Dear friends!

Russian Federation by virtue of its geopolitical status has powerful resources for the development of the transport system within the country and internationally. At the present time there is integration of domestic and foreign transport complexes in Eurasia. Our country has undertaken the obligation to conduct a series of political and sports events of global importance, for which the transport aspect is one of the keys.

In such circumstances, transport safety comes at the forefront - an issue that requires constant action and countermeasures. Russia is one of the leaders on this field in the international arena. It quite successfully defends the passengers and transport staff from terrorist threats, as well as man-made and natural disasters. But we must not rest on this point and continue to work.

To meet the state, public and businesses’ interests, it is necessary to bring together all individuals and organizations who are involved in transport security. It is especially important to introduce constantly the latest technology and improved regulatory framework, prepared by qualified professionals.

II International forum "St. Petersburg - the sea capital of Russia. Transport Security "will help in the exchange of domestic and foreign experience, and develop standards that will regulate this activity in coordination with local and international laws.

Dear members!

The problem of transport security has always been and will be relevant both in terms of transportation systems, as well as from the standpoint of maintaining regime security and law enforcement. Risk factors can be minimized only if all components of this process correspond to the prevailing realities.

Russia tries to keep the necessary tempo of development of security systems. Currently, a comprehensive program for public safety in transport is implementing, designed for 2010-2013. Under this program the new equipment and automated systems, as well as their integration with GLONASS is introducing.

One of the priorities is the harmonization of legislation: a large number of innovations require to bring their regulatory legal framework in compliance with federal laws. Personnel training - another cornerstone of road safety, as even the most advanced automation replaces human only in part. Finally, it is extremely important to have the desire of society to participate in monitoring the safety of transport. For this purpose it is necessary to raise awareness and interest of the population.

Thus, there are questions that require an active debate. I urge members of the II International Forum "Saint-Petersburg - the sea capital of Russia. Transport Security" to promote the development of effective proposals to improve the protection of the transport complex from unlawful interference and emergencies.

I am confident that the work of the Forum will be productive.
