Dear colleagues!

Every day from the mass media we get to know about traffic accidents, connected to operation of trains and aircrafts, cars and vessels, on terrorist threats in relation to subways, airports, railway stations and other objects of transport infrastructure. Issues of transport security provision concern each of us, because we all use public transport.

Transport security issues have always been important and crucial. They are referred not only to prevention of threats of terrorist and diversionary character, but also to provision of well-coordinated operation of transport in any natural conditions. Today the main tasks of the Russian and international expert community in sphere of transport security are continuous improvement of the security system, prevention of new kinds of threats, introduction of innovations and effective technologies in the field of technical equipment of transport and transport infrastructure objects and training of skilled personnel.

Working out of really effective measures for solution of security issues on transport is possible only in case of close interdepartmental and intergovernmental collaboration and teamwork of public authorities, scientific community, business and society. The I International conference “Saint Petersburg — the Sea Capital of RUSSIA. Transport Security” will be devoted to consideration of crucial issues in sphere of transport security.

Dear participants of the Conference!

Today, the effectiveness of transport security is one of the most urgent issues for Russia. Immediate solution of problems existing in this sphere, including the improvement of legislation, largely determines the national security of the entire state.

Realities of the modern world require immediate structural reforms in the sphere of security aimed at protecting citizens and ensuring their secure use of all kinds of transport. The difficulties arise not so much with financing as with the effectiveness of suggested solutions. Obviously, it is necessary to improve existing arrangements of transport security, manpower training in activities of anti-terrorist preparation, to create a single federal database and use other ways to guarantee truly secure transportation of cargo and passengers.

St. Petersburg as a city with heavy traffic and passenger flows also needs to modernize the basic methods of transport security. This also applies to the functioning of subway, and the international airport Pulkovo, railway and bus stations, and sea and river ports. Recently we have begun to equip transport infrastructure facilities with the new security systems, which include metal detectors, stationary scanning X-ray machine for personal inspection, installation of assembly-line type for the inspection of cargo and hand-luggage, and also portable X-ray complex. This is only a part of those measures to be undertaken to ensure complex transport security.

I International conference “Saint-Petersburg - the Sea Capital of RUSSIA. Transport security” will allow to analyze the current level of development of this sector of the transport industry and to develop effective solutions to guarantee citizens safe and comfortable transportation. I wish the participants of the conference fruitful work, interesting discussions and fresh ideas!
