On the 5th of September in Moscow there has been held the first meeting of the Consultative committee for transport and infrastructure under the chairmanship of the Director of the Department for transport and infrastructure of the EEC Askar Batalov. The key item on the agenda has been the formation of the accorded transport policy, which is one of the main directions of the integration processes which are based on the common comprehension by the EEC member-states of the aims and tasks to be achieved for the transport complex and the mechanisms of their realization. In developing this issue the Department for transport and infrastructure of the EEC has introduced a project of the Transport policy concept of the Single Economic Space. The document is developed with due account for the current condition and development of the transport complexes of the Customs Union and the ESC member-states, analysis of the national contractual legal framework, as well as international integration experience, including the European Union. The members of the Consultative committee have supported the initiative concerning the conduct of a single transport policy and recognized the project of the SES Transport policy concept as appropriate in time and place. It has been also stated that the main directions of the Concept project comply with the SES principles and will provide realization of its main four freedoms: freedom of goods, services, capital and human resources flow. There has been reached a uniform understanding, that the conditions of the SES Transport policy concept will be basic while developing transport policy of the SES. The members of the Consultative committee have approved the necessity of discussion of the SES Transport policy concept within the framework of the coming in October meeting of the transport ministers of the SES member-states. Besides the members of the Consultative committee have discussed the fundamental approaches to the SES transport policy formation in the sphere of civil aviation and problematic issues, connected with the liberalization of aviation services market. In the course of the meeting there have been discussed the questions relating promotion of the activity of workers and expert groups both formed by the Customs Union Committee and by the Eurasian economic commission. The members of the Consultative committee have approved the working rules and procedures of the Consultative committee and subcommittees, as well as the working plan for 2012-2013.
The Transport Ministry of the Russian Federation had prepared a draft Federal law concerning the underground and other modes of the off-street transport. As was explained by the deputy head of the Transport Ministry’s public relations department Lyubov Britvina, currently the Russian legislative system lacks an exact definition of the “underground system”, regardless the fact that this term is used in the legislative acts, and underground is the most popular of existing in Russia off-street transport modes. According to the draft law, the “off-street transport” implicates any passenger transport, carrying out regular passenger transportations on the isolated from autoroads ways within the limits of population centers or between the neighbouring population centers: underground railway, “monorail”, “light-rail metro”, “express tramway”. The main goal of the law is to regulate relations between transport enterprises and passengers, stated Lyubov Britvina. Upon coming of the law into force not only a ticket, a token or a card will be counted as the travel pass, but also a mobile phone with the NFS-communicator or other analogous electronic devices. The responsibility for ticketless travel or for other violations of off-street city transport use rules will be established by the regional authorities. The draft law permits financing of the off-street transport objects’ construction from extra-budgetary resources on the basis of concession agreements.
The Transport Ministry of the Russian Federation has developed a draft federal law “Concerning rail passenger communication on the territory of the Russian Federation, and amendments and supplements to separate legislative acts of the Russian Federation”. As was stated by the deputy press-secretary of the Transport Ministry Lyubov Britvina, the main idea of the document is to form a new model of public rail service organization, which may contribute to the solving of social and economical tasks on the federal level. “The draft law determines rights and obligations of a carrier and government authorities, the realization of which is aimed at providing accessibility of public rail passenger transport on the routes of all transport modes. Besides, the document will include legislated criteria for definition of transport service standards on the ground of the agreement for transportation service (type of car, class of train, price terms), - said Lyubov Britvina.. According to her words, the draft law currently is being accorded with interested federal executive bodies. After the coordination the document will be sent to the Government of the Russian Federation.
The FSUE “Rosmorport” has completed the elaboration of the “Development strategy for marine port infrastructure of Russia until 2030”. The document is published on the web-site of the FSUE: according to the base scenario, by 2030 the cargo transshipment volume through the ports of Russia will rise by 84% up to 985 million tones per year. However, as follows from the document, the expert estimates are higher: 1.29 billion tones. In November the strategy project included two scenarios: the optimistic and the conservative. According to the first one, by 2030 the transshipment has to increase in 2.4 times up to 1.28 billion tones; according to the second one – in 1.5 times up to 807.6 million tones. As was told by one of the developers of the strategy, the previous strategy project discounted the adopted documents concerning the development of the coal industry, renovated plans of stevedores and forecasts of social and economic development. The main centers of transshipment will remain the ports of the Baltic and the Azov and Black basins: the stevedore cargo turnover of the first one will increase (according to the base scenario) by 69% up to 313 million tones and the stevedore cargo turnover of the second one will increase by 74% up to 301.1 million tones. The drivers of transshipment development on the Baltics will become hydrocarbons and fertilizers, as follows from the document. In Ust-Luga in the nearest future there will operate at full capacity (30 million tones) the complex for oil and oil products transfer of the Nevsky pipeline company (owned by Gunvor and “Transneft”), and also there will introduced transshipment terminals for liquified gas of “Novatek” (for 6 million tones) and “Sibur” (for 4 million tones. The NCSP Group expects to build a fertilizers’ transshipment terminal in the port of Primorsk. By means of new coal terminals introduction the transshipment volume through the ports of the Far East will rise by 87% up to 234 million tones, as follows from the strategy. The growth of the cargo turnover in the Arctic ports will increase in 2.8 times up to 113 million tones (particularly by means of the “Novatek” terminal for liquefied natural gas transshipment on the territory of the Yamal with the capacity of 15 million tones). The transshipment within the Caspian Sea will increase in 2.2 times up to 24 million tones, according to the forecast of the “Rosmorport”.
The Agreement was signed on 26th of July 2012 and provides for the Register to execute examinations of vessels, floating drilling units and other floating constructions, ship owners, materials and products for vessels in order to determine their compliance with the applicable requirements of agreements of the Russian Federation and requirements set by the legislation of the Russian Federation, as well as issuance of appropriate certificates. Examinations are executed in relation to the International Management Code for the Safe Operation of Ships and for Pollution Prevention (ISM Code) and the International Ship and Port Facility Security Code (ISPS Code). According to the item 2 of article 24 of the Merchant Marine Code of the Russian Federation the Rules of the Register are obligatory for vessels accepted by the Register, that’s why the Agreement provides for opportunity to amend the Rules of the Register at the direction of the Transport Ministry of the Russian Federation. The Agreement also determines directions of activities when the Register is executing an examination and can use the working results of organizations approved by the Register (examination and technical maintenance of fire protection and life saving equipment, breathing apparatus, radio and navigational equipment in other cases provided by the international agreements of the Russian Federation). Upon signing the Agreement, there are terminated the Agreement between Marine Transport Department of the Transport Ministry of the Russian Federation and the Russian Marine Shipping Register concerning authority delegation for services executed by order of Administration of vessels, registered in the Russian Federation (1995) and Agreement between the Federal Marine Fleet Agency and the Russian Marine Shipping Register concerning certification of shipping companies and vessels, registered in the Russian Federation (1996).
The President of the Russian Federation Vladimir Putin has signed a law that cancels state technical inspection certificates and introduces instead of them test cards, as well as he has signed a law determining an utilization fee for motor cars. The both laws have been accepted by the State Duma on 13th of July 2012 and approved by the Federation Council on 18th of July 2012. A test card (instead of a state technical inspection certificate) is acknowledged as a document confirming admittance of a transport vehicle to participate in road traffic on the territory of the Russian Federation. Besides that, one avoids the necessity to get the international certificate of technical examination. Authorized in accordance with the established procedure, the dealers are granted with a right to carry out activities concerning technical inspection in relation to certain brands of transport vehicles. The utilization fee is fixed in order to assure ecological safety and has to be paid for each wheeled vehicle imported to Russia or manufactured here. Payment of the fees guarantees to owners (proprietors) of transport vehicles the further free utilization of the owned by them vehicles when they lose their consumer attributes.
The President of the Russian Federation Vladimir Putin has signed a bill “Concerning amendments to separate legislative acts of the Russian Federation as related to trade shipping management in the water area of the Northern Sea Route”. Also there was signed a federal law “Concerning amendments to separate legislative acts of the Russian Federation” (in relation to management reform on inland water transport). It will be recalled that the State Duma of the Russian Federation has adopted in the third reading a draft law concerning improvement of the system of state control over inland water transport, as well as concerning increase of effectiveness of regulatory and supervisory activity in the sphere of safe exploitation of transport vehicles. As follows from the documents of the Parliament, there have been 441 deputies who have voted for the adoption of this bill. The federal law comes into force upon its official publishing in “Rossiyskaya Gazeta”, excluding articles which have other terms of entry into force.
The Transport Ministry has developed a new variant of criteria for issuing air carriers’ access to international flights. It relates to changes in separate parameters, which will play significant role for getting a right to transport passengers and cargos abroad. Flights’ safety assuring is still the primary issue according to the Russian requirements and the EU standards. On the second place there is financial stability. To get an access it’s obligatory to have the certificate of the International Air Transport Association (IATA) on Operational Safety Audit. Carriers have to eliminate all the remarks if any. Also they have to keep to the schedule. Beyond consideration there are only cases of flight delays or cancellations caused by aircraft malfunction that may menace passengers’ life or health; or caused by circumstances beyond air company’s control. There is also a new clause in the procedure – affiliation of an air carrier to one or several air companies, which have already flights at this direction. Operation of modern aircrafts of domestic manufacture (Tupolev Tu-204/214, SSJ, Antonov An-148) will count positively for applicants to execution of international flights. Overdue indebtedness to the Pension fund or for aeronautical services otherwise will have a negative effect. As before the access will be issued by the Federal Air Transport Agency upon the decision of the interdepartmental commission.
The bilateral agreements in the frameworks of CIS aviation can be changed till the end of the year, what will permit to improve competitive conditions between air companies, as was stated by the deputy head of the Federal Antimonopoly Service of the Russian Federation. According to his opinion, there are now a lot of proposals how to change the market situation of transport services, and in particular in the sphere of air transportations in frameworks of the Single economic space and the Customs union, as well as in frameworks of the CIS and in relation to flights to other countries. “Within the CIS-countries we discuss alterations to the intergovernmental aviation agreements. It’s not only about expanding the list of cities for our air companies’ flights, not only about market pricing, reducing expenses of air companies, but also about significant improvement of competitive environment”, - said Golomolzin. He mentioned an accord which says that the intergovernmental agreements will be being corrected in 3 stages, meanwhile a new model agreement will be prepared and it will become a reference point for all bilateral agreements within the CIS. In frameworks of the Single economic space the issue of “open sky” has been being discussed in order to organize the market of air transportations on the analogy of a foreign one. Also there has been an attempt to alternate conditions for access of air companies to the market of international transportations, where the Federal Antimonopoly Agency is providing competitive environment as an obligatory factor. Golomolzin added that it is planned to introduce cardinal changes to the procedure of getting access to international flights, and in particular the document will include obligation concerning forbiddance for air companies to operate on the same route if they are part of one group.
The Moscow subway has bought 20 trains equipped with the autopilot system. It’s planned to purchase in total 80 such trains, which are supposed to appear in the capital underground in 2-3 years as firstly we have to equip tunnels for them. More over it is yet unclear on which subway lines the autopilot project will be launched. The supplier of new trains will be Metrovagonmash. The chief architect of Metrogiprotrans Nikolay Shumakov stated earlier, that fully automatic trains have been operating faultlessly in Paris for many years. Moreover such system entirely excludes unforeseen situations connected to human factor. Expert of “City and Transport” non-governmental organization Vladimir Sviridenkov added that there is a psychological problem as well: people don’t trust trains without drivers. For example in Nuremberg people started to fully trust automatic trains only after several years of successful operation.
The President of the “AvtoVAZ” OJSC Igor Komarov and Board member of the Bosch company Peter Tiroller have signed a protocol concerning technical cooperation until 2017. According to the document, the Russian auto giant will develop new components, including stability control systems, hybrid technologies, as well as “start-stop” option. Thus it should be noted that among the main directions of the “AvtoVAZ” and the German company joint activities there are adaptation of ABS and stability control system on Lada cars. Besides that, technical specialists will work over reducing toxicity of carbon emissions. The works are expected to begin in the sphere of Lada cars electrification as well; hybrid and electric propulsion systems are likely to be implemented. “AvtoVAZ” and Bosch have in plans to estimate together the applicability of the “start-stop” system on domestic cars. The system of automatic engine starting and stoppage is called “start-stop”. It was firstly applied with hybrid engines, but smoothly migrated to traditional engine types. Today almost all car manufacturers have in their production range cars equipped with this system. According to the expert estimates, every second new car will be equipped with this system by 2015. Engine running at idle speed is known to combine 30% of operating hours. This time is composed of standing period at traffic lights and in traffic jams, frequent stops and other situations on roads of a big city. It would be possible to save 10-15% of fuel if the engine didn’t work idly. The “start-stop” system can be forcefully turned off by pressing appropriate panel button. It also switches off if the accumulator charge level falls below 75%. After accumulator recovers the charge, the system switches on again automatically.
In the third reading the State Duma has adopted a bill “Concerning amendments to several legislative acts of the Russian Federation as related to state regulation of navigation in the water area of the Northern Sea Route”. These amendments, specifying as well the prerogatives of the Northern Sea Route Administration (NSRA), assign state status of the most important transit artery of Russia. There also have been specified the jurisdictional territory of the NSRA. Thus the document qualifies this artery as the national transport communication line of Russia, provided that the NSRA had the order to permit transportations only if the ship owner has got an obligatory insurance for marine pollution damages or other financial provision of this liability. The region of the Northern Sea Route is a “water area that adjoins to the Northern coast of the Russian Federation and comprises inland marine waters, territorial sea and contiguous zone, and excludes economic zone”. In other words more than half of navigational water area of the Arctic Region of Russia is within the jurisdiction of the NSRA. The distance of the “model” Euro-Asian route Holland-Japan which goes across the Indian Ocean is 11.2 thousand miles, and the one of the NSR is 4 thousand miles less. According to the estimates of the Chamber of Commerce and Industry of Russia and of the NSRA, the cargo traffic of the NSR is forecasted to be 47-50 million tons per year. According to the same information, in 2011 there have been 26 transit vessels; in 2012 this number will double. So far the main foreign client of this artery is Norway that adjoins to the western sector of the NSR. As was stated lately at the Russian-Norway business forum, there are other countries that will soon join to the transit on the NSR through Russian and Norway subarctic ports: Finland, Sweden, Canada, China, Iceland and subarctic autonomies of Denmark. As was stated by the Nordic Bulk company (Norway), “the smaller distance on the NSR comparing to the route through the Suez Canal and the Indian Ocean will fasten cargo transportation and reduce fuel consumption by $180 000”. And the transportation distance on this route, for example with China, Hong Kong and Taiwan, will be reduces by 30-35%, as estimated by the head of this company K. Bonfils.
The State Duma has adopted a law concerning the Protocol of Russia’s accession to the Marrakesh treaty on WTO establishment from 15th of April 1994. 238 deputies have voted for the adoption of the document, 201 have voted against it, and one deputy has abstained from voting. In order to adopt the document it was necessary to gather 226 votes according to the majority rule (there are altogether 540 deputies in the Chamber). The protocol was signed on 16th December of 2011 in Geneva and it brought to the termination the 18-years period of negotiations lead by Russia concerning the accession to the WTO. The protocol provides that Russia, as a WTO member state, assumes liability according to the Marrakesh treaty with all the amendments, approved by the organization members as of the date of coming into force of the protocol concerning Russia’s accession. Currently the WTO includes 155 member-states. The protocol is appended by the list of liabilities of the Russian Federation on the access to the goods and services markets, including the list of exclusions from the most-favoured-nation status services, as was stated today by the Minister of economic development of the Russian Federation Andrey Belousov. In the goods liability list there are also obligations concerning accepted level of agriculture support in the frameworks of so-called “yellow basket”, concerning export duties and tariff quotas”. “Moreover the text of the protocol includes reference to liabilities stated in the paragraph 1450 of the accession’s working group”, clarified the Minister. The protocol, its appendixes and the liabilities stated in the corresponding paragraph of the working group report represent in common legally relevant elements of the package of documents to be ratified, stated he. The list of goods exclusions and liabilities of Russia comprises over 11.5 thousand tariff lines, consolidates the results of the bilateral and multilateral negotiations concerning goods’ access to the market, including liabilities on export and import duties, on agriculture support extent, tariff quotas, and export subsidies in agriculture. Ratification of the protocol will involve necessity to pay a flat contribution (according to forward estimations 175-200 thousand Swiss francs) and annual membership fees of the Russia Federation to the WTO (1.75 million Swiss francs for the second half-year period of 2012). Besides that in 2012 it’s necessary to contribute 29.145 thousand Swiss francs as an observer’s fee, as Russia is entitled to the status of a WTO observer. The respective funds are already foreseen in the federal budget.
The Transport Ministry has prepared a package of documents in order to cancel custom duties while purchasing of foreign crafts for regional transportations by Russian carriers. As was stated by the Deputy Transport Minister Valery Okulov, it refers to turbo propelled aircrafts with capacity of up to 72 seats. This week the Head of the Government Dmitry Medvedev gave the order to investigate the possibility of duties cancellation until Russia manages to develop its own manufacture. The Ministry also plans to introduce new criteria for international routes access issuing. One of them will be the quantity of modern domestic aircrafts owned by a carrier: those who have more of them will get the advantage. If the parent company of a major carrier already flies abroad, its subsidiary companies are going to be deprived of commercial flights. According to the expert opinion, it will become an efficient antimonopoly measure and may have positive effect on air tickets cost. However the innovation has to be approved by the Federal Antimonopoly Service and the Federal Tourism Agency. In case this happens, the new order may be introduced already starting from this year. Also there is an initiative concerning development of transit cargo air transportations. Here the question is about introducing the international standard of electronic official registration and supporting cargo air transportations – e-Freight. It provides electronic exchange of documents between the carriers and customs representatives at the air checkpoints. According to the expert opinion, the introducing of this standard will save up to 4.9 billion dollars per year. There are already 322 airports in 42 countries that operate according to this scheme, stated Okulov. According to his opinion, Russia has to keep up with them to be able to meet competition and to attract cargo transit to its air routes. There have been already several pilot flights via Moscow, Krasnoyarsk and Novosibirsk. According to the e-Freight standard, the documents are being sent to the checkpoint customs 4 hours before the arrival. Upon landing, the cargo can be transferred to the further transportation. While today the customs service needs up to 1.5 hours to make a decision. It’s planned to broaden the list of airports where a carrier can submit information about a cargo to the customs in electronic form. Among the next cities there are: Khabarovsk, Vladivostok, Saint-Petersburg and Ekaterinburg. This year the Transport Ministry intends to introduce the standard for international transits, and next year – for registration of dangerous and perishable cargos. In 2014 the standard will operate over the whole territory of Russia. The new standard for Russia is a demonstration of the electronic government functions realization and fits the system of interdepartmental electronic document flow, said the Deputy Minister.
There was signed a foundation agreement concerning establishment of the Eurasian union of transport, forwarding and logistic organizations (EUTFLO), that consolidates transport union and associations of the countries of the future Eurasian Economic Union. The EUTFLO is destined to protect interests of transport enterprises, first of all of international economic business members. As was stated by the Deputy Transport Minister Viktor Olersky, the necessity of such structure establishment has matured long time ago as business strives for limits expansion. The EUTFLO consolidates the Union of Transport Workers of Russia, the Association of International Road Carriers of Russia and Belarus (ASMAP and BAMAP), the Freight Forwarding Associations of Russia and Kazakhstan (FAR and ANFK), the Ukrainian Association Ukrzovnishtrans, the Kazah Kazlogistics, the Russian Union of Road Workers ASPOR and the Guild of Forwarding Agents. As was stated by the acting president of the new structure Valery Aliseychik, the Union is founded for cooperation with organizations of any countries with solidarity in interests and intention to promote transport activity development. The main aims of the EUTFLO are claimed to be representation of interests of its members in state bodies and international organizations, personnel training and development for the sphere, assistance in regulatory framework development for harmonization and possible unification of transport standard regulations within the territory of the future Eurasian Economic Union.
The State Duma approved at the first reading a bill concerning bringing into service of utilization fee for foreign brands car The document has to pass two more readings in order to get the force of law. If deputies will have enough time to do it before the end of the session, dealers and buyers of foreign cars will have to pay more to import and purchase a car from the 1st of August. Introduction of the utilization fee is regulated by amendments to the laws “Concerning production and consumption wastes” and “Concerning road-traffic safety”. The fee itself will have to be paid by all the importers of passenger and cargo cars. The importing companies will have to pay fees for cars they import into Russia before issuing a certificate of title and local car manufacturers – before the moment of vehicle registration. The law has no retroactive force; it means that if a driver has got a certificate of title for his car before the law came into force, he is free of paying the fee. Foreign manufacturers who import cars into Russia are supposed to pay the fee in cold hard cash, and Russian manufacturers or those who work in Russia will provide corresponding utilization guarantees. In this case the certificate of title will be marked with a special note and the manufacturer will be free from paying fees. In case a citizen decided to import a car into Russia by himself as a private person, he will be obliged to pay the utilization fee in advance. The Government is likely to set separately the paying procedure and the fee charge, which is known to depend on the engine performances and its capacity. According to the approximate analysis by the Ministry of Industry and Trade and the Ministry of Economic Development the fee charge for a new passenger car will be 20-40 thousand rubles at average and 150-400 thousand for a cargo one.
The Transport Ministry of Russia has worked out a draft decree that provides for money collection from cargo vehicle carriers for each passed kilometer. The document is published on the web-site of the Agency. According to the decree, the government has to establish an operator for fee collecting. This structure will equip for free all the trucks with on-board computers to record the movements. These computers will charge cargo companies with roadway traffic fees. It is supposed to be impossible for a company to arrange cargo transportations without being registered in the system. Each operator will have to place on-board computers issuing points in areas of high cargo traffic, as well as close to state border (for import motor vehicles). In case a cargo car is not equipped with on-board computer, it will be allowed to move only having an agreed route. According to the document, cargo transport is described as vehicles with the maximum plated weight of over 12 tons. As was stated by the Transport Ministry of Russia, the tariff will be set by the government. Now the amount of 3.5 rubles for each kilometer is being considered. The collected capital is supposed to be sent to the road fund. The Head of the Interregional Drivers’ Union Aleksandr Kotov announced that the new measure will lead to a groqth of tariffs by 10% at average for cargo transportations for such routes as Moscow-Novosibirsk. It is not the first time when authorities propose introducing such tariff. The head of the “Russian Railways” Vladimir Yakunin was one who actively promoted this decision. He confirmed that users of railroads do pay for their maintenance and infrastructure development, while motor cargo companies do not. Introduction of the tariff for cargo vehicle transportations is supposed to raise demand for railway logistics.
There has been completed the work over creation of a document “Payment order of carriage charges and additional fees for the whole cargo transportation route in framework of direct international communication”. The research works in this direction were initiated by the Directorate of the Council for rail transport of the CIS-countries. In case of implementation of the project, a consignor will be able for the first time to pay for services of international cargo transportation to the railway administration of a consignment country for the whole route at once. Consignors will get such an easy way of payment at the expense that they will settle transportation accounts omitting intermediary structures that arrange paying tariff charges for traffic roads. All the calculations using the new payment order will be executed directly between the railway administrations of the countries. The new “Payment order” was approved in Tashkent at the meeting of the Regular coordination commission on regulatory framework improvement of the payment management in international railway communication under the Directorate of the Council for rail transport of the CIS-countries.
On 12th of 2012 the amendments of port charges rates and implementation rules for them have come into force in Russia. It follows from the legislation regulations according to which the order of the Federal Tariff Service takes effect upon the expiry of 10 days after the publication. According to the order, the seaports charge rates for vessels in foreign navigation and cabotage have been indexed at the average for 5% in all the seaports of the Russian Federation, except the seaports of Azov, Arkhangelsk, Magadan, Petropavlovsk-Kamchatsky, Rostov-on-Don, as well as seaports of Chukotka. In the seaports of Azov and Rostov-on-Don the ice-breaker charging terms have been reduced by 26 days. In the seaports of Astrakhan, Olya and Ust-Luga the ice-breaker dues have been indexed for 10% and 5% respectively. Also there has been cancelled charging of navigation dues for vessels which are bound for the Saimaa channel and back. Moreover, there has been amended the procedure of collecting seaports charges in the seaports of Azov, Arkhangelsk, Astrakhan, Vyborg, Vysotsk, Olya and Rostov-on-Don.
As was stated by the official representative of the Ministry of Russia for Industry and Trade, the Ministry is ready to devote 1.5 billion rubles of budgetary funds for scientific and research works, as well as for development engineering in order to create a new automobile of B-segment with combined electric power plant, a truck of more than 6 tons weight, a four-wheel drive truck with combined electric power plant and contemporary buses with gas engines of new generation. «Realization of these projects presupposes also attraction of financial resources from extra-budgetary funds in the equal amount as the budgetary financing or more, that’s why execution of this work is possible only with participation of actual leaders of the branch business sector» - said the representative of the Ministry of Russia for Industry and Trade. He also stated that the invitation of tenders is carried out «according to the state «Strategy of Automobile Industry Development in Russia for a Period up to 2020».
The government of the Russian Federation has approved the FTP «State Border of the Russian Federation», worked out for the period of 2012-2020. As was stated by the press-service of the Federal Agency for State Border Infrastructure Development (FASBID), the FASBID is identified as state customer-coordinator and in the capacity of state clients there are the Ministry of Defense, the Federal Security Service and the FASBID of the Russian Federation. The program is directed on forming of a modern system for state border safety and security, creating of favourable conditions for foreign trade activity and international communication, by means of border infrastructure objects development, including the key checkpoints of the state border which provide for international traffic, export transportations and international air communication. New approaches to the state border development of the Russian Federation are noted to be formed in the course of the Program realization. As related to assuring of safety and security these approaches provide for appliance of the official activities course with modern technologies in the sphere of border infrastructure objects construction; reinforcement of operational subdivisions of the border authorities; implementation in the duty activity of automated technical control systems of situation, contemporary weaponry, military and special technical equipment. As related to state border checkpoints development it’s suggested to equip checkpoints with modern facilities in order to fasten and improve efficiency of state border passing for citizens, goods and cargos; to create domestic technical devices of border and customs control procedures. The FTP «State Border of the Russian Federation (2012-2020)» was examined and approved on the meeting of the government of the Russian Federation on 31st of May 2012. Financing of the FTP «State Border of the Russian Federation (2012-2020)» was estimated as 123 billion rubles. The realization of the previous FTP «State Border of the Russian Federation» has finished in 2011. Starting from 2003 there were spent 110 billion rubles for the border infrastructure development. Initially it was planned to develop 1965 objects for 54 billion rubles, but the expenses doubled and the number of the modernized objects reduced to 606 because of the rise in construction materials price, toughening of the construction regulations and requirements to checkpoints.
The Ministry of Finance will not consider the age or ecological parameters of a car in determining transport tax rate for high-powered cars (over 410 horse powers), as was stated by the Deputy Minister Sergey Shatalov. The Deputy Minister of Industry and Trade Aleksey Rakhmanov in his turn stated that the Ministry still stands primarily for the replacement of the automobile transport tax to the ecological one. He clarified that the tax rates will depends on the age of a car and its environmental friendliness. In the end of the last year the Head of the Transport Ministry Igor Levitin declared that the project of the Ministry of Industry and Trade is unlikely to be realized in the near future. The Ministry of Finance reminds that the approved by the government “Main directions of tax policy of the Russian Federation for 2013-2015” says that the higher tax rates relate to the transport vehicles manufactured after 2000 year. This document states that starting from 2013 there will be introduced a minimum rate of transport tax for motor cars with engine power over 410 horse powers – 300 rubles for each horse power. It’s also planned to make five times higher the average rates of the transport tax for motorcycles with engine power over 130-150 horse powers, for personal watercrafts (over 150 horse powers), cutters and yachts (over 300 horse powers). According to the document, it’s not planned to increase the tax for sport cars and motorcycles participating in sport competitions.
The United Aircraft Corporation (UAC) and the Chinese Comac are intended to establish a joint venture for developing a new long haul plain based on the Ilyushin Il-96. Russia is to grant a know-how, and China – money. The agreement concerning a joint venture establishing is planned to be signed on 5-6th of June, as was told by the Deputy Minister of Trade and Industry Yury Slyusar. The aim of the partners is to create a new long haul plain based on the Ilyushin Il-96 (code name “2020”). Cost of the project is not yet determined. “In this issue we may be guided by the experience of Boeing and Airbus, - considers Slyusar. – It is from $7-12 billion with the cycle of project’s realization of seven years”. At the first stage it’s planned to conduct a marketing research of the markets in the PRC and Russia. It’s clear that the project may be repaid only after producing several hundreds of plains, - adds the official. The new plains will be produced on the territory of the PRC, says Sanakoev. But Russia will profit of this situation: it will obtain a huge outlet market and an impulse to scientific and technical development. Together we can challenge Boeing and Airbus aircraft producers, - assures Sanakoev. In producing regional plains each country had its own way. Russia has developed Sukhoi Superjet 100, China — ARJ. But the latter will obtain a competitive ability only after several years of development, acknowledges Sanakoev. The collaboration with Russia could half this cycle, he states.
In the first quarter 2012 the Russian Railways has prepared proposals in a long-term national program of Russian high-speed traffic development with consideration for new regulations of the main strategic documents of the railroad industry development. The project will be implemented in 2 stages. The first stage of 2012-2020 is to create high-speed mains in Moscow – Saint-Petersburg segment (with the extent of 658 km, travel time 2 hours 30 minutes) and Nizhny Novgorod – Kazan – Yekaterinburg (1145 km, 4 hours 40 minutes) with the total length of about 1800 km. It’s planned to organize high-speed traffic on the existing railway infrastructure with a maximum speed of 160-200 km/h both on the inner communication railways: Moscow –Yaroslavl (282 km, 2 h. 30 min.) and Novosibirsk – Omsk (627 km, 5 h. 30 min.), and on the international ones: Moskow – Krasnoe – (Minsk – Warsaw – Berlin) (within the territory of Russia – 487 km, 4 h., total 750 km, 6 h. 30 min. to Minsk) and Moscow – Suzemka – (Kiev) (within the territory of Russia – 488 km, total 856 km, 7 h.). Moreover it’s assumed to create a high-speed direction with transit train traffic on the territory of Ukraine – Moscow – Kharkov – Adler (line length – 1826 km, travel time – 16 hours). Meanwhile the realization of this project will lead to creation of a special passengers’ direction (Way of Kursk) and a special cargo direction (Way of Voronezh) which in turn will let to explore the volume of growing cargo traffic in the ports of the Azov and the Black Seas’ basin. The total length of the high-speed lines may compose up to 4.3 thousand km by 2020. According to the experts’ estimates, a promising passengers’ traffic on the high-speed mains of Moscow – Saint-Petersburg and Nizhny Novgorod – Kazan – Yekaterinburg directions may reach 8.6 million people by 2020. This project got the particular importance in relation to the FIFA World Cup 2018 in Russia. Railway transport may become one of the main methods of tournament spectators’ arrival. The second stage of 2021-2030 is to complete the Moscow-Yekaterinburg high-speed main forming by constructing a Moscow – Nizhny Novgorod segment and by branching from Kazan to Samara. A high-speed main is also expected to be constructed in international communication and in the connections with Ukraine and Belarus (with a possible extension to the West Europe). In this period high-speed coverage area is to be broadened by 4 000 km thanks to projects in the Volga region (Moscow – Saratov, Samara – Saransk, Samara – Penza, Samara – Saratov, Saratov – Volgograd), Ñàìàðà – Ñàðàòîâ, Ñàðàòîâ – Âîëãîãðàä), in the Urals (Yekaterinburg - Chelyabinsk), in Siberia (Novosibirsk – Krasnoyarsk, Barnaul, Kemerovo and Novokuznetsk) and in the Far East (Khabarovsk – Vladivostok). Thus the total extent of high-speed lines will reach about 12 000 km as the result of the national program of high-speed traffic in the Russian Federation (in the period of 2012-2030). A passenger flow of high-speed traffic will be about 32 million persons a year. The total amount of investments in the infrastructure is evaluated as 6.3 trillion rubles, including 2.5 trillion by 2020.
One of the first orders by the President of Russia Vladimir Putin was a proposal to allow foreign companies participating in roads construction in Russia. Putin commissioned the Government with development of the relevant bill until December 1st of the current year. The project is supposed to attract foreign organizations possessing modern technologies and managerial competence which are ready to apply for federal and regional highways construction. As was stated by the Minister of Transport and Communications of Belarus Ivan Scherbo, Russia, Belarus and Kazakhstan will create a Unified logistic railway company in the next year. Scherbo also mentioned that representatives of the Transport agencies of Belarus, Russia and Kazakhstan will discuss next month deregulation of transport services market within the Common Economic Space of these three countries.
The Transport Ministry of the Russian Federation returned to the idea of uniting Sheremetevo, Vnukovo and Domodedovo while discussing the financing system of the airports’ state property, above all take-off runways. Unified company of aerodrome complexes is suggested to be privatized and introduced into registered capital. As the result, the government will get control over it even upon condition of the consolidation of the Moscow biggest private airport Domodedovo. Alternative financing options present concessions, examples of which are single in the world practice. According to the data of the Transport Ministry working group on main development directions of the Moscow Air Transportation Cluster (MATC), the most critical situation appeared in Domodedovo, which has a real terminal power shortage and serves meanwhile the biggest quantity of passengers. The airport transports 26 million passengers a year and operates only 170 000 sq.m. terminal areas. Air-terminal complexes Sheremetevo form 350 000 sq.m. area and serve 22.5 million passengers. The Domodedovo power shortage leads to an outflow of the air companies like Lufthansa, Swiss, Austrian Airlines, Turkish Airlines, SAS and "Transaero", as stated by officials. Thereon the expert group predicts Domodedovo to lose about 10 million passengers during the period of 2012-2013. The second important issue of the MATC is a budgetary stringency for airfield infrastructure construction in Domodedovo and Sheremetevo. As follows from the materials, the Domodedovo shortages compose 33.2 billion rubles including shortages for the second take-off runway, platforms reconstruction and building of new ones, and Sheremetevo gaps 18.2 billion rubles for constructing the third take-off runway, reconstruction of the first take-off runway and the platforms. Officials propose uniting the three airports with load redistribution between them as one of the ways to solve the financial problems.
The President of the Russian Federation Dmitry Medvedev enacted the bill which eases cab authorization procedure. This law provides authorization of the legal persons and sole proprietors as cab drivers if they use their own cars, cars on the basis of the right of economic management, leasing or a rental contract. Moreover this law establishes at the federal level an exhaustive list of five documents to be submitted by the business owners to have permission to cab. Before that this list was determined by regions. The amendments solve the problem of taximeters as well. From now on they are to be installed only in the cabs of big cities, where the cost of a ride depends on time and distance. At the present moment there are only 10% of drivers who are allowed to cab. As estimated by experts, there are at least 1,5 million cabbing persons. The law also grants a respite until 1st of 2013 for coloring cabs according to the stated by a region rules. The respite is explained by the necessity of considerable expenses made by carriers for car repainting. Each subject of the Federation is supposed to introduce not less than two colors for licensed cabs.
In a second reading the Russian State Duma passed a bill “On amending particular legislative acts of the Russian Federation in term definition of small size vessel”. The bill gives an unambiguous definition to the term of “small size vessel”, its status, as well as separates executive bodies control over it.
Russian government allowed duty free shops opening on the border railway checkpoints. The relevant direction is signed by the prime-minister Vladimir Putin on 5th of April and published in the bank of federal standard and executive acts. The document is completed with a list of business and other activities which may be performed at the Russian border checkpoints, in particular at the railway ones. The list is expanded with an option “retail distribution of goods in the duty free shop premises”. “The Russian Railways” announced the intention to open duty free shops on the objects of the railway infrastructure on 14th of March. The Head of the Railway stations directorate Sergey Abramov informed journalists that the first shop may start operating this year at the Finlyandsky Rail Terminal of Saint-Petersburg. The company wants to create duty free shops at Russian rail terminals with international traffic. For this to happen we need to amend the current legislation and the company is already working with executive power bodies, mentioned Abramov.
The Russian President Dmitry Medvedev signed a Federal law directed at the strengthening administrative responsibility for violating rules of international road transportations, as stated by the Kremlin press relations service. The Federal Law “On amending the Code of the Russian Federation about administrative violations” and the article 11 of the Federal Law “Concerning state control over international road carriage and concerning liability for violation of the procedures governing such carriage” were approved by the State Duma on 16th of March 2012 and by the Federation Council on 28th of March 2012.
A new unified flights schedule for civil aviation in Russia Information about flights will be transmitted in the international booking systems more clearly by means of introducing new rules of unified flights scheduling. The order stating procedures for forming, confirming and transmitting the schedule of regular passengers and cargo air transportations are being published in «Rossiyskaya Gazeta». From now on air carriers are obliged to send data about their takeoff and departure time in the Central Bank of the schedules and slots, which in located now in the Transport clearing house. Moreover a new order sets uniform procedures and standards of flights’ parameters specification while scheduling. "These standards satisfy the requirements for schedule message exchange of the International Air Transport Association (IATA). They promote considerable expansion of air companies’ capabilities in realization of their commercial interests and they raise informative richness of the schedule by means of international standards”, as explained by the press service of the Transport Ministry. The unified schedule is composed on the basis of analyzing the demand for transportations, the airport working hours, the weather forecast. The noise regulations for different types of aircrafts in particular airports are also taken into account. Besides the Russian schedule is required to be composed in Russian and is arranged for both summer and winter seasons. Schedule forming, approving and transmitting make provision for planning and executive periods. The winter schedule is being formed from the 1st of April and has to be arranged by the 30th of September. The summer schedule is being arranged from the 1st of September to the 28th of February. Of course it may be updated from the 1st of October for the winter season and from the 1st of March for the summer season. The summer schedule is published on the 28th of February and the winter schedule – on the 30th of September. Meanwhile carriers are obliged to specify the type of an aircraft, time, days of week (dates) during the period of flight operations, which are allowed by the airport for arrival and departure apart. Besides if an air carrier last season performed 80% of his flights stated in the schedule, it’s easier for him to get an access to the airport structure for the next season, it means he gets a historic slot. Together with that, air carriers have to send information about irregular (charter) flights to the Central Bank of the schedules and slots. This helps the Federal Air Transport Agency to make decisions about meeting air carriers’ charter requirements, which may be unscheduled. The Committee that issues charter permits (especially to the resort directions) operates the whole year; and the changes in the schedule must promptly be displayed in the Central bank of the schedules at least 3 days prior to the departure (Source – Rossiyskaya Gazeta).
10 European countries (Finland, Estonia, the Kazakhstan Republic, the Kingdom of the Netherlands, Ukraine, the Belarus Republic, Bulgaria, Romania, Hungary, the Aland Islands) accepted Russian form of vehicle inspection sticker approved by the order of the Russian Transport Ministry on 21.11.2011 #290. From now on, there is no need to get an international inspection certificate for automobile transportation in the stated countries.
According to the certification and watchkeeping Regulations, signed recently by the Transport Minister Igor Levitin, the obligatory norm for captain, first mate, chief engineer and chief electrician to have a higher education will come in force from Januaty 1st 2015. It was reported by Vitaly Kluev, the deputy director of the state policy on river and marine transport of the Transport Ministry of the Russian Federation. «Today those who have a certificate will continue working even if they have got a secondary education of relevant speciality. Everyone who gets it until 1st of January 2015 will also be able to work, but after 1st January 2015 vessel’s senior command staff has to get a higher education. Appropriate training programs will be accorded with the Federal Marine and River Transport Agency», - he explained.
The Federal Road Agency has developed and submitted to the Transport Ministry approval a new set of standards for road construction, stated the deputy head of the Agency Nikolay Bystrov. At first the system of standards will operate simultaneously with the existing All-Union State Standard, it may enter into force only by the end of this year. As estimated by the Federal Road Agency, the new standards will let using new technologies and materials in road construction. The deputy head specified that the complex standard was developed by order of the vice-premier Igor Sechin. The operating standards for bitumen went out of date and don’t consider new technologies and materials. As the result, organizations have to get a separate agreement for its use.
It was reported by the Head of the Federal Anti-Monopoly Service (FAS) of the Russian Federation Igor Artemiev. He stated that Russia has open-skies agreements with the USA and Germany, that’s why «there are no limits for German or American air companies to fly to Russia». The like situation would be favorable for the whole Europe, he says. The liberization of the international air service market is supported by the Transport Ministry of the Russian Federation as well. «It’s important not to stop at Italy», - said the Head of the FAS. In the end of 2011 the Service initiated proceedings regarding routes limitations in Italy by the Federal Air Transport Agency (Rosaviation). The FAS then stated that the Rosaviation didn’t allow charters by «Transaero» air company in this country. As the result of air carriers’ growing quantity, the prices for air tickets will fall considerably, believes Artemiev. «Emergence of an air carrier means reduction in prices for 14-17%, two air carriers – for 30%», - explained the Head of the FAS.
Determination of criteria for air companies’ access to international flights The Transport Ministry disclosed details about the procedure of getting points by air carriers who claim to execute foreign flights. The more points they get, the higher their chances are to get an access. On the Agency’s website there are now published the criteria for air carriers’ access to international air carriage and valuation rules for interdepartmental committee members. The list is headed by one of the important conditions that goes as the absence of reprimands about safety on the site of international civil aviation organizations. If an air company “had no uncorrected within the established time limit directions (reprimands) issued by an authorized body in air traffic safety control during two successive seasons”, it deserves 20 points. If there had been such directions, it loses 5 points for each of the uncorrected within the time-limit reprimand. If a carrier has got the IATA certificate (the International Air Transport Association) for Operational Safety Audit (IOSA) it is given five points, and in case of tax clearance it gets five more points. The number of delayed flights is also supposed to be counted. The flights’ regularity rate from 100 to 90% adds five points, from 90 to 80% – four points, from 80 to 70% – three points. Air carriers will also get five points for the use of the modern aircrafts of domestic manufacture (Tupolev Tu-204/214, SSJ, Antonov An-148) on the aerial line that is intended to get an access to. All these parameters will be taken into account by the interdepartmental committee of licensed air carriers’ access providing for operating of both passengers and cargo international air transportations. But until the committee is established, the Federal Air Transport Agency is to decide whom to set up on the international routes. When there is the final decision on the authority delegation to the interdepartmental committee, it will include representatives of the Ministry of Economic Development and Trade, the Ministry of Sports, the Federal Antimonopoly Service, the Federal Tourism Agency, and the Federal Agency for Transport Supervision. The committee will be headed by one of the Deputy Transport Ministers. The decisions of access will be issued in the form of an order of the Federal Air Transport Agency within five working days after the date of committee session. The Agency itself will provide data about the financial situation of a company, its flights punctuality and the level of the committee safety (Source – Rossiyskaya Gazeta).
Involvement of private investors for construction of a high-speed railway between Moscow and St. Petersburg The Transport Ministry presented to the government ways to finance construction of a high-speed main between Moscow and St. Petersburg, the cost of each is over 1 trillion rubles. A private investor who is to be chosen by the end of the year is supposed to give 202-505 billion rubles to the project and to get a budgetary subsidy for the branch line operation in the amount of 260-791 billion rubles. Moreover the Transport Ministry proposes a guarantee for project loan obligations and the minimum profitability of the investor. The Transport Minister Igor Levitin made a report to the Prime Minister Vladimir Putin about strategies of high-speed railway transportation service development in Russia. According to his report, there are two ways of the Moscow – St. Petersburg high-speed main financing (HSR-1 project). As follows from the report, the estimate cost of the project is 1.12 trillion rubles. The Transport Ministry supposes that by means of this money the government with a private investor will construct a 658-km branch line by 2018; the speed of railway traffic there will reach 400 km/h (now “Sapsan” reaches the speed of 250 km/h only at the rare railway segments). This sum includes 76 billion rubles to be spent for construction site preparing, 26 billion rubles for designing and the rest for construction and project management. The Transport Ministry accepted an implementation scheme of the JSC «High-Speed Rail Lines» which is an affiliated company of the OJSC “RZhD” and is occupied in project preparation. The construction of the branch line will be paid by the government and a private investor (concessionaire), and then the government will prepare to the concessionaire subsidies for branch operational maintenance. Moreover the concessionaire is reported to get a right in the name of the consortium for passengers’ transportation, though a third party was supposed to be occupied in that. The Transport Ministry proposes to the government to appoint the Federal Rail Transport Agency and OJSC “RZhD” as a concedent of the agreement, to inquire for amending the budget for 2013-2014 and to prepare a government edict launching the procedure of the concessionaire selection. The report also contains main regulations introduced by the state program of high-speed railway traffic development in Russia. The program is structurally divided into two stages: until 2020 and until 2030. During both periods it’s planned to realize several projects of particular high-speed lines construction, but the main part of the work falls to the organization of the high-speed traffic on the existing infrastructure on the example of “Sapsan” from Moscow to Petersburg and Nizhny Novgorod.
Manufacturers keep fighting against the negative impact of Russia’s joining the WTO. Automobile plants ask the government to limit age of cars used for commercial passengers’ transportations: 5 years for taxis and 10 years for buses. This initiatives are already included in the “plan of main adaptation activities”, approved by the committee of the first vice Prime Minister Igor Shuvalov. "We see the main risk from bus customs reduction after joining the WTO in opening the market to second-hand machinery, which doesn’t correspond with safety and reliability standards", — reported the vice-president of the GAZ group Elena Matveeva. After Russia’s joining the WTO the duties for three to five-years buses (with diesel engine and seating capacity for over 120 passengers) will fall at once from 30% to 15%, in three years – up to 10%. Duties for five to seven-years buses will fall from 15% to 10%. As was said by Elena Malysheva, there must be initiated some measures to limit buses service life, similar to those in Germany (10 years). As predicted by the GAZ, if there aren’t any restricting measures taken, the level of the used buses on the inner market may reach 80% from the total import volume.
Russia will finance railroads’ construction in Serbia This march Serbia plans to sign an agreement with Russia of 800 million dollars loan for railroad infrastructure development. It’s planned to come to agreement about details of the document next week in the framework of negotiations with the Deputy Minister of Finance of Serbia - Goran Radosavljevic in Moscow, stated Serbian Minister of National Infrastructures Milutin Mrkonjic. The parties of the agreement will discus more specifically loan rates and extent of participation in the project of Serbian and Russian companies. The credit line agreement itself will be signed in two weeks, said M. Mrkonjic. The agreements provide project financing of the Zeleznice Srbije (State Railroads of Serbia) modernization, including purchase of the Russian diesel engines for 100 million dollars, as well as reconstruction of more than 400 km of railway line from north to south of the country and railway main line from Belgrad to adjoining Montenegro. The agreements of the Serbian government with the OJSC "Russian Railways" ("RZhD") in 2011 concern modernization of a 15-km line between Belgrad and Pancevo where there are petroleum and chemicals processing plants; they also apply to completion of a construct of the new railway station in the capital, as well as laying of a 68-km railway between west cities Loznica and Valjevo.
Russia will possibly introduce restrictions for the EU air companies in raising frequency of Trans-Siberian mains use as counter measures against trading system of greenhouse gases emissions by aerial vehicles, stated the Deputy Transport Minister of Russia Valery Okulov. He stated that if Russia rejects European air companies to raise frequency of Trans-Siberian flights, it may lead to the situation when air carriers of Japan, China, Korea and other Asian countries get substantial advantage over air companies of the European Union. Russia also may introduce a statutory bar for Russian air companies’ participation in the trading system of greenhouse gases emissions. V.Okulov mentioned that such bill is already developed and has to be approved at the State Duma. As was explained by the Deputy Transport Minister, in the framework of the international conference on greenhouse gases reduction by the civil aviation, 29 delegations have signed a declaration to introduce counter measures against inclusion of the civil aviation into a trading system of greenhouse gases emissions.
Russian regional plain Sukhoi SuperJet 100 got a certificate of the European Aviation Safety Agency (EASA). The solemn ceremony of the EASA-type certificate distribution to the plain developer CJSC “Civil plains of Sukhoi” was reported to have been held in the headquarters of the International aviation committee in the Russian capital. The presented certificate approves that the developer has met the current EASA-requirements to the flight worthiness and environmental impact. The EASA-certificate is known to permit getting and using of “SuperJet” plains to the European air companies and to the countries where the EASA norms are regarded as the standard. As was stated by the Head of the UAC Mikhail Pogosyan, the “United Aircraft Corporation” is going to export 10 plains of Sukhoi Superjet 100. Supplies in Mexico, Indonesia and Laos are expected to begin at the second half of a year according to the completed contracts.
In mid-February the intergovernmental negotiations between Russia and Italy on regulation of the air traffic took place, a number of amendments were agreed, substantially mitigating the conditions of flights between the two countries. In particular, it was decided to introduce a second designated carrier on each side for regular flights between Moscow and the Moscow-Rome-Milan. This information was confirmed by the Ministry of Transport.
