference «Saint Petersburg — the Sea Capital of RUSSIA. Manpower Policy» we invite the top officials from the Ministry of education and science of the RF, Ministry of transport of the RF, Ministry of regional development of the RF, Ministry for economic development of the RF, Federal Education and Science Supervision Service, Federal Railway, Road and Sea and River Transport, representatives of more than 30 regions of the Russian Federation, educational institutes of the transport branch, largest transport, shipping, forwarding and logistics companies, leading recruitment agencies.

Decisions made at the conference will be fixed in the Resolution to be submitted to the respective ministries and agencies in order to improve the legislation regulating manpower policy in the transport branch.
