All aircraft A380 will be tested

The European Aviation Safety Agency maximized the area of A380 aircrafts testing for the presence of any defects

Intelligent system will effectively disperse passenger traffic in Moscow metro

The Moscow authorities are planning to introduce in the metro Intelligent Transport Systems (ITS), which will reduce the workload of the metropolitan subway, reported the head of the Moscow Department of Transportation and Development of road and transport infrastructure Maxim Liksutov.

"Smart" traffic lights will appear on thousands of intersections in Moscow

Traffic lights at the1000 intersection of Moscow will be equipped with adaptive control system this year, informed the head of the Moscow department of transport and development of road transport infrastructure Maxim Liksutov at a meeting of city government.

Moscow authorities offer to give yellow numbers for legal taxi

Market of navigational equipment for transport in 2012 will double

Five rescue centers will be built in the Arctic

Nedosekov told that the pilot control systems have already worked on all transport means. It is expected that in the first half of 2012 their work will be analyzed and adjusted by experts, and Transport Ministry will be able to give recommendation on the introduction of these zones on a large scale.

Program on transport security system creation should be implemented by the 1st January 2014. However, according to Nedosekov, by this time all the tasks will fail, that’s why the Transport Ministry has asked the government to extend the program up to 2015.

Recall that the Decree concerning security system creation on the transport was signed by the Russian President Dmitry Medvedev in March 2010.

Some regulations, defining the procedure for the specialized organization accreditation, categorization, maintaining a register of categorized objects, the transport infrastructure object and vehicle vulnerability assessing came into effect, and the order of development plans for transportation safety was also approved.

All Russian air companies flying on international routes will be obliged to undergo safety audit

Russian Transport Ministry proposed to zero duty on import of aircraft for up to 70 seats

"Customs duties for small planes are zeroed and now there is the proposal of Ministry of Transport to zero duties for aircraft with up to 70 seats in a governmental commission on customs duties", he said.

Plans to zero import duties on turboprop aircraft with up to 70 seats were announced by representatives of the Ministry of Transport in April this year. Earlier, Russia had already zeroed import duties on turboprop and jet aircraft with up to 50 seats.

According to Tasun, the need for zero duties on aircraft with up to 70 people was announced on Friday meeting on the development of regional air services in Novosibirsk, it was said in the airline "UTair". The Russian government has decided to amend the regulations on licensing of passenger carrying by motor vehicles equipped to transport more than eight people (except when these activities are carried out for their own use of legal entity or individual entrepreneur).

In particular, "the availability at the licensee at the right of ownership or at other legal grounds vehicles appropriate by the purpose, design, external and internal hardware specifications for the transportation of passengers and equipped in accordance with established procedure by satellite navigation equipment GLONASS or GLONASS / GPS and allowed in the prescribed manner to participate in traffic".

Transport safety is the problem number one!

Constant acts of terror and technological disasters on the transport put forward the transport safety problem. Resolution of the I International Conference “Transport security” is devoted to this actual issue.

Issues of transport security system modernization reflected in the I International Conference resolution within the framework of the “United Russia” Party Project “Saint-Petersburg - the sea capital of Russia”.

Project coordinator, Arthur Chilingarov, member of Party High Council Bureau, emphasized: “Russian Transportation Department have already developed the bill “About changes in some legislative acts, concerning security system”, which reflects some regulations of resolution”. In addition, Russian Home Ministry together with interested federal agencies of executive power developed and submitted in the government the bill “About changes in federal law “About transport safety”, in which many regulations are also included.

The conference held this spring in Saint-Petersburg. Its participants were federal authority representatives, executive and legislative power delegates from 36 Russian regions. Foreign delegations arrived from Germany, the USA, the Great Britain, France, Sweden, Israel, Poland, Lithuania, Latvia, Belarus, Ukraine and Republic of Korea. At the conference leading Russian and international companies, producing equipment for safety, leaders of the biggest Russian airports, ports, railway stations and underground; independent experts and scientists have been presented. Work on the resolution took a long time, because the participants identified many problems and sent a lot of proposals of their solutions to the conference organizers.

Having discussed the most important problems, concerning transport safety, conference participants noted the positive changes in Russian legislation. To include such notion as “anti-terrorist protectability of object” in Russian legislation, the State Duma adopted changes in federal law “About resistance to terrorism”. The law considers that physical and legal persons implement prescribed requirements to the anti-terrorist protectability of objects, which are their properties or which are used by them on another legislative ground.

The Complex program of transport safety, developed and approved by the Russian Transport Ministry together with defence and law enforcement agencies became one of the important normative innovations. It was noticed that in federal agencies on all transport types and in the Federal Service for Transport Control the structural departments for transport safety were created.

The conference participant suggested to the “United Russia” leadership to support some initiatives in the transport safety. It is suggested the following:

- to impose the obligatory accreditation of legal persons working in transport safety sphere;
- to establish examination rules with regard to separate type of transport;
- to establish multilevel safety system with registration protecting systems.

It is also recommended to equip the transport objects, first of all, underground hall, bus stations, automobile and railway stations, with automated investigation systems, based on recognition of objects on biometric characteristics of man face and with use of digital photos; to create federal bank of these photos and include there people of wanted or suspected of terrorist activity.

It is suggested to consider the opportunity of change introduction in 266 article of the Russian Criminal Code and introduce responsibility for malicious damage because of incompetent repair of transport vehicles, and putting them into service with technical defects.

In resolution there are many offers concerning separate types of transport. For example, in automobile field it is suggested to introduce compulsory equipment with GLONASS or GPS vehicles transporting dangerous goods and install the so-called “panic alarms”.

As for aviation, it is necessary to equip aircrafts with audio and video control for situation on the board. It is also recommended to prepare the suggestions on introduction of changes in the Russian Air Code subject to realization of the International Civil Aviation Organization (ICAO) standards in the control sphere for flight safety.

To discipline the pilots it is necessary to modify the Russian Code about administrative offences, having established the air crew liability for premature descend and meteorological minimum breach during the landing.

To increase the rail and underground passenger protectobility it is recommended to provide measures on the state support in equipment development, remotely detecting explosives, hidden on person body, without health damage. It is also suggested to prepare “Technical regulation on underground safety”.

In sea and river transport spheres it is suggested to create united system of antiterrorist protection on all inland waterways and to determine coordinating authority. It is also necessary to define vulnerability and antiterrorist protectability level of hydraulic constructions and to develop plan of antiterrorist safety on all navigable, hydro technical constructions of inland waterways.

A particular attention in the resolution is paid to training for transport safety system. For instant, the Air Transport Federal Agency together with Saint-Petersburg State University of Civil Aviation and Aviation College of Yljyanovsk City should organize professional training for managers of aviation personnel in risk management. That’s why it is necessary to develop and approve the target program of federal state educational standard of the 3d generation on transport safety on the aviation management faculty.

The conference resolution is attentively considered by the “United Russia” leadership. It is prepared some proposals, concerning the solutions of named problems, to executive and legislative authorities. The resolution will also send to the executive powers of the Russian Popular Front to familiarize it with National program material.

The Russian government intends to modernize river ports

The Russian government intends to modernize the river ports. The Prime Minister Vladimir Putin said about this at the meeting of the supreme executive authority of the country.

"In general, we will be developing a transport complex of the country, modernizing the airports, river ports and railways. In total, we will budget 276 billion for this purpose", Putin said.

He also said that in 2012, a massive upgrade of the road network will continue. In total, for the next three years it is planned to spend over 1.3 trillion rub for the road development, including 678 billion rubles for the construction and reconstruction of federal roads.

Particular attention will be paid to transport security.

Radical preventive measures in civil aviation

Russian President Dmitry Medvedev held a meeting devoted to the investigation of the crash of the Yak-42 in the Yaroslavl region. Following the results of the meeting the Head of the State has approved a list of instructions. Until November 15, the Russian government is assigned to develope a package of measures to stop activities of air carriers that are not able to ensure safety in the Russian Federation. In addition, the Russian government will have to prepare and submit draft laws to amend the Air Code of the Russian Federation in respect of the implementation of international standards in the sphere of state supervision of the aviation personnel training, the state program to ensure the safety of civil aircraft implementation, as well as the implementation of safety management systems.

Also penalties for violating the rules of training and flight operations will increase. The possibility of extra-judicial order of the suspension of aircraft operators that violate the requirements of aviation legislation will be provided.

The government is entrusted to take urgent measures to subsidize the leasing of civil aircrafts that meet modern requirements of airworthiness, regardless of the state - the producer of the aircraft, as well as to provide subsidies for local and regional transportation.

The government will have to ensure the enhancement of the role of the Federal Service for Supervision of Transport to ensure transport safety, providing at the same time the ability to save its staff size.

Russian President instructed to intensify work on fitting civilian aircrafts with the ground collision warning systems and the warning systems in the air in accordance with the standards of the International Civil Aviation Organization. It is planned to equip the aircraft with emergency beacons of the COSPAS-SARSAT system and ensure reliable hands-off operation.

Dmitry Medvedev demanded to change the situation in the field of civil aviation radically. "The number of flights should be drastically reduced, and this should be done as soon as possible, the President said. Only those airlines should remain that have capabilities to serve the park, to attract qualified personnel and pay him a decent salary".

Also, Dmitry Medvedev instructed the Ministry of Transport and profile departments to pay attention to the level of training of flight personnel in the Russian civil aviation.

Fines for unlicensed transportation companies will increase 10 times

Russian authorities plan to increase fines for transport companies, operating without a license or in violation of licensing terms, ten times to 500 thousand rubles, and for the owners of such companies – 50 times to 100 thousand rubles, Deputy Prime Minister Sergei Ivanov said on government Committee on Transport and Communications.

Tulpanov: the complex of protective structures - transit, environment, protecting people and historical heritage

Therefore, completion of construction of the complex of protective structures is of great importance not only to improve the environmental situation in the city due to the direction of transit transport to finally shutting Belt road. First and foremost this is ensuring safety of the inhabitants of the capital and its historical heritage.

As the leader of the Party Project, which advocates a platform for strategic decision-making in the field of transport and transit policy, I believe that the unique experience of St. Petersburg for the construction of the complex of protective structures will be discussed at the conferences and our project will arouse not only Russian but also international interest".

Let us recall that the idea of creating of a flood protection system of St. Petersburg, in fact, as old as the northern capital. In 1706, after a hurricane disaster Peter I ordered to raise the coastal areas.

After the catastrophic floods in 1824, the director of the St. Petersburg Institute of Railway Transport Pierre Dominique Bazin was first who proposed building of a dam in the Finnish Gulf, almost the same route by which it is laid right now. However, the proposal was considered unrealistic.

The construction of the complex was started only in 1979. A grand opening of the complex took place on August 12 this year, in the presence of Russian Prime Minister Vladimir Putin, who described the situation as "historic event".

This is the solution of problems which is faced by the maritime world and the Russian fleet (including work to ensure its competitiveness), and the introduction of quality systems according to international ISO standards, aimed at improving the quality of the PC, and work to ensure recognition of MS by international organizations and other states, and much, much more. Medvedev: there is the need for austerity measures against those who break transport laws

The Russian President Dmitry Medvedev considers that it’s necessary to toughen punishment for breaking the rules in the sphere of carriage of passengers. He stated this on Tuesday’s meeting with leaders of parliamentary parties.

“This disaster has identified, at least, significant violations in the field of transport security”, Medvedev said.

“Obviously, this cannot be tolerated, and perhaps it’s necessary to adjust existing legislation. There is a need for austerity measures against those who break transport laws and of course those who threaten large number of people by their actions”, the President said.

The President expects that the leaders of political parties and parliamentary factions will pay greater attention to changes in legislation in this area. “I will also formulate my proposals”, the President said.

The Ministry of Economic Development states that there is no need to introduce GLONASS in the railways of the Russian Federation in 2012

The Ministry of Economic Development of the Russian Federation considers the proposal of the Ministry of Transport on mandatory equipment of some types of railway rolling stock by satellite navigation systems on the platform GLONASS (or combined with a GPS) in 2012 "premature and redundant".

The Ministry of Economic Development came to this conclusion after a review of the order, draft of which the Ministry of Transport has developed within the terms of the Russian Federation Government on August 25, 2008 to improve safety and efficiency of rail transport.

Morozov: To ensure rail transport security it’s necessary to create regulatory framework.

The first Vice-President of JSC “Russian Railways” Vadim Morozov considers that in order to ensure the rail transport security effectively it’s necessary to have appropriate legal and regulatory framework and professional staff.

In his opinion, centers for specialists training in transport security should be based in the Russian railway universities. To operate these centers need to develop appropriate educational standards and a full legal basis.

"Today all the work that ensures rail transport security is based on the instructions of the President", - said V. Morozov at the board meeting of the Federal Agency of Railway Transport.

Pilot project regulating transport with the help of GPS GLONASS is started out in Chelyabinsk

The system will be working to the utmost by September 1. In the future, it will be joined not only by the municipal public transport, but also by minibus taxis – this is a requirement of federal law.

Transportation will be taken under the satellite-based monitoring

Bank for Foreign Economic Activity and European Investment Bank can allocate 500 million euros for projects within the framework of the Partnership for Modernization.

State Corporation “Bank for Development and Foreign Economic Affairs (Vnesheconombank)” and the European Investment Bank signed a memorandum of understanding aiming at promotion of cooperation in support of the Partnership for Modernisation, running by the EU Russia summit since May 2010. This was reported in the press release of Vnesheconombank.

According to the memorandum, the financial institutions intend to collaborate on projects implemented by European and Russian companies in Russia within the framework of the partnership. In addition, each of the parties provides for allocating 500 million euros for these goals, upon condition of compliance of the projects to financial criteria of Bank for Foreign Economic Activity and European Investment Bank and the approval of competent authorities.

As a priority the parties are considering projects in areas such as energy efficiency (efficient energy production and distribution, increasing productivity and security of generation, transmission and distribution of energy, energy-saving technologies); ecology (environment protection, including the utilization of associated gas and methane, fixation and storage of carbon dioxide, improving water quality, waste management); transport (promotion of transport integration through the development of high-speed transport network of Russia - the EU, including work under “Northern Dimension Partnership for transport and logistics”, development of multimodal transportations and means of communication, the introduction of intelligent transport systems and improving security on the roads); telecommunications (projects with transboundary effects, which also promote regional integration, including providing for the improvement of communication systems and the development of standards for 3G, the development of broadband Internet access, implementation of new technologies). Also the projects related to direct investments of European companies to Russia will be considered.

IATA (International Air Transport Association) is working on new security systems for airport terminals. The main issue is the airport security scanners of iris.

The new systems will compare the results obtained by scanning with the data that is stored in the chip of the passenger’s passport. These measures can help identify the most dangerous passengers, and also significantly reduce the time for completion of security control in terminals. The system will be installed in European air terminal complexes in the next five years.

Tests of the new system will begin within one and a half years. The very same system consists of three scanning tunnels, which divide the passengers into categories. The first category would include already "well known" passengers who are repeatedly tested and have been previously inspected by the local administration. These passengers will receive the shortest of the tunnels, which has only metal detector, X-ray detector and detector inspecting the presence of liquids.

The second group will pass an additional scan of shoes and a detector of traces of explosives. The third group of passengers will move through the tunnels for the longest time - here will be the people who have caused suspicions.

MIA will check tourist transport

According to the Interior Minister Rashid Nurgaliyev, during the summer holidays, the Interior Ministry in cooperation with other ministries will check transport companies and travel agencies for compliance with the appropriate level of security of passenger transportation. Particular attention will be paid to the transport that carries children.

All transport companies and travel agencies involved in international tourist traffic will be subjected to a complex inspection. Not only the traffic police are involved in the process of inspection, but also the representatives of local authorities and other concerned ministries and departments. "We have to evaluate the technical condition of vehicles, qualification of drivers on their pre-scheduled preparation and, of course, their medical examination," - said the head of the department on the airways of the radio station “Militia wave”. Particular attention will be paid to enterprises which are engaged in transportation of children.

"Such inspections are conducted twice a year", - said general director of "Inters" company Tatiana Kozlovskaya. She noted that the main attention focuses on the technical condition of buses primarily by the tour operators. Penalties for non-observance of fire security were increased by 10 times. Innovations are introduced in the RF Code of Administrative Offences

Especially increased are the fines for faulty fire alarm systems, for the absence of fire protection systems, fire alarm and other fire fighting equipment. The penalty for not taking measures to address the causes and conditions that contributed to the commission of offenses has increased by 10 times from 500 rubles to 5,000 rubles.

Violation committed in a particular fire regime is punishable by a fine for individuals up to 4 thousand, compared to the former fine 1000, but as for officials – it is up to 30,000 rubles, compared to the old rates of up to 3 thousand.

The penalty for violating the rules of the free approach to evacuation routes and emergency exits, automatic extinguishing systems and fire alarm systems, fire protection system has also been increased. Fines for individuals reach a sum of up to 4 thousand rubles and for officials - from 15 thousand to 20 thousand rubles, for individual entrepreneurs - from 30 thousand to 40 thousand rubles, for legal entities - from 150 thousand to 200 thousand rubles or an administrative suspension of activity up to 90 days.

If the company has no technical documentation on the flammability of used materials, as well as instruction on fire security measures when handling them, then it will be imposed a fine from 15 thousand to 20 thousand rubles for officials and from 90 thousand to 100 thousand rubles for legal entities.

For blocking of fire roads and entrances to buildings by vehicles the fine is of up to 2 thousand rubles for the citizens, 10 thousand rubles for officials and up to 150 thousand rubles for legal entities (at the moment the fine is 10 000 rubles).

More than 300 critical and potentially dangerous sites in terms of the consequences of terrorist attack are identified; basic monitoring efforts focus on them. "Several techniques are developed, including the organization of protection of industrial sites and places of mass public events, they have a positive effect. On May 24, 2011 Transport Minister Igor Levitin and Special Plenipotentiary Ambassador of the United States in the Russian Federation John Byerly signed a Memorandum of mutual understanding in cooperation in the sphere of security of civil aviation between the Ministry of Transport of the Russian Federation and the Transportation Security Administration Department of Homeland Security of the United States of America.

The memorandum builds on the existing Agreement between the Government of the Russian Federation and the Government of the United States on air communication from January 14, 1994 in the part relating to aviation security.

This Memorandum of mutual understanding establishes a direction in which the parties intend to assist each other in order to strengthen aviation security. This assistance must be achieved by exchanging information about threats to civil aviation security and periodic familiarization with the content of aviation security measures implemented at the international airports in which the designated airlines of the States operate flights to the territory of each other.

The activities aim to avert the threat of acts of unlawful interference with civil aviation.

500 million rubles will be allocated to ensuring safety of the railway between Moscow and St. Petersburg

During the last year on the route Moscow - St. Petersburg the following activities were carried out: work on reconstruction of 13 platforms, 14 pedestrian crossings, 2 pedestrian bridges (Likhoslavl, Chudovo), the overhaul of 13 passenger platforms.

A verbal warning of high-speed train for 18 stations is organized (St. Petersburg-Tovarny-Moscow, St. Petersburg-Sortirovochny (Park Obukhovo), Kolpino, Tosno, Chudovo, Malaya Vishera, Okulovka, Uglovka, Bologoe, Kalashnikovo, Likhoslavl, Klin, Khovrino, Berezaika, Bushevets, Doroshiha, Tver, Moscow-Tovarnaya).

In addition, mesh fencing in the amount of 103 km was established.

On May 19 the State Duma Committee on Security discussed a draft statement proposed by the deputies of the faction “Fair Russia” in the closed mode. The document said: "Today we should honestly tell the citizens of Russia that anti-terrorist tool of legislative measures is actually exhausted." Following the meeting, deputy chairman of the State Duma Security Committee Gennady Gudkov (“Fair Russia”) stated that the authors intend to withdraw the application.

The document has lost its relevance – this is the conclusion made by the deputies. "A discussion of the topic took place at the meeting," - said the head of the State Duma Security Committee Vladimir Vasilyev (“United Russia”). "The deputies understood that the draft of the statement has lost its relevance," - he said. “Tool of anti-terrorism measures is not exhausted”- assured the head of the committee. Thus, according to the parliamentarian, none of the proposed drafts of the statement will be discussed at the meeting of the State Duma.

Let us recall that two drafts of the statement of the Chamber are produced, one of them - by the members of the “Fair Russia”, another – by the executive office of the Committee. During the last period, Russia adopted a complex of measures aimed at creating a well-structured governmental system of counter-terrorism, which includes improving the regulatory framework, building a counter-terrorist vertical headed by the National Anti-Terrorist Committee, the establishment of the North Caucasus Federal District of Russia, according to the draft of the statement and in the document proposed by the Committee.

All taxi drivers on the territory of the Russian Federation should be licensed to convey passengers and baggage from September 1, 2011. This was announced on Saturday by Deputy head of traffic safety department of the Russian Interior Ministry Major-General of the militia Vladimir Kuzin.

This rule is registered in the federal law of April 21, 2011 69-FZ "On amendments to certain legislative acts of the Russian Federation".

"From September 1, 2011 a legal body or self-employed entrepreneur operating on the transport of passengers and luggage by taxi for light loads are required to have a permission", - said Vladimir Kuzin. This document is only valid on the territory of the region, the authority of which has issued it. However, if there is an agreement between the subjects, it is valid in another region.

"It is also envisaged that from January 1, 2015 the law of sub-federal unit can set a maximum number of vehicles used to provide services of taxi for light loads for passengers and luggage", - said Vladimir Kuzin.

In addition, the federal law makes changes to the RF Code of Administrative Offences and the federal law “Charter of road transport and urban land-electric vehicles”, providing tighter administrative liability of vehicle owners for traffic violations. Also it establishes liability for violation of the rules of transportation of passengers. Amendments shall enter into force in two stages - January 1, 2012 and July 1, 2012.

Bill on protection of sea ports was passed by the State Duma in the first reading

On May 11, 2011 the State Duma adopted a bill on security at Russian seaports in the first reading.

The author of legislative initiative - Ministry of Transport of Russia - the amended article 15 of the law "On sea ports in the Russian Federation" and some legislative acts.

According to the law "On sea ports of the Russian Federation", a port is a total of sites of water and land, is not a subject of transport infrastructure and, consequently, regulatory entity in charge for transportation security, including border security port, and source of funding seaport are not defined.

The authors of the bill proposed to guard borders of the seaport on the basis of contracts of departmental security of federal executive authority in the field of transport and the relevant departments of the federal executive authority in the field of internal affairs or organizations under its jurisdiction.

In addition, the amendments will allow the Ministry of Transport (in coordination with the Ministry of Internal Affairs of Russia) to establish in a specific legislation lists of seaports, border protection of which will be implemented by departmental security of the federal executive authority in the field of transport, relevant departments of the federal executive authority in the field of Interior or organizations under its jurisdiction.

The authors of the amendments proposed to develop and approve lists of such ports as the order of the Ministry of Transport of Russia. In addition, the document suggests reference to the acts of the Russian government should be excluded from the law on seaports.

Shuvalov prepared proposals for Medvedev, who announced the possible cancellation of motor vehicle inspection

The Government continues to deal with the technical inspection of vehicles, carrying out instructions of the President Dmitry Medvedev, who last week did exclude the possibility of absolute abolishing of the inspection.

On Thursday, First Deputy Prime Minister Igor Shuvalov held a meeting on this topic, at which the proposals prepared by the government were discussed. The day before Shuvalov announced some proposals, in particular, the one to cancel the inspection for new automobiles.

According to the representative of the secretariat of the government, now the participants of the meeting are “focused on issues of passing this procedure of inspection by citizens this year, which would not be a burden for them and would have no corruption component”.

"In the course of the meeting various options for system optimization of inspection in the country were offered - said the source of the edition. - These options will be reported to the President. The main theme of the meeting was to consider the optimal solution between the elimination of difficult bureaucratic and often corrupt procedures and ensuring security of participants of the traffic."

The new bill will not be developing yet, but amendments will be made to the draft law "On mandatory vehicle inspection”, which was submitted to the Duma as early as 2009 and passed the first reading last summer.

Shuvalov promised that the second reading will take place on May 13.

Meeting with activists of the United Russia last week, Medvedev said that inspection of the vehicles either needs to be canceled, or to be unproblematic.

13.2 billion rubles will be allocated from the Russian budget to ensure the security of the public transport in 2011

In 2011 the federal budget will allocate 13.2 billion rubles for the implementation of an integrated programme to ensure public security in transport, rated for 2010-2013. This is reported by press service of the Ministry of Transport.

The total amount of federal funding for the programme amounts to 46 billion 749.2 million rubles. 7 billion 826.3 million rubles of them was allocated for 2010. Funds of 2010 were brought to government customers in September and October.

During August-November of 2010 the Russian FSB in conjunction with the Ministry of Transport and federal agencies prepared the requirements for hardware and hardware-software complexes for each kind of transport, identified the most vulnerable objects and places for creation of pilot projects. This work has allowed the government customers of the programme to specify amounts of required funding, and transportation companies to start designing and purchasing the necessary equipment in 2010, explained in the report of the Ministry of Transport.

According to the ministry, in accordance with the programme operations on the equipment of most sensitive areas of railway, sea, inland waterway transport and subways objects were performed until April 1, 2011.

An integrated programme to ensure public security on transport for 2010-2013 was approved by the Federal Government on July 30, 2010. The main activities of the programme are aimed at protecting the transportation infrastructure facilities against acts of unlawful interference, including those of terrorist nature. Only 3% of the allocated budget funds was used to ensure transport security in Russia in 2010

Court of Auditors of the Russian Federation found that in 2010 6.2 billion rubles from the federal budget was allocated to the Ministry of Transport of Russia and its subordinate Rosaviation, Roszheldor and Rostransnadzor for the implementation of security measures on transport. However, less than 3% was used by recipients, according to the press service of Court of Auditors.

The funds in the amount of 5.77 billion rubles (92% of the total) allocated within the framework of the complex programme of ensuring transport security approved by a governmental decree on July 30, 2010 were sent in the form of grants to organizations and subjects of the Russian Federation only in late December 2010, this prevented them from using to implement the planned activities.

The results showed that the work on establishment and equipping of transport infrastructure with facilities of antiterrorist security is not of a systemic nature, lists of resources that these facilities should be equipped with and their technical specifications haven’t been approved so far.

Research and development work carried out by security and law and order bodies are often duplicating each other, the introduction of innovation is unreasonably prolonged, and this reduces the efficiency of the usage of the federal budget.

Court of Auditors of the Russian Federation notes that the lack of single requirements for the technical means of inspecting, monitoring and communication allows the owners of transport infrastructure and vehicles to use outdated equipment and apparatus.

The Court has also found out that in selected sites of transport the adequate control of the Transport Supervision over the activities of legal persons, ensuring their safe operation was missing.

The Collegium of the Court of Auditors of the Russian Federation decided information letters to the President of Russia, the Russian government and the Russian Interior Ministry, and also a representation in the Russian Ministry of Transport. Report on the results of the audit is sent to the Chamber of the Federal Assembly. In addition, the Collegium decided to send an information letter and a report on the audit to the Federal Security Service of Russia.

Russian President Dmitry Medvedev signed a law establishing levels of terrorist threat in the Russian Federation

Russian President Dmitry Medvedev signed the Federal Law "On Amending the Federal Law" On Combating Terrorism ", the Kremlin press service stated.

The law adopted by the State Duma on April 22, 2011 and approved by the Federation Council on April 27, provides the possibility of establishing levels of terrorist threat, suggesting additional measures to ensure the security of individuals, society and the state from terrorist threats, said in reference to the law.

It is proposed that there should be increased ("blue"), high (yellow) and critical ("red") levels of terrorist threat.

The procedure for establishing the levels of terrorist threat and the content of such additional measures will be determined by the President of Russia."The necessity of introducing terrorist threat level in the country is caused by the need for an integrated approach to the developing prevention measures of the terrorist threat. This will allow the subjects that counter terrorism to react in a timely manner to the threat of terrorist acts "- the document says.

It is noted that the establishment of measures restricting the rights and freedoms of citizens in declaring terrorist threat levels under the threat of attacks, is not provided.

In addition, according to the law, the direction of counter-terrorist operation is proposed to assign to an official who has made the decision to hold it, and to establish that during the operation its direction may be entrusted to another official only by the head of the federal executive authority in the field of ensuring security (FSB).

The interference of any other person, regardless of his position, in the control units, comprising the grouping of forces and means from the moment when the operation has already been given the order to hold it is forbidden.

As previously reported the advisor of the chairman of the National Counterterrorist Committee Andrei Przhezdomsky, "blue" (high) level enters into force in case of arrival of operational information about the impending attack, and the forces and means must be brought into the the state of heightened readiness.

"Yellow" (high) level is introduced, if information about the impending attack has confirmed, but the time and place are unknown. Critical ("red") level of terrorist risk is introduced if time and place of attack is established, or it has already occurred.

Medvedev signed a law providing for the optimization of traffic in order to raise the level of public security and increasing fines

Russian President Dmitry Medvedev signed the Federal Law "On amendments to certain legislative acts of the Russian Federation", adopted by the State Duma on April 11, 2011 and approved by the Federation Council on April 13. This was reported today by the Kremlin press service.

Federal Law is aimed at improving the legislation of the Russian Federation in respect of traffic management in settlements, the creation of parking spaces and a tightening of administrative liability of vehicle owners for violations of traffic rules, and also the optimization of the traffic in order to raise the level of public security and road capacity.

In addition, the Federal Law regulates the organization of transportation of passengers and luggage in the passenger cab on the territory of the Russian Federation; it amends sanctions for violating the rules of transportation of passengers. Federal Law stipulates that a legal entity or individual entrepreneur operating the transportation of passengers and luggage by taxi must have a special permit. Specified permit applies on the territory of that subject of the Russian Federation the authority of which issued it. It is also envisaged that the law of the subject of the Russian Federation may set a maximum number of vehicles used to provide services of transportation for passengers and luggage by taxi.

Permits for transportation of dangerous goods on federal highways are issued by Rostransnadzor and local authorities

Russian Transport Ministry clarified the conditions for issuing permits for transportation of dangerous goods on federal highways in connection with the termination of agreement on the routes of transportation by the police and appeals of transporters.

Authority to issue special permission to move on auto-roads by vehicles carrying dangerous goods, if the route or part of the route of the vehicle is on public highways of federal importance, parts of such roads or across 2 or more regions of the Russian Federation, are handed over to the Federal Service for Supervision in transport (Rostransnadzor). Special permit is issued by the relevant decision of Rostransnadzor or its territorial body, in accordance with the rules of agency.

To obtain a special permit the transporter must apply to Rostransnadzor or its territorial subdivisions with a statement containing information about the transporter, information about the vehicle, information about a certificate of admission of a vehicle to the carriage of dangerous goods, information about the availability of emergency card system of information about risk of a dangerous cargo intended for transportation, as well as information about the route of transportation of a dangerous cargo with an indication of primary, basic intermediate and end points of roads.

In other cases, special permits issued by the executive authorities of the Russian Federation or the local authority, in accordance with the law "On the roads and road activities in the Russian Federation and on Amendments to certain Legislative Acts of the Russian Federation."

"We opened our own ATC on May 19, 2004” – said Alexander Klishin, director of aviation training center of airline "VIM-Avia”. – We are constantly expanding and improving it so at the moment we are able to provide 82 different types of training for flight and cabin crews that are being trained on our simulators. In 2006, central filial of ATC was established, it is equipped with new modern classrooms, including - a class for English classes and the class of cabin crew training, which is equipped with a fuselage of airliner Boeing-757-200. Our center is the only territory of the Russian Federation, equipped with simulators for rescue training of flight and cabin crews of aircraft Boeing 757-200 and Boeing-737.

The near future plan of ATC is buying of training module Boeing-717, the most compact of the American jet aircraft construction corporate group." As chief of inspection of the security of airline "VIM-Avia" Anatoly Polonsky stressed, "VIM-Avia” invests simulators hundreds of thousands of euros in training simulator, but that quite justifies the cost. Rostransnadzor: the situation with the fire security on railway transport is alarming

Federal Service for Transport Supervision is concerned with alarming situation with fire security of railway transport in Russia, said the head of Goszheldornadzor Federal Service for Transport Supervision Gennady Sarafanov.

According to him, a more careful attention should be paid to issues of fire security - especially during spring and summer seasons.

Sarafanov said that according to the results of the analysis of railway rolling stock over the past three years, including 2010, the number of fires in the operation of traction rolling stock is 43% of the total number of fires in the operation of rolling stock.

"And the number of fires in electric and diesel locomotives has increased in 2010. Most fires occurred on locomotives operated for more than 15 years and the main causes of fires are technical problems existing due to the depreciation of the park, as well as the unsatisfactory performance of repair and maintenance ", - said the head of Goszheldornadzor.

The situation with the railcar rolling stock is no better, he said. "For example, more than 16% of trains of the Sverdlovsk railway are not equipped with fire alarm system. Needless to say how potentially dangerous, and sometimes simply criminal may be the exploitation of locomotives and wagons without a security system that includes a system of fire prevention, fire protection systems, the complex of organizational and technical measures ", - said the representative of Rostransnadzor.

He stressed that this situation creates an increased risk of transport accidents and serious consequences.

"Unfortunately, in organization of passenger traffic - both on suburban and on far communications - working on the organization of fire protection system is unsatisfactory - while the opening of the summer holiday season is not far off," - said the Head of Goszheldornadzor Department.

According to his words, Goszheldornadzor believes that such an unsatisfactory situation in terms of fire safety on railway rolling stock arose in particular because of the fact that the railway workers are not trained enough and don’t get the demanding professional knowledge in this field.

Russia and Ukraine will discuss transport security and the Kerch Bridge

Vice Prime Minister - Minister of Infrastructure of Ukraine Borys Kolesnikov and Russian Minister of Transport Igor Levitin will meet in Moscow to discuss transport security and construction of a bridge across the Kerch Strait, reported the press service of the Ukrainian Ministry of Infrastructure on Wednesday.

The parties will discuss these issues at the ninth meeting of the Subcommittee on Transportation of the Committee on Economic Cooperation of the Russian-Ukrainian interstate commission in Moscow on April 13-14.

"We will talk about cooperation in the water, railway, automobile, aviation industries and road services, about the organization of work on transport security", - stated in the report of the Ukrainian department.

In addition, members of the subcommittee will discuss realization of the project of the bridge across the Kerch Strait.

The court canceled the requirement of the Federal Agency for Transport Supervision submitted to Domodedovo on total examination of all visitors of the airport

The Arbitration Court of the Moscow region declared that the Domodedovo Airport is not obliged to inspect all visitors in spite of the order of the President Dmitry Medvedev.

According to the court, airport services, in principle, can not meet this demand of the head of state. This decision was made on April 8 at the suit of the airport, which decided to challenge the injunction of the Federal Agency for Transport Supervision to carry out a total examination and develop a plan of transport security of the airport. The arbitration invalidated the demand of the Federal Agency for Transport Supervision.

The court pointed out that the order of Medvedev is addressed not to the airport, but to the Russian government, which should prepare a normative act for complete searching. Such rules were not functioning on the day when the act of terrorism took place and during the examination of Rostransnadzor. According to the court, the airport could not develop a plan to ensure transport security without regulatory system and official techniques.

Rostransnadzor intends to challenge the decision of the court.

The State Duma completed its discussion of a bill to raise fines for Moscow and St. Petersburg

On Monday the State Duma completed the discussion in the third reading of the bill, which introduces higher penalties (up to 3 thousand rubles) for some traffic violations (driving regulations) for Moscow and St. Petersburg. Lower fines will function for the rest of the territory of the Russian Federation.

Voting on the bill that caused great public interest will be held at the end of the day, after that the document will be sent to the Federation Council, and then - signed by the President of the Russian Federation.

Increased fines in Moscow and St. Petersburg are proposed to be introduced from July 1, 2012, so that the governments of the two capitals will have managed to carry out pledges to construct and equip interceptor parking garages.

Currently, fines for violating of driving regulations are the equal in all regions of Russia, and their rise in Moscow and St. Petersburg, according to some experts, is unconstitutional because it violates the principle of unity of the legal field.

Deputy Head of the Government of Moscow Alexei Starovoitov reported that the practice of differential fines is very wide-spread in the world. The fines for violating traffic rules are differentiated depending on the area of the city in such cities as New York and Paris. So, in Paris, depending on the area, the penalties for the same violation range from 10 euros in the outskirts to up to 150 euros in the center.

Medvedev signed a law on data bases of airline passengers

Russian President Dmitry Medvedev signed a federal law adjusting the Air Code of the Russian Federation on centralized data bases of airline passengers and on the investment of federal bodies of executive authority with powers to provide services in the sphere of civil aviation.

The bill was passed by the State Duma on March 25 and approved by the Federation Council on March 30 this year.

The alterations make amendments to the Air Code of the Russian Federation specifying how data of airline passengers is transferred into automated centralized base of personal data. They provide the transfer of authority to determine the order of the formation and maintenance of such databases of the Government of the Russian Federation to the federal body of executive power authorized in the sphere of transport.

The document was developed to eliminate the legal conflict that exists between the Law on transport security and the Air Code.

In accordance with the Law on transport security, a single state information system of ensuring transport security is being created; it consists, inter alia, of the personal data of passengers on both domestic and international flights.

The order of forming and maintaining such data bases was set previously by the Government of the Russian Federation. After the entry into force of the law on the transfer of the part of responsibilities of the government to the bodies of executive power this function has shifted to the Ministry of Transport. However, the appropriate changes were not inserted into the Air Code of the Russian Federation.

Moreover, Medvedev signed a federal law granting federal bodies of the executive power with authority to provide services in the sphere of civil aviation, pricing and state regulation of tariffs and fees.

The governor and the Head of the transport prosecutor's office in the North-West discussed Transport Safety

According to the government portal of the Pskov region meeting of the Governor of the region Andrei Turchak and the Head of the transport prosecutor's office in the North-West Alexander Chubykin was held in the Pskov Region Administration on April 7.

The parties discussed issues of ensuring security at transportation facilities in the region. In particular, at the airport co-operative location "Pskov" and railway transport facilities, among which there are strategically important and high-security objects of federal significance.

Andrei Turchak emphasized that control under the antiterrorist security of transport infrastructure facilities is one of the priorities of regional management of implementation of the state policy on combating terrorism. These questions are in the area of special attention and they are constantly raised at meetings of regional antiterrorist commissions (ATC).

The Head of the region noted that it is necessary to install fencing along the section of an airline bordering the military part of the Defense Ministry, for improvement of the effectiveness of the antiterrorist security of the airfield "Pskov", because the frontier zone of conjugation has little control.

Another issue that the Governor raised during the meeting is ensuring security of the facilities of railway transport in the region. Regional Anti-Terrorist Commission drew attention of the management of Oktyabrskaya Railway to the lack of anti-terrorist protection of railway facilities, but there has been neither any answer and nor any practical results.

In his turn, Alexander Chubykin emphasized that he shares the concern of the regional authorities concerning security issues at the facilities of transportation, and offered to join efforts in solving this problem. He also spoke about the experience of other regions, which can be useful for the Pskov region.

Russian Railways will allocate 1.9 billion rubles to provide railway infrastructure subjects with Technical Security Equipment in 2011-2013

President of RZD Vladimir Yakunin reported speaking at the network conference call that "one of the most urgent issues on the daily agenda that requires constant work is providing anti-terrorist security." 1.9 billion rubles is allocated from company funds for provision of public facilities with Technical Security Equipment within the framework of the project "Traffic Safety" for the period of 2011 - 2013.

Yakunin said that the company continues to equip stations with special screening equipment.

Currently, the management of railway stations is working on implementing of a complex programme to ensure public security on transport. The programme provides equipment of stations with stationary metal detectors, screening and other special equipment.

Yakunin said that today it is necessary to improve legislation on the restriction of access to transport infrastructure and the surrounding areas, as well as increasing of the level of security of the high-speed rail traffic subjects.

Inspection zone began to work at the Leningrad station

Zone of luggage screening for passengers of high-speed trains “Sapsan” began to work at the Leningrad station in Moscow.

Complexes of screening equipment includes a radiation monitoring equipment with the function of surveillance, stationary multi zone metal detector, portable explosive vapor detector, portable X-ray television installation, stationary scanning conveyor-type installation for inspection of luggage, manual metal detector. Selective screening of passengers will be carried out at the stage of the pilot project.

Such inspection zone will be put into operaton At the Moscow station in St. Petersburg on April 6.

Novgorod region will get 111 million rubles for provision of security in metro in 2011

111 million 240 thousand rubles was allocated from the Russian federal budget for implementation of measures to ensure public security in metro in the Nizhny Novgorod region in 2011. The corresponding decree of the Russian government was signed by the Prime Minister Vladimir Putin on March 24.

According to the decree, these subsidies are provided within the framework of the Complex Programme of public security in transportation.

In total, assets were allocated to eight regions: the Republic of Tatarstan, Volgograd, Nizhniy Novgorod, Novosibirsk, Samara, the Sverdlovsk region, and also Moscow and St. Petersburg. The total amount of subsidies allocated to these regions is 2 billion rubles.

Let us recall that metal detectors are already being installed within the framework of the programme to ensure public security on transport at Moscow railway station in Nizhny Novgorod.

164.6 million rubles was allocated the federal budget for the implementation of measures to ensure public safety in metro of the Nizhny Novgorod region in 2010.

All Russian metro stations will be equipped with inspection systems by 2014

This was reported by the Deputy Minister of Transport of the Russian Federation Andrei Nedosekov.

The Deputy Head of the Ministry of Transport reported that currently 46 stations in Moscow, 14 - in St. Petersburg and 1 or 2 stations in other regions of the country where there is underground are equipped with a minimum set of screening equipment (frame, metal detector, explosion-proof container). A. Nedosekov clarified that this equipment is installed at the connection hubs and stations adjacent to railway stations.

Meanwhile, full sets of screening equipment are already set in subway stations “Okhotny Ryad” in Moscow and “Ladozhskaya” in St. Petersburg. "Testing of these objects will be completed by May 1, end and we will get recommendations for further action" - said A. Nedosekov.

A. Nedosekov reminded that on the whole 46.7 billion rubles will be allocated to the implementation of transport security programs up to 2014. (Including 12 billion rubles - for the subway, 3.9 billion rubles - for railway transport, 2.7 billion rubles. - for air transport, 7.7 billion rubles - sea and inland waterway).

Ministry of Transport of the Russian Federation introduced a proposal of giving employees of Private Security Companies working in the sphere of transport authority to screen passengers

"We have prepared and have already introduced to the government proposals agreed with the FSB and the Interior Ministry that the officers of the transport security and Private Security Companies working on transportation facilities should have inspection rights" - said the Deputy Head of the Ministry Andrei Nedosekov.

He explained that, if proposals of the agency are approved by the government Transport Ministry will introduce the bill to the Cabinet. "Its development is already in progress", - said the Deputy Head of the Ministry of Transport.

Currently, screening and verification of documents on transportation facilities can only be carried out by law enforcement agencies.

Amendments to the Air Code of the Russian Federation will protect the personal data of passengers

The State Duma passed amendments to the Air Code of the Russian Federation during the third reading on Friday, March 25.

The adopted amendments touch upon the transfer of personal data of passengers of the aircraft into automated, centralized database of personal data (ACDPD). Provision involving establishment of the order of transfer of personal data of passengers of aircraft into ATSBPD is excluded from Article 85.1 of the Air Code by Russian government. Instead of it, this function will be performed by the authorized entity in the field of transport. At the moment there is a legal collision between the law on transport security and the Air Code. To eliminate it, the amendments were adopted.

Another document approved by the State Duma also refers to the Air Code. The government bill that was passed in the third reading gives new powers to the federal authorities of executive power, which can now provide services in the field of civil aviation, pricing and state regulation of tariffs and fees.

The bill is aimed at identifying the legal nature of fees for services of civil aviation, taking into account the standards stipulated by the Convention on International Civil Aviation. The Russian legislation has no provisions that would define the legal nature of such charges.

Terrorist acts are in companies’ authority

Terrorist attack in Domodedovo can change the system of organization of transport security. Transport Ministry wants to withdraw responsibility for anti-terrorism measures, blaming airports, ports, train stations and carriers. Measures proposed by the Ministry will lead to an increase of both - direct costs of industry spent on security and risks due to possible claims of victims.

Ministry of Transport prepared suggestions for amendments in the Administrative and the Criminal Code, Federal Law "On transport security" and the Air Code, and also a number of additional documents, in particular "Requirements to ensure transport security" from February 8, an Order of Rostransnadzor "On approval of administrative regulations of the Federal Service for Transport Supervision" dated 26 January (N GC-42fs). They were sent to the government in March.

Transport Ministry has already sent "Requirements to ensure transport safety", and relevant order to the owners of new transport infrastructure. Security services will be transferred to the new function - "to identify and suppress terrorist acts", determining the level of terrorist threat. Area of responsibility of their own security services will expand from "clean" zones (after pre-flight inspection) to landslide (where the attack took place in Domodedovo) and access roads to transport hubs. According to the suggestion of Ministry of Transport, in fact, the aviation airport security will be hedging the linear controllers, duplicating their duties.

The airlines are supposed to "designate a person responsible for ensuring traffic security on each plane", equip aircraft with " the necessary means of control" over security. Carriers are not ready yet to estimate the financial costs because of the "absence of specificity" in innovations. "But the Ministry of Transport has promised to clarify their requirements in the near future", - explained the CEO of one of the airlines.

Nurgaliev: transport security system will be created in Russia within 3 years

Complex system of transport security in Russia will be created within three years, 1.8 billion rubles is allocated to equip militia units, reported the Head of Ministry of Interior Rashid Nurgaliyev on the expanded board office on Tuesday

"Departmental programs and a plan to combat extremism in 2010-2012 were developed. Over the past two years illegal activities of several groups who had committed serious crimes on grounds of ethnic and religious hatred, including murder with extreme cruelty were prevented by the Ministry of Interior with the help of the Prosecutor's Office and the FSB"- said Nurgaliyev.

North Ossetia would provide 15 million rubles to ensure transport security

Within the framework of the program "Safe Republic" North Ossetia will provide 15 million rubles to equip facilities of railway and air traffic of the region with modern systems of the antiterrorist security.

Parliamentary hearings on “Urgent measures to improve the legislation in the field of transport security” were held March, 10 in the State Duma . The first group of specialists in profiling (complex psychological techniques based on observation of behavior and reactions of potential criminals) will take part in administration of the transport of the Ministry of Internal Affairs of the Russian Federation in the North-West Federal District (North-West) on June 1, 2011. 25 employees of the transport police (the existing traffic police will be referred to in such a way as a result of the reform) will receive special education based on programmes that will help to acquire skills of profiling technology in all forms of transport facilities. According to experts, the programme which cost has yet not been set will increase the security of transportation facilities.

"By June 1, the ministry will develop programmes, educational profiling technology in all forms of transportation facilities, because now there are specialized sectors for application of profiling only at airports", - as administration reports. The first 25 employees of the Northwest administration having finished training at training centers in the Ministry of the Interior and the Russian Institute of Advanced Studies of MIA employees, will become specialists in profiling and will deal with it alone. Trained staff will be distributed to all transport facilities of the North-Western District. Assignment of specialists precisely at one railway station or airport and not the other will depend on the data of informational analytic administration groups at transport, defining where the situation is most dangerous. 25 employees, specializing only in profiling - this is only the first group of trainees. Subsequently, their number will grow depending on the successful realization of the program.

Parliamentary hearings on transportation security were held in the State Duma

Prosecutor’s inspection revealed that road service stations, bus stations and businesses engaged in passenger transportation by road and public transport, and also subway, do not meet the requirements of safe operation of the transport sector, Russian General Prosecutor Office reported on Wednesday the.

"Inspection has shown that the Russian Ministry of Transport does not fully exercise his responsibilities for public policy and legal regulation in the area of transport security", - stated in the report of the Office.

"We got an improvement notice from the General Prosecutor Office and now we are working at eliminating revealed violations" - reported the Transport Ministry.

According to the General Prosecutor Office, due to the fact that the Ministry has not yet approved the requirements for providing transportation security of objects and vehicles, and also methods of vulnerability assessment, specialized organizations can not start conducting vulnerability assessments of motor transport infrastructure facilities.

"Inspection of prosecution office showed that the current road service stations, bus stations and businesses engaged in passenger transportation by road and public transport, and also subway does not meet the requirements of safe operation of the transport system At the moment" - reports the Office.

General Prosecutor Office underlines that subsequent to the results of inspection the suggestion to develop and adopt requirements to ensure traffic security at road service stations, providing necessary equipment of such areas with road barriers, video surveillance systems and checkpoints, and also requirements for businesses of all ownership forms engaged in passenger transportation by road and public transport and also subway, to ensure the security and pass control on the territory of the enterprise was sent to the Minister of Transport.

Terminals will be checked for “dirty” areas  

After the events at the airport "Domodedovo" RosMorRechFlot examined plans for protection of 20 port terminals in sea transport. According to the report of the head of the Transportation Security Agency Nikolai Trusov, completed work has shown that at some objects of water transport infrastructure there are also so-called "dirty areas", precisely in such an area an explosion broke out at Moscow airport.

According to M. Trusov, the Agency sent circular letters, that instruct all maritime passenger terminal to carry out additional activities in improving their anti-terrorist security.

As a positive example N. Trusov cited an initiative of St. Petersburg passenger port, "Marine Facade" for the meeting on strengthening anti-terrorist security of the object.

Russian railways plan to equip with cameras more than 600 crossings toward 2015

“Russian railways” (RZD) approved a programme of security level improvement concerning traffic on rail-road crossings in 2011-2015, providing equipment of more than 600 crossings with video surveillance and video recording devices, as the press service of the company reported.

Thus, in 2011-2015 it is planned to overhaul more than 2,2 thousand crossings, rubber flooring will be set on 1000 and 949 objects, 219 crossings will be equipped with automatic crossing signaling device. It will be modernized at 83 crossings. 38 crossings are to be equipped with gate crossings, blockages will appear at 203 crossings, and will be overhauled at 512 crossings.

The program provides equipment of Light Emitting Diodes with new traffic light heads at 131 objects. Also activities aimed at improvement of power supply are planned at 437 crossings, and activities aimed at improvement of lighting are planned at 674 crossings. More over, it is expected to reduce the number of crossings of roads and railways at the same level. According to the Railways data, 65 overpasses will be built for this purpose by means of the federal budget.

Levitin suggested handing over a part of the Ministry’s functions to the Association of Navigable Companies

On March, 3 the Minister of Transport of the RF Igor Levitin took part in the common session of the Association of Navigable Companies. The Minister reminded, that at the end of February the Association celebrated its 7th anniversary and noticed that the organization proved to be a serious and significant union in sphere of transport.

Levitin supported handing over a part of functions of the Ministry of Transport and Federal Water Resources Agency to self-regulating organizations. Levitin named the issues which may be discussed with participation of the Association: measures on increasing of navigation security, the issues of insurance and financial guarantees. “We are ready to consider your initiations in this sphere”, the Minister said.

He called the members of the Association for supporting the Ministry and taking part in preparing and discussing of the legal documents.

Besides, the Minister of Transport paid attention to necessity of tightening control over the issues of antiterrorist security of transport objects. "At the moment the regulatory structure for the Federal Law - 16 (On transport security) is almost worked out and in this regard, the owners of the infrastructure and transport objects will have to solve a number of tasks. Consequently, collaboration is necessary"

Federal Transport Supervision Service (Rostransnadzor) offered the new method of transport security control

Head of the department Alexander Kasyanov suggested conducting unannounced inspections and even imitating illegal intrusion into the railway stations and airports. He considers that such arrangements should be held jointly with the Ministry of Internal Affairs and the Federal Supervision Service. The Minister of Transport Igor Levitin believes that for better transport security it is necessary to amend some laws.

"Transport security implies both technological and antiterrorist security. But we should clearly divide these two types, because the law on transport security strengthened our activity in sphere of antiterrorist transport security. We have two tasks  - industrial security and antiterrorist security", - Mr Levitin underlined.

Meanwhile, the Ministry of Internal Affairs has already held the complex of top-priority measures for strengthening of transport security. Particularly, the number of field services officers on transport objects increased and airport officers were redistributed from the "sterile" to "nonsterile" areas.

In addition, the head of the Ministry of Internal Affairs Rashid Nurgaliev underlined that "cynologists with dogs are on twenty-four-hour duty at all the large transport hubs".

Security expenses in 2012 may be included into the passenger railway tariffs

In March — April the Government of the RF will consider the issue on indexation of the passenger tariffs with account for the expenses of the Russian Railways (RZD) affiliate, the Federal Passenger Company, for transport security in 2012 (purchase and maintenance of such equipment for the railway stations).

“These expenses will be included into the tariff not separately, but into its infrastructural constituent”, — the official of the Ministry of Transport of the RF reported.

The Ministry of Transport, the Federal Tariff Service and RZD were ordered to consider the issue on inclusion of the transport security expenses into the structure of the railway tariffs.

In case security expenses appear in the tariff, the cost of transportation will increase insignificantly for the passenger, as the official of the Ministry of Transport asserts. The ticket may rise in price by 1.5. - 2 % by the planned indexation, as the expert of the Institute of natural monopolies issues Vladimir Savchuk considers.

Besides, the carrier, probably, will have to employ specialists for detection and identification of explosive substances and video surveillance operators.

Ministry of Transport worked out requirements for security on all modes of transport

Ministry of Transport placed on its website the requirements for security for all modes of transport and road infrastructure. There were no analogous enactments before.

Speaking about personnel, its training requires special attention. For each of four modes of transport object there will be special requirements to personnel training. Thus, for large railways of federal significance training should be held no less than twice a year.

Document check is obligatory not only among passengers but also among those who work on transport objects. If an officer of the service retires his pass ticket is cancelled in order to protect the closed territory and parking place from strangers.

On each object an order of revelation and recognition of those who have no right to pass to the zone of transport security should be introduced. Besides, an official responsible for security, including well-timed informing about change of the degree of threat, should be appointed on each object. Twenty-four-hour video monitoring and recording should be conducted. Gathering, handling and storing data in electric form from all the technical means of transport security provision and passing the data to the authorized departments of the federal executive body should be also performed.

Requirements to transport security provision are worked out in accordance with the federal law "On transport security" (Source - Rossiyskaya Gazeta).

Complex training was held in Tolmachyovo

In the period from 15 to 18 February 2011 in the Novosibirsk airport Tolmachyovo training of the rescue team of the airport with attraction of collaborating organizations for emergency response on the objects of the airport complex was held.

In the process of training the rescue team and airport personnel improved their actions in case of emergency situation in airport terminal of domestic airlines. Besides, work of automatic warning, fire control and smoke exhaust systems was estimated.

For the period of training an emergency response team that controlled and estimated actions of the services was created. The staff of the airport and collaborating organizations gained additional experience in emergency relief operations. The services fulfilled the set tasks successfully.

Leningrad Region creates the common security system

Leningrad Region started creating the common security system, within the framework of which the posts of deputies of heads of administration in the sphere of security were introduced in the municipal districts and in all educational institutions of the region, as the governor of the region Valery Serdyukov announced at the first session of the coordinating meeting for law enforcement on Tuesday, February 15.

He said that every step has brought positive results, but the work should continue, because the system functions not to the full extent.

Representatives of 201 municipalities of the first level, urban and rural settlements, are poorly involved into the common security system. By the way, the village headmen and district authorized representatives are close to people and may warn them about the danger in time, as the governor underlined.

The most important issues discussed were transport security measures and antiterrorist protection of the objects of housing facilities and community facilities, as the Department of information policy of the regional government reports.

Valery Serdyukov suggested to the meeting's participants to make alterations into the legislation, providing the man security measures provision at the planning phase already, for instance, the objects of the transport infrastructure. In this case it will be easy to find the finances for reconstruction of the objects when a threat to the man security and health appears.

"This direction - protection of man's life from every potential threat - should become the basis for our work. We should unite efforts to create the complex security system, including all the structures and departments, which are responsible for the man's welfare", - Valery Serdyukov underlined.

One will have to pass an interview before getting aboard the plane

For the purpose of air traffic control the tourists will be checked not only before entering the airports but also inside of them. One will pass an interview with security officers. "Transaero" became the first air company that followed the Israel air carriers.

After the terrorist attack in Domodedovo the carrier decided to create a special branch that will be responsible for security. Workers of this branch will conduct an obligatory interview with the passengers. Today only tourists flying to Israel have to pass such an interview called "profiling". Nevertheless, "Transaero" will increase the number of races the passengers of which will have to answer the questions of "profilers".

Besides, security officers will watch the loading of the flight catering, luggage and cargoes into the plane. Additional stationary posts for protection of the planes of the company and prevention from penetration of unknown persons on board will appear, as press center of "Transaero" reported. Besides, a special cynologist service will appear. The service will inspect all flights and aircraft maintenance divisions of the company.

Working group for transport security provision will start functioning in St. Petersburg

Working group that will be responsible for transport objects security, is created in St. Petersburg. Vice Governor of St. Petersburg Valeriy Tikhonov is the head of the group.

Governor of St. Petersburg Valentina Matviyenko reports that the working group consists of representatives of all the security agencies including the Main Department of Internal Affairs, Federal Security Service of Russia and Main Investigations Directorate of the Investigation Committee of Russia for St. Petersburg. Participants of the group will monitor execution of the President's orders given to the governors of the regions and heads of RZD after his recent visit to the Kiev Railway Station in Moscow.

Medvedev is displeased with the number of policemen in "Vnukovo"

Russian President Dmitriy Medvedev considered the number of policemen in the airport “Vnukovo” that he visited on February 11, to be not enough.

Medvedev asked a desk sergeant about the number of policemen in the airport. It appeared that in conditions of tightened security only ten policemen are on duty and usually - there are five or six of them. The President announced that it is not enough. "System of work should be aimed at antiterrorism, but not at common crime, though it is also important", - Medvedev added.

At the same time the President noticed that in "Vnukovo" there is order "in contrast to the yesterday's situation". On February 10 Medvedev visited the Kiev Railway Station where he found neither policemen, nor metal detector frames.

Head of the government remained displeased with the security level in the Kiev Railway Station and ordered the head of RZD Vladimir Yakunin to put things right on railway transport and report on the results of work in three days.Besides, according to the results of the check of the Kiev Railway Station Medvedev put the responsibility for the total security provision on transport on the Federal Security Service. Director of the Federal Security Service Alexander Bortnikov asserted that all special services together with the Ministry of Internal Affairs will coordinate the work for transport security provision.

Transport department of the Ministry of Internal Affairs of Russia for the Far Eastern Federal District discussed transport security with the representatives of the interested authorities

Interdepartmental session "On state of transport security in the Far Eastern Federal District. Problems and was of solution" took place on the basis of transport department of the Ministry of Internal Affairs of Russia for the Far Eastern Federal District.

Representatives of the Far Eastern transport prosecutor's office, the Khabarovsk transport prosecutor's office, the Department of government aviation supervision and department of supervision over security provision in the Far Eastern Federal District, the Far Eastern Interregional Department of the Federal Air Transport Agency, the Far Eastern Territorial Department of the Federal Agency of Railway Transport of the Ministry of Transport of Russia, the Far Eastern regional direction of railway stations of the Far Eastern Railroad, the Far Eastern branch of "Federal Passenger Company" JSC, "Khabarovsk Airport" JSC and etc.

At the meeting in the transport department of the Ministry of Internal Affairs of Russia for the Far Eastern Federal District deputy head of the department, police colonel Vladimir Palyukh noticed: "Today at the joint session we should work out measures for solution of the issue of coordination and collaboration of all the interested authorities with account for complexity of the considered issue". Participants of the meeting paid special attention to the issue of introduction of the "pilot" project on the railway terminal on the Khabarovs-1 station with creation of voluntary groups of representatives of transport organizations and temporary stop of the passenger flow to platforms from the side of the luggage section.

At the meeting issues of organization of protection of transport infrastructure objects of the region, efficiency of the measures for minimization of terrorism threat, preserving of stable operating environment, control over the current situation and problems existing in the legislation were discussed.

Besides, it was noticed at the meeting that in spite of the order of the Government of the Russian Federation dated 30.07.2010 #1285-p, confirming "Complex programme for transport security provision", no investments into the Far Eastern Federal District were allocated. Today the problem of equipping of transport objects by the technical control means remains one of the most important because it is connected to considerable financial expenses.

"M2M telematics" has worked out standards of GLONASS introduction on transport

"M2M telematics" group of companies announced about completion of works by state order for working out projects of navigation standards of the Russian Federation in sphere of introduction of the Global Navigation Satellite System on transport facilities for the Federal Highway Agency of the Ministry of Transport of the Russian Federation. Government standards in sphere of GLONASS introduction on transport facilities strengthen the existing standards of demands to assignment, architecture, features and functions of the transport dispatch control systems on the basis of GLONASS.

Federal Highway Agency of the Ministry of Transport of the Russian Federation ordered research and development works of GLONASS introduction into public road system, passenger transportation, housing and utilities infrastructure and other spheres of the transport complex within the frames of the Federal Target Programme "Global Navigation System".

The company reports that in spite of the fact that government standards for GLONASS introduction on road facilities, land passenger transport and special transport of municipal services are recommendatory, the worked out standards will support all the companies interested in the usage of GLONASS in selection of qualitative navigation equipment and allow to escape careless contractors within the frames of introduction of the system of transport monitoring and management.

RZD will increase investments into railway stations security by the end of 2011

"Russian Railways" (RZD) plan to equip 34 railway stations by checking devices by the end of 2011. Thus, the number of railway stations at which cameras will be installed, will amount at 112 by the end of 2011.

"We submitted the initiative on amendments to the complex programme for security provision for increase of the number of equipped railway stations to the Ministry of Transport", - head of RZD Vladimir Yakunin noticed today at the interdepartmental meeting on issues of transport security.

Speaking of equipment of railway stations, Mr Yakunin noticed that respective means are allocated. "The problem is to find the necessary equipment", - Mr Yakunin underlined and added that Russian enterprises produce not enough.

Vladimir Yakunin asserts that over 11 billion roubles are allocated for provision of security of the railway transport infrastructure annually. Mr Yakunin also announced that over 4,5 billion roubles are allocated for equipping the objects by technical security means. "Besides, taking into account the increased demands to security provision, we forward considerable funds amounting at 250-300 mln roubles annually for modernization of the established security systems", - he noticed.

Airport capacity will be taken into account while working out a summer schedule

Access of air carriers to the charter summer programmes 2011 will depend on hourly capacity of the airport that they have chosen for landing.

It is about the entrance to the airport. After the terrorist attack in Domodedovo all passengers, seers-off and welcomers will be carefully checked.

Yesterday according to introduction of total checking, the decree of the Minister of Transport of the Russian Federation "On measures for provision of security and regularity of air transportation during summer 2011" was published. Main criterion for the Federal Air Transport Agency in making a decision will be capacity of the airport chosen by the carrier, as the Ministry reports. Besides, the capacity should be confirmed by calculation of the airport security service and head of the Line Internal Affairs Department that holds responsibility for this aviation node. Calculations should be based on possibility and existence of technical means of checking and personnel capacity. Navigation security measures will be tightened on the Far East

Navigation security measures will be tightened on the Far East, as Deputy Minister of Transport of the Russian Federation Viktor Olerskiy announced at the joint session of the Ministry of Transport and the Federal Fishery Agency.

Viktor Olerskiy said that at the meeting an agreement in two weeks to prepare a list of measures for increasing of the navigation security level, was reached. It especially concerns the Far Eastern regions and the active fishery zone.

Viktor Olerskiy underlined that regardless of identity of vessels it is a question of navigation security and people's lives, first of all.

Ministry of Internal Affairs of the Russian Federation works out a range of transport control measures

Russian police works out a range of transport control measures to prevent tragedies similar to the explosion in Domodedovo Moscow airport on January 24, as Minister of Internal Affairs of Russia Rashid Nurgaliev reported on January 31, 2011.

For the purpose of tightening control over the transport sphere the President of the country Dmitry Medvedev created a new post of one more Deputy Minister of Internal Affairs who will hold responsibility for transport security. Mr Medvedev appointed Police Colonel-General Viktor Kiryanov to this post.

"Today I call for critical assessment of the transport control measures. I also call for analysis of the results of prophylactics and prevention of crime including measures of antiterrorist security on transport objects", - said Nurgaliev at the meeting in the head transport department of the Ministry of Internal Affairs of the Russian Federation.

He also pointed out the necessity of working out a range of measures according to the results of this work. "According to the results of the conducted work it is necessary to define a range of organizational and practical measures for the purpose of prevention of such tragedies", - Mr Nurgaliev said.

Medvedev suggested installing scanning systems in all metro stations

The President of the Russian Federation Dmitry Medvedev suggested installing scanning systems in all metro stations.

The system consists of a small frame that scans suspicious luggage.

Thus, designers explained to the President that passenger evacuation will be unnecessary and traffic and passenger flow schedule won't be violated.

"We have purchased about 50 such devices each costing 1,5 mln roubles", - Director of the Federal Security Service of Russia Alexander Bortnikov reported.

Subway officers support the suggestion of the President.

"The equipment is really necessary taking into account the fact that yesterday there were three cases of detection of suspicious luggage in subway", - they said.

Special department will hold responsibility for transport security

Common government authority that will provide transport security, should be created, as Vice Prime Minister Sergey Ivanov announced at the urgent meeting devoted to the issues of transport security reinforcement and infrastructure objects protection.

Mr Ivanov asserted that the current situation, as the terrorist act in Domodedovo showed, the complex programme "Transport security provision" adopted six months ago, needs amending. The programme was meant for 2010-2014 and provided funding within the limits of 46,7 billion roubles. Last year 7,8 billion roubles was allocated for its implementation, Mr Ivanov said.

According to the experts, the complex programme will be amended with account for the current situation. Therefore, more attention may be drawn to aviation. Specialists may come to agreement that permanent total measures of security will be introduced in the airports: each of us will be screened at the entrance to the terminal and checked at the entrance to the "pure zone" after flight check-in before enplanement. Anyway, time for amendment of the programme will be limited, as the expert asserted. The draft decree of the government "On confirmation of the scheme of airports and infrastructure objects protection" is already prepared. This document is submitted to the Ministry of Justice for reincorporation. After that the Ministry of Transport of the Russian Federation will submit it to the government. State of transport security provision in the Russian Federation remains unsatisfactory - Dmitry Medvedev

"I consider that the transport situation stays unsatisfactory", - Dmitry Medvedev underlined at the special session.

Dmitry Medvedev reminded that "in March of the previous year he issued a decree on equipping of the most sensitive objects and transport means by specialized technical devices for security support and public warning means". "Complex systems of transport security provision and prevention of emergency situations and terrorist attacks should be created by 2014", - the President demanded. Besides, Dmitry Medvedev ordered "transport infrastructure subjects to work out security provision plans".

"I would like to know what was done and check the largest transport objects for the respective law observance. I even admit that the respective plans are prepared, but I doubt if they are really implemented", - the Head of the Government noticed.

The President also announced that transport police holds passive position in sphere of public security provision. The police should deal with security issues "every day as in the countries with existing terrorist threat, but not occasionally. Only in this case we will reach effect", - Dmitry Medvedev asserted.

Head of the State Duma Transport Committee suggested amending the law on transport security

Chairman of the State Duma Transport Committee Sergey Shishkaryov suggested amending the transport security legislation because the base law "On transport security" adopted in 2007, "doesn't respond to dangers existing in our country" today, as the official site of the "United Russia" Party informs. The statement of the parliamentarian was made in connection to the terrorist attack in Moscow airport Domodedovo.

Sergey Shishkaryov believes that the first problem of the mentioned law lies in the fact that transport security provision falls within the authority of the transport infrastructure subjects: airport operators, air carriers and etc. This thesis of the law should be amended and it should be pointed out that in case of participation of the transport infrastructure subjects the transport security issues should fall within the authority of the state bodies, the Russian Government, respective ministries and special services, as the parliamentarian asserts.

The second part of the law is connected to absence of any reference to the issues of financing and budgetary sources, providing support to transport security, as Sergey Shishkaryov believes. This will be made in the nearest future.

Sergey Shishkaryov considers that the state programme "Complex systems of transport security provision", adopted on July 30, 2010, should be implemented by 2014. "We have to acknowledge that the terms of the programme implementation should be shortened", - the official announced.

"I believe that the parliamentary committee and deputative control methods will draw attention to the report of the Accounts Chamber dated December 30, 2010. The report is on selection check of implementation of this programme. The report is meant for administrative use. That's why I can't provide full information on the results of work of the Accounts Chamber.

However, it should be noticed that during the last six months as the programme "Complex system of transport security provision" is being implemented, facilities are not effectively used and measures for technical equipment are not carried out. Unfortunately, we have to say that we didn't do our best to protect our citizens from such tragedies", - Sergey Shishkaryov asserted.

X-ray, luggage checking lane and metal detectors will appear in St. Petersburg subway after the terrorist attack

From April a pilot project will be introduced in St. Petersburg subway: metal detectors, luggage checking lane, x-ray cabin and electron projector for neglected luggage checking will appear on 20 metro stations, as Head of the Department of Internal Affairs on subway Sergey Avtomonov announced.

He said that today a part of the equipment is installed on Ladozhskaya station as an experiment. Soon, the equipment will appear on the stations of Kirovsko-Vyborgskaya line and central stations, including Sadovaya and Gostiny Dvor stations.

For maintenance of the equipment 1100 people will be employed. Besides, Avtnomov noticed, that new cars that will start functioning in subway from 2012, will be equipped by video cameras.

In December a point of passenger check consisting of metal detectors, luggage checking lane and explosion-proof camera also appeared on Moscow metro station "Okhotny ryad" after the disorders on the Manezh Square.

Against unwanted guests

Till March 31, 2011 the most sensitive objects of the transport infrastructure of Russia (bridges, junctions, platforms and etc.) and transport means will receive additional protection. Within the frames of the complex system of transport security provision they should be equipped by specialized technical devices defending from unlawful acts: fences, cameras, penetrating sensors and etc.

Besides, mostly Russian investigations will be used. Application of technical means of foreign companies is available only in case of absence of domestic equivalents.

One of the main tasks of the Complex programme is protection from technogenic and natural dangers and creation of a population warning system on transport. The list of events included into the programme for 2011-2013 was made according to the results of sensitivity assessment and object categories. First of all, the plan of actions provides prophylactic and preventive measures based on principles and mechanisms of implementation of the Federal law "On transport security".

At the second phase expansion of the complex system and its further development will be provided. In prospect it will be amended in accordance with the Transport strategy of the Russian Federation to 2030 (Source - Rossiyskya Gazeta).

Suspicious passengers will be screened in St. Petersburg subway

At Ladozhskaya metro station the first specially equipped point of passenger and luggage screening in the country opened. Today the system functions in the test regime. The new security system is a whole complex of modern equipment similar to that of airports. There are frames of metal detector, fixed scanning X-ray unit of personal inspection and conveying equipment for cargo and hand-luggage screening. Besides, the portable X-ray complex that may show what is inside the bag, left at the platform, is also used. Sensors in the lobby detect explosive substances and video surveillance intelligent system observes the passengers comparing faces with data base. The specially equipped point of passenger and luggage screening is located in a separate room and functions in the test regime, as in Russia there is no law allowing to put the point into full-rate operation (Source - Rossiyskaya Gazeta).

Over seven thousand cases of violation of transport legislation were detected in 2010 in the Perm krai

Administration of state vehicular control in the Perm krai monitors observance of the transport legislation in passenger and cargo transportation. Priority tasks are prevention of emergency situations on transport and increase of security level of the citizens using services of transport enterprises.

According to the annual plan of scheduled check, 1181 checks were planned in the previous year. Press service of the department reports that the Administration of state vehicular control conducted 2103 checks, including 922 unplanned.

Thus, the Administration of state vehicular control detected 7024 cases of violation of transport legislation in sphere of automobile transport and public road system. The cases showed that car owners don't fulfill the requirements to the order and rules of organization of various types of transportation.

In 2011 over 10 mln roubles will be allocated for engineering of the equipment for three subway stations in Nizhni Novgorod

In 2011 over 10 mln roubles will be allocated for engineering of the equipment for three subway stations in Nizhni Novgorod, as website of the administration of Nizhni Novgorod informs.

According to the report, on January 31 an open contest in placement of municipal order for engineering of the equipment for three subway stations in Nizhni Novgorod will be held.

Aims of the works are increasing of protection of subway passengers and personnel from unlawful interference, including terrorist attacks, supplying of transport infrastructure objects with engineered features and transport security support systems with account for possibility of their expansion and creation of centralized distributing systems.

Funding sources are the city budget 2011 and the federal budget.
