Development of transport infrastructure of Russia and strengthening of its position on the international level are the priority tasks which the Ministry of Transport of Russia carries out every day. A special task is before the members of the transport sector’s community — to continue developing of our country as a great transport power in today economic conditions.

The “St. Petersburg — the Sea Capital of Russia. Transport and transit potential” provides an uncommon opportunity for all parties concerned to gather and discuss the most burning issues of the transport sector in an interactive way. It is an open dialogue of the authority and business that will allow to elaborate the further development strategy of the transport sphere with due regard for today reality. On this forthcoming conference issues of complex development of our country’s transport and logistics sector should be discussed, paying special attention to innovative policies in the transport sphere.

The II International conference “St. Petersburg — the Sea Capital of Russia. Transport and Transit potential”, drawing a wide range of executives and key specialists, affords the opportunity of examining major transport nodal points, transport corridors and other transport sector’s issues in the light of the world economic crisis; it supposes a concerned discussion of further perspectives of new infrastructural projects.

An effective transport infrastructure is one of the most important and strategic tasks of the Russian state, also it’s guarantee of the country territorial integrity, consolidation of the Russian Federation regions and remote territories complex development.

International transport corridors development requires active actions in present-day conditions. Russia is a connecting link among Europe and Asia potentially. Considering economic crisis happening s we have to use this resource completely.

The Northern Sea Route is the most important transit corridor ensuring solution of the main problem which implies the development of the territories along the whole length of The Northern Sea Route activating the transit potential of the country. This unique transcontinental route concerns to the main national interests of Russia in the Arctic.

First of all the northern part of Russia is the most wealthy source of raw materials and minerals in the country, also it’s a reserve of the country development at XXI century taking into account land and Arctic seas underground resources. The northern regions are possessed of mineral resources, oil and gas unique potential. No doubt that raw materials exploitation and high-technology sectors development will act role as a one of the motive forces of social and economic development of Russia and northern regions in the sequel, also it’ll intensify Russian economic and geopolitical positions in the world.

The Northern Sea Route transport potential realization must become the most important tool of Arctic common economic space hardening and it will boost the economy and life support system of northern territories. Complex development of the Northern Sea Route connecting northern seas and the biggest Siberian rivers in common transport system will provide a lowering of transport component at the cost of production made in Arctic and as effect it’ll improve the competitiveness of production made in Arctic at domestic market and world market.

The II International conference “St. Petersburg — the Sea Capital of Russia. Transport and Transit Potential” is a significant and timely event meant to provide the complex development of the transport infrastructure in the regions of the Russian Federation.

The government of our country is seriously concerned with the today transport infrastructure’s situation. Thus, the President of Russia Vdadimir Putin noticed in his Message to the Federal Assembly of the Russian Federation on April 26, 2007: “Bad condition of our roads and often their even absence is a big brake on the development”.

Modernization of the Russian economy directly depends on the formation of the united national transport and logistics system in our country. This process is impossible without carrying out the major interregional infrastructural projects, one of which is the building of the railroad mainline “Belkomur”.

The “Belkomur” project is a part of the “Complex program of industrial and infrastructural development of the Komi Republic, Perm Krai and Arkhangelsk Oblast”. The project is meant to develop the railroad network of the European North of Russia, carry out the liquidation of the infrastructural dead-ends, to provide building a new international transit route in the Eurasian transport corridor, linking the regions of the country with a shorter route, decreasing the cost of rail traffic and increasing the export’s competitiveness of the neighbor regions’ enterprises.

The discussion of this project in the course of the II International conference “St. Petersburg — the Sea Capital of Russia. Transport and Transit Potential” will doubtless make a major contribution to the development of the Russian transport system and will contribute to further integration of Russia into the world economy.

As the need in transport service increases the existing infrastructure is already not unable to provide the economic need. The lack of railroad mainlines leads to the lack of convenient communications between raw materials’ and industrial regions of the country, or to the formation of dead-end industrial nodal points. It is very important for the transport infrastructure development to integrate the inside transport networks into the international ones, which allows to increase the export potential. It is necessary to offer our both Russian and foreign potential partners newer and shorter cargo transit routes.

I suppose it be timely and necessary to discuss the issues of establishing the united system of ports, and transport and logistics infrastructure in the regions of Russian Federation, and the complex development of the international transport corridors as well. In the light of the new economic conditions searching for solutions in the realization of strategic infrastructural projects is indispensable.

In the network of the project it is planned to deepen the sea approach channel to 12.5 m, to set up operational area of water (dredging to 12.5 m in area of water of coal and universal complex and to 5.5 m in area of water of harbor vessels base), to create territory (to mark +3.2 m), to build docks, to construct and equip objects of navigational support and ships motion control system and check-point at the frontier of the Russian Federation. In the future Belomorsk deep-water port project will become one of the ensure factor of the most active operation of Northern Sea route.

The Government of Chukotka Autonomous Okrug pays a lot of attention to the improvement of the region’s transport infrastructure. Transport development is one of the directions the most volume of investments is drawn to every year. Thus, realization of the effective road-building scheme’s plans will enable the more intense development of the region’s economy, will reduce the problem of the deliveries of goods to the Northern Territories and therefore will increase the standard of living in the region. Forming the base road net will ensure direct interregional transport communications.

The sea transport scheme of the Chukotka Autonomous Okrug plays a significant role in the region’s economy development as well. There are five sea ports in the okrug: Pevek port in the East-Siberian Sea, and Providenya, Egvekinot, Anadyr and Beringovsky ports in the Bering Sea. Their main task is the processing of cargoes which are delivered in the west (from Arkhangelsk, Murmansk, St. Petersburg) and east directions (from Vladivostok, Nakhodka, Vanino, Magadan, Petropavlovsk-Kamchatsky and ports of Sakhalin). Cargo traffic resumption on the North Sea Route will give an impulse to the further development of the minerals' deposit in the region.
