Levitin I. and Yakunin V. will discuss the reform of rail transport in State Duma

The minister of transport Igor Levitin and the president of public corporation “Russian Railways” Vladimir Yakunin together with parliamentarians will discuss the reform of Russian rail transport in State Duma on Tuesday.

According to speech of Sergey Shishkarev, the head of transport committee in State Duma, one of the main topics of “round table”, where the heads of Ministry of transport and “Russian Railways” are invited, will be “The second freight company” which is going to be organized in the 1st quarter of this year.

“There are different positions of Ministry of transport and “Russian Railways”, different attitude of market players to the necessary way of market development”, - Shishkarev told journalists.

Besides, deputies intend to discuss questions connected with the usage of locomotive traction, the fate of local railway companies and annual tariff indexing.

In December 2009 Yakunin reported to journalists that “The second freight company” (SFC, “the daughter” of “Russian Railways”) will be organized in the 1st quarter of this year.

According to speech of the president of public corporation “Russian Railways”, for forming the park of freight wagons SCF it is planned to invite lease companies, freight owners with their own rolling-stock as the partners. These companies would be able to bring their own wagons into company’s capital on the market price fixed by independent valuer. So the amount of SFC share capital will be estimated considering the amount of other participants’ investment.

Moreover it is supposed that during the process of company’s organization private business will be able to receive no more than 25% plus one share in its capital. The president of public corporation “Russian Railways” reports that state monopoly is not going to save the majority ownership of creating company.

Saint-Petersburg was awarded to the highest sectoral reward «For the contribution to the transport sector development»

There was organized solemn award ceremony of the best transport groups and people of the country, who endowed a major contribution to the transport sector development in the last year, at the State Kremlin Palace in December 9, 2009.

Saint-Petersburg was presented by Nikolay Asaul, the chairman of the Committee of Transport and transit policy. There were invested as an award to the official the laureate diploma, the breastplate and the statuette «The Gold chariot».

The award was established by the State Duma and the Transport ministry of the Russian Federation in 2005. It had acquired wide repute among transport specialists and transport services consumers. The reward is summoned to promote improvement of the transport companies work, strengthening of the different economy sectors interconnection.

Loading of export cargoes to Russian ports by railway had increased on 5 percent since January till November 2009

Increase of the export cargo loading volumes to Russian ports was 241,2 millions tones in 2009. According to statistics of the Russian Railways JSC, there were delivered 46,1 millions tones (+23%) to the Far East ports. Loading of coal increased on 31% (+6,1 millions tones), black metals on 43% (+2,3 millions tones), oil on19% (+1,3 millions tones), cokes on 2,7 times (+0,4 millions tones).

Consignors’ plans on December 2009 indicate the next increase of loading to the Far East. At present it was planned daily departure of 3752 wagons to the Far East railway. It’s more on 1534 wagons in twenty-four hours (+69%), or on 23 trains, than in December 2008.

The structural reform of the rail transport will not be considered by the Government till the end of the year

Such decision was taken during the meeting with the first deputy Prime-Minister Igor Shuvalov.

Officials have been unable to reach consensus on key issues, particularly on the separation of infrastructure from forwarding and on isolation of locomotive traction, and have proposed to defer consideration of the reform up to the first quarter of 2010. But the Ministry of Transport who is one of the main critics of the target model of the freight market, developed by JSC “RZD”, is ready to settle for compromises.

At the end of October “RZD” presented the target model of development of cargo transportation market until 2015, prepared in conjunction with McKinsey. Since then the project has been repeatedly discussed at various levels. Thus, the open hearing was held yesterday at the Public Chamber, where the document was endorsed.

Russia has become a councilor of the International Maritime Organization for 2010 - 2011

On the 26 th session of the Assembly of the International Maritime Organization (IMO), passing in London at the moment, Russia was elected to the IMO Council at the most prestigious category (category A), which includes 10 countries who are most interested in shipbuilding industry.

Once again IMO has welcomed Russia's contribution to development and security of international maritime navigation. The significance of our state in this area was confirmed by international auditors during the examination of Russia on the part of IMO in October 2009.

Currently IMO includes 169 states. The IMO Council, consisting of 40 countries, is elected every two years to guide the organization's activities during the intersessional period.

A.Misharin, the governor of the Sverdlovsk district, suggested to develop high-speed main line «Moscow - Ekaterinburg»

During the State council presidium regular meeting, A.Misharin expressed an opinion, that the one of the instruments of innovation development of the Russian economy is high-speed main line from Moscow to Ekaterinburg development.

On the eve of the meeting there were tests of the first high-speed Russian train linking Moscow with Saint-Petersburg. The governor of the Sverdlovsk district assured, that the speed 250 km/hour was reached are not limit: high-speed main line will give an opportunity to gain till 400 km/hour.

Nizhny Novgorod, Kazan, Ufa and Perm will join the project afterwards.

The sea port-hub will be developed on base of the port Olya (Astrakhan district)

The Federal agency of sea and river transport of the Russian Federation plans to develop port-hub with freight turnover almost 8 million tones the year on base of the port Olya in the network of the Federal target program «The Russian transport infrastructure modernization» realization till 2015.

The project will be realized on base of private-state partnership. Closed corporations «Indastry investments», «Astrakhanoilresours» and «Sea trade port Olya», which have been developing several moorages in the port, are called as private investors.

Russian Railways JSC plans to change methodology of the cargo transportation tariffs calculation

Russian Railways JSC suggested to the government to change completely methodology of the cargo transportation tariffs calculation.

Now all cargoes are divided in 3 classes. These tariffs are formed in agreement with the cargo’s cost, not the service’s cost price. Consequently Russian Railways has to subsidize unprofitable transportations of one kind of cargos (coal, for example) at the expense of another (ferrous metals, for example). Besides, tariff system functioning provides for a lot of discounts for the cargoes transportation in different ways.

Russian Railways JSC administration plans to pass on the pricing system based on specific transportation organization costs. As it is, Russian Railways suggests to transport cheap cargoes, which has high expense ratio on delivery in cost price, on the base of three month contracts in which volumes, routes and transportations schedule will be painted in minute detail, as minimum. It will be the most inexpensive tariff.

Decision about new term of «Belkomur» development will be adopted till the end of 2009

The «Belkomur» (The White Sea – Komi – Ural) project realization will be started before schedule date. It was reported by Evgeniy Lukyanov, the Deputy authorized representative of the president in the North-West Federal district.

The government committee where new terms of the object development would be analyzed was planned on the end of 2009.

As Alexandr Davitiashvily, the acting deputy governor of the nature resources and ecology direction of the Arkhangelsk district, says, initially it was planned to begin the railway main «Belkomur» development not earlier than 2015-2016.

The «Belkomur» project will shorten the way of the freight trains go from Siberia to the White Sea on 800 km and bring down companies cargo transportations costs. The railway branch development was set a price for approximately 100 billion rubles. The project realization was included into the strategy of the Russian railway transport development till 2030.

The State Duma of the Russian Federation made a decision to increase transport tax 2 times as much

The State Duma passed amendments of the transport tax in the third final reading. Changes will be made in the part 2 of the chapter 22, 28 of the Russian Federation tax code.

In compliance with amendments, it’s proposed to increase transport tax rate 2 times as much in 2010. Thereby the base tax rate of automobile with engine power under 100 horsepower will be increased from 5 rubles till 10 rubles for one horsepower, from 100 horsepower till 150 horsepower – from 7 rubles till 10 rubles, from 150 horsepower till 200 horsepower will be increased also 2 times as much – from 10 rubles till 20 rubles.

In addition government bodies of the Russian Federation will be allowed to increase base rates 5 times as much or 10 times decrease. Also region governments will receive the right to place transport tax rates according to year of automobiles release and its ecological category.

Sea port Pevek will be developed

Experts predict that way out of crisis in navigation sector won’t be fast

Businessmen and analysts say that the power of navigation can’t be restored the next some years. This opinion was confirmed by Kvan Yongchang, the head of Chinese transport association who declared during All-world navigation summit had started in October 23, 2009, that «The world navigation sector would go out of crisis much later than another sectors».

The decision of the Russia – Sweden ferry organization will be adopted at the beginning of 2010

The issue of the sea passing points of the Baltiysk port infrastructure readiness was discussed at the Russian-Sweden meeting which had been organized in Kaliningrad. Sweden delegation examined infrastructure of the sea passing points in the Baltic naval base - basin ¹3 and ¹4 for the approving of final decision of the Karlskrune and Kaliningrad ferry organization which would be adopted at the first quarter of 2010.

Swenson Katl-Gesta, the mayor of Karlskrune reported that Sweden had been ready to open ferry among both states since 2005, but that work wasn’t done because of the Baltiysk port and passing points infrastructure unavailability.

Russia will transfer to the Euro-4 ecological standard in 2010

As for new technical demands, every car imported for the first time and new automobile models produced by Russian enterprises are to be in line with Euro-4 standard. So, the government tries to solve Russian ecological problems. At the same time in condition of the economic crisis the government of the Russian Federation has done easing for the business on 2010-2011. For that period it was allowed to register automobiles which models had been approved for the production till the end of 2009.

Transfer to the new standard of fuel always leads to the automobile value increase. Carriers of cargo, who plan to import maximum number of the automobiles with Euro-3 standard till the end of the year, have the most serious apprehensions. Experts think that trucks value is to be increased on 15-20 presents.

Now the Euro-4 standard in Russia is not over 25 present of the all automobile release.

Russian Railways JSC will develop terminal complex at the Port Olya

Alexey Pashinin, the head of the Astrakhan department of the Volga Railroad informed Alexandr Gilkin, the Governor of the Astrakhan district, about it.

The Governor of the Astrakhan district thanked A.Pashinin for the successful work. It was caused of the fact that A.Pashinin had been gone to the centre machinery of the Russian Railways JSC. The head of the Astrakhan department of the Volga Railroad will develop the big terminal complexes in Russian federation.

The conception of the Russian Railways JSC reform provided for the terminal complexes development in all big Russian towns. The North-West bank of the Russian Sberbank will finance the realization of the Murmansk Transport Hub (MTH) construction

The bank and the Murmansk Transport Hub management company signed an agreement of the joint realization of the MTH construction project.

In the network of the project the year-round operating sea hub will have been founded till 2015. It will be the centre of coal and fertilizer transshipment and containerized and oil cargo processing.

Besides it was planned that old seaport infrastructure would be reconstructed and new objects be realized. The freight turnover will be 70 million tones the year. Railway and road infrastructure will be developed. Particularly regional transport and logistic system will be founded in the west coast of the Kola Bay. That system will be integrated into the «North-South» international transport corridor.

The Russian Sberbank has developed complex suggestions of rendering of the bank services for subsidiary companies-operators and foreign investors.

The Northern Sea Route infrastructure is to be monopolized by The State Duma of the Russian Federation

This initiative was supported by industry, economic and property committee of the General court of Saint-Petersburg. Thereby Russian Government can establish billing rates for the services of the companies using The Northern Sea Route infrastructure.

USC and DSME will build a dockyard, priced at 45 billion rbl., in Primorsk Territory

The agreement between United Shipbuilding Corporation and Korean Daewoo Shipbuilding and Marine Engineering (DSME) about building the dockyard in Primorsk Territory in cost of 45 billion rbl. has been signed.

On the dockyard, which is planning to be completed by the end of 2011, heavy-tonnage vessels of an ice class (tankers, gas carriers — from 80 000 to 260 000 cubic meters), ship drilling rigs, floating factories for liquefied natural gas producing will be created. All of this is necessary for shelf development works.

A platform for the dockyard now exists – it is a part of factory territory “Star” (included in USC), said Grigory Menshih, the assistant general director of the “Far East centre of shipbuilding and ship repair» (FCSS).

In November the partners expect to sign contracts on vessels construction, but details are not opened, Menshih noticed. “Gazprom”, “Novatek”, “Rosneft”, “Sovkomflot” are interested in the acquisition.

In the middle of October FCSS signed a contract with Yantai Raffles from Singapore about the dockyard building in the Far East. It is planned to construct submersible and semi-submersible platforms, drilling equipment on it. Production of two projecting dockyards is different, Menshih accented.

Railroad freight activity will be more profitable in Russia

In transport company IPOVS Logistics expert’s opinion delivery of cargo will be more profitable the next years. Qualitative changes will happen in the railroad freight activity in 2010-2015.

The MTH building, priced at 180 billion rbl., will begin in 2010

Realization of the Murmansk Transport Hub (MTH) construction project, with total cost of 180 billion rubles, will start at the beginning of 2010, said Andrey Shapovoljantz, the project operator and the executive director of JCS "MC "Murmansk Transport Hub" during the I Murmansk international economic forum.

As he said, it is expected that 80 million tons of cargoes will transit through the Murmansk Transport Hub in 2015, and in 2020 this indicator will double. The Murmansk port will become the first large deep-water port in the country and will accept water crafts with deadweight to 350 thousand tons.

A.Shapovoljantz has noticed that the project provides investments at a rate of 180 billion rubles in the prices of 2007, including 95 billion rubles of the state funds and the rest part - of private investments.

On the basis of the public funds the railway branch building on the western coast of Kola Bay, the reconstruction of operating railway objects and the Murmansk airport, the improvement of region energy supply, the construction of auto-approaches to the transport hub are planned. Private investors should finance the building of sea terminals (two coal, one container and one oil terminal).

Petropavlovsk port can become a hub between China and Europe

The Second Russian-Chinese forum of political parties, organized by communist party of People's Republic of China and "UNITED RUSSIA", took place on a past week-end in the Chinese city of Sujfenhe. Near-border cooperation between Russia and China has become the main theme of the forum. A lot of attention has been given to perfection of existing transport routes and to development of the new ones.

"Economic mutual relations of Russia and China open great opportunities for development of the Far East totally and the Far East ports in particular. We spoke about it on October, 7th, opening the Northeast shipping company in Kamchatka and designating prospects of Petropavlovsk-Kamchatski port-hub foundation. Today China is not only interested in trade with Russia, it is looking for an exit to Europe. This country is targeted to the northeast and the Northern Sea Route", - Igor Polchenko, a member of Primorsky political council of the party "UNITED RUSSIA", noted.

The Second International conference “St. Petersburg — the Sea Capital of RUSSIA. Transport and Transit Potential” was held on September 22-23, 2009 in St.-Petersburg, hotel Corinthia

The event has been organized within the framework of the 200th anniversary of the transport department and transport education creation and has been devoted to the development of the transport and logistical infrastructure in all regions of Russia and to the attraction of the transit goods traffic on territory of the country.

Salutatory words to the participants of the conference have been made by Igor Levitin, the Minister of transport of the Russian Federation, Sergey Jurpalov, the deputy Minister of the regional development and Arthur Chilingarov, the Coordinator of the Project “St. Petersburg — the Sea Capital of RUSSIA”. The reports have been presented by Pavel Borodin, the State Secretary of the union state of Russia and Byelorussia, Igor Mikhalchuk, the Governor of the Arkhangelsk region, Roman Kopin, the Governor of the Chukotka Autonomous District, representatives of administrations from the Murmansk region, the Komi Republic and the Perm Territory, chairmen of the profile administrations’ committees from St.-Petersburg, the Leningrad region, etc.

It has been noted at conference that modernization of Russia’s economy depends directly on the introduction of the united national transport and logistical system. Only in this case the state territorial integrity will be provided, the country regions will be included into the united economic and defensive space, the exits to the raw-material bases will be opened and there will be a possibility of the far removed territories’ complex development. The key role in this process is played by the transport corridors, including the Northern Sea Route.

Within the framework of the conference the thematic round-tables in three directions – automobile transportation, railway and sea cargo transportation - have been organized. During the sessions special attention was given to the perspectives of the self-regulation institute’ development.

The conference has united more than 200 transport market members from the 20 regions of Russia, from Scandinavia and the Baltic. The participants’ recommendations and suggestions, included into the summarized resolution, will be submitted for consideration at the State Duma of the Russian Federation, the branch ministries and departments. The discussion of urgent questions will be continued at the III International conference “St. Petersburg — the Sea Capital of RUSSIA. Transport and Transit Potential” that will be held in September, 2010.

I.F. Mikhalchuk, the Governor of the Arkhangelsk region will make a report at the Second International Conference “St. Petersburg — the Sea Capital of RUSSIA. Transport and Transit Potential”. The theme of his speech is "The Northern Sea Route is a National transport sea artery of Russia"

The Northern Sea Route is a main shipping line of Russia in the Arctic, and the usage of this transport corridor is referred to the core national interests.

The Northern Sea Route is a strategic transport way for the export of hydrocarbon, oil and gas materials from the Arctic regions of Russia. Different analyses have shown that the ship passage along the Northern Sea Route make a 40% time reduction of goods delivery in comparison with the traditional routes. Thus, the corridor could become a profitable alternative to those paths, which currently operate between the ports of Europe, Far East and North America.

The recovery of the Northern Sea Route will make a powerful impulse for the development of the Arctic region and Russia's economy as a whole. One of the steps in this direction is the discussion of questions related to of the Northern Sea Route development at the conference “Transport and Transit Potential”.

The governor of Chukotka Autonomous District R.V.Kopin will take part in the Second International conference “St. Petersburg — the Sea Capital of RUSSIA. Transport and Transit Potential” and make a report «Port Pevek – the strategic transport object on the Northern Sea Route».

The Chukotka Autonomous District transport system and natural resources play an important role in the national economy development. There are considerable stocks of minerals, such as oil, natural gas, coal, gold, tin, tungsten and mercury on the territory of the region. Five seaports (Pevek, Providenija, Egvekinot, Anadyr, Beringovsky) operate in the district, and their main duty is to process the cargoes delivered by the western (from Arkhangelsk, Murmansk, St.-Petersburg) and eastern (from Vladivostok, Nahodka, Vanino, Magadan, Petropavlovsk-Kamchatsky and Sakhalin) directions.

Pevek is a large sea trading port on the Northern Sea Route, located in the Chaun bay of the East Siberian Sea. It was founded on April 20, 1951, when the Administration of Arctic seaport Pevek was organized. The renewal of cargo transportation by the Northern Sea Route and, in particular, the development of the port Pevek infrastructure as strategic transport hub will encourage the further reclaiming of mineral deposits in the region and will give a powerful impulse for the transit potential development of Russian Federation.

Russian company ÀÂÊ has developed the System of heavy long cargoes filling -Global load.

Global load, the native technology of cargo containerization in weight to 30 tons and to 12 m, has been developed under the Project of the «United Russia» party “St. Petersburg — the Sea Capital of RUSSIA”.

Container transportation is the most actively developing market segment. The majority of experts agree that in spite of the general cargo transportation falling, the containerization will grow up in the near future.

The Global load System will extend the nomenclature of transported cargoes and will make possible faster evolution of Russian transport market in a part of container use. That is one of priority problems of the Russia’s Ministry of transport.

The ministry of regional development of Russian Federation has supported the Second International conference “Transport and Transit Potential” and has directed for participation in this event the deputy minister Sergey Jurevich Jurpalov.

The effective organization of transport connection within the subjects of Russian Federation, as also the development of transport communications between the regions are the branch priorities for today. Therefore both plenary sessions of the forthcoming conference are devoted to the discussion of regional and inter-regional transport infrastructure development.

The first International Economic Forum (IEF) will take place in Murmansk on October 15-17, 2009

The event is supported by the administration of the Plenipotentiary of the Russia’s President in the North-West Federal District, the Ministry of Economic Development of Russia and the Ministry of Regional Development and will become a strategic platform for a dialogue between the leading representatives of government and business in Russia and its foreign partners for mutually beneficial development of the Barentsev Euro-Arctic Region.

The acting Transport and Communications Minister of the Murmansk Region M.A. Kruchinin will carry out the report “Murmansk transport nodal point: prospects of development” in the course of the II International conference “St. Petersburg — the Sea Capital of RUSSIA. Transport and Transit Potential”

The Murmansk transport nodal point is the biggest inverstment project of today Russia, the realization of which will ensure the increase of the cargo transshipment volume in the region in more than 3,5 times. The project is included in the Federal target program “Development of transport system of Russia. 2010—2015”.

The development of the Murmansk transport nodal point will be carried out on the two sides of the Kola Bay. On the western shore the building of a charcoal terminal (capacity up to 20 million ton per year) and an oil terminal (freight turnover up to 35 million tons / year) are planned. On the eastern shore the building of a container complex will be unfolded. The development of logistics infrastructure, rail transport, the modernization of the harborage and the fairway are planned in the project. The amount of investments is 160,34 billion roubles.

The development project of the Murmansk transport nodal point will allow to draw international transits cargoes, will increase the income from their processing and decrease the process costs, and will become the key infrastructural part of the North Sea Route, the national transport main of Russia.

The acting Transport and Communications Minister of the Murmansk Region M.A. Kruchinin’s report is to be presented in the course of the first working session which is devoted to the development of international and inside transport corridors of Russia, along with reports of administrations’ authorities of the regions which are drawn to the North Sea Route and to other transport corridors. The discussion of the key nodal points of the North Sea Route will contribute to the accumulation of transit potential and the development of Russian economy.

Transport and Transit Potential”. His report is titled as «The development of transport and logistics complex in St. Petersburg: the results and perspectives»

St. Petersburg has a unique geographical position on the Baltic coast as it is situated in close proximity to the European Union countries and the largest ports of Europe. Therefore this city has become the sea gates to Russia and a substantial part of the country’s export-import goods passes through it.

To date, the St. Petersburg transport and logistics complex (TLC) plays a crucial role in “Russia-Europe”, “Russia-Asia” relationships, because of the majority of European and Asian goods that come to the central part of Russia through the Bolshoi Port of St. Petersburg. In addition, the St. Petersburg TLC provides a part of “Europe-Asia” cargo transit. The enhancing of the St. Petersburg TLC place in the global transportation system is a very important step in the strategy of Russia’s integration into the global economy.

The Beluga tankers have become the first vessels under foreign flags that have passed the Northern Sea Route

The German company Beluga Shipping, which specializes in project cargo transportation, proceeded to deliver the goods for the CHP in Surgut by the Northern Sea Route at the end of August, 2009.

On September 7, 2009 the vessels of Beluga Shipping company - Beluga Fraternity and Beluga Foresight - came to the Novij port with the equipment for the new Central Heating and Power Plant (CHP) in Surgut. Currently, the ships are being unloaded.

The marine fleet of OJSC “MMC Norilsk Nickel” has started direct passages from the port of Dudinka to the Hamburg and Rotterdam ports

At the beginning of September 2009 the company carried out three direct passages and transported 47,5 thousand tons of export steel products. On September, 7 the diesel-electric ship «Monchegorsk» leaved the port of Dudinka for the next direct voyage to Europe. And the first direct passage was performed in July 2009 by the diesel-electric ship «Talnah».

It takes 10-12 days to deliver a party of metal by the «Norilsk Nickel» vessel type from Dudinka to the ports of Europe in summer (under favorable weather conditions). The distance of transition is about 3000 miles.

The fleet of “MMC Norilsk Nickel” has planed to carry out 6 direct voyages to the European ports by the end of the year. The volume of these passages will be about 75 thousand tons of export steel products. The same passages will be performed on a regular basis and thereby they will provide the transportation of company’s goods between the ports of Murmansk, Arkhangelsk and Dudinka.

At present OJSC “MMC Norilsk Nickel” is the only company in the world that keeps in possession the unique Arctic transport fleet of five reinforced ice-class LV7 vessels. The company’s export operations are connected with the active exploitation of the Northern Sea Route.

The Northern Sea Route is the only way to deliver the new units for the Sayano-Shushenskaya GES

The turbines for the Sayano-Shushenskaya power plant will be produced in St. Petersburg. The weight of each hydraulic unit is over 900 tons.

It will be possible to deliver the ready-made equipment to Khakasia only by water: first, by the Northern Sea Route, and then along the Yenisei river.

According to Valentin Stafievsky, the “RusHydro” expert and the former chief engineer of the Sayano-Shushenskaya GES, the Northern Sea Route is the only way for the new turbines delivery, and there is no other choice in this case.

Such a convincing example demonstrates the great importance of the Northern Sea Route as a National transport thoroughfare of Russia.

The China’s Ministry of transport and Ministry of railways will address to the Chinese Government with the offer of investment in Russia’s transport objects

According to the Russia’s Minister of Transport Igor Levitin, during the negotiations which were held in Beijing, the China’s Minister of transport and Minister of railways unanimously declared that they will make an offer to the Chinese Government about the support of Russia's transport objects. First of all, the recommendations will touch on the questions of highways building and the problem of a high-speed railway communication. “Special proposals will have been already prepared for the upcoming regular government heads meeting of the two countries”, - said Russia’s Minister of transport.

The Government of Russia has defined the boundaries of Tuapse seaport (the Krasnodar territory) and Primorsk seaport (the Leningrad region)

The boundaries of Tuapse and Primorsk seaports were admeasured under the two decrees of the Russia’s Government (No.1243-p and No.1244-p) on August 28, 2009.

Tuapse port is located at the Black Sea coast and is the second port in Russia after Novorossiysk, which engages the oil products transfer for export. In addition, this port is the only deep-water ice-free port that deals with coal transshipment for export.

The port of Primorsk is a part of the St. Petersburg branch of the Federal State Unitary Enterprise «Rosmorport» - one of the largest sea transport enterprises in St. Petersburg.

A.V. Kyachin, the executive director of JSC “Belomorsky port” will take part and make a report at the Second International Conference “St. Petersburg — the Sea Capital of RUSSIA. Transport and Transit Potential”.

The project of the Belomorsky deep-water port complex intends to prepare the territory and the aquatorium of the future port, as well as to construct the seaport and transport infrastructure. In particular, deepening of the sea ship channel to 12,5 meters, creation of the operating aquatorium, also as territory development and berthing facilities construction are planned.

According to the executive director Andrey Kyachin, JSC “Belomorsky port” has already purchased the property of the former fishing port, such as the coal terminal, the radiostation building, the highway and the salt warehouse. In addition, the company has managed to conclude a long-term (for 49 years) leases of land with total area of 23.9 hectares, where the property of the former fishing port is located. Besides, the company has finished its pre-construction work concerning the building of transitional railway-station and port intra-rail infrastructure.

The volume of investments for the port project will tot up to 16 billion rubles. The object is planned to be completed in 2010-2012.

The Belomorsky port will become one of the main factors ensuring more active exploitation of the Northern Sea Route in future.

The Government of Russia has included the Federal State Unitary Enterprise «Rosmorport» into the list of strategic organizations.

Therefore «Rosmorport» is a federal state unitary enterprise it has a strategic importance for national defense, state security and for protection of the morals, health, civil rights and legal interests of Russia in the sea transport area. On August 20, 2009 the Government of Russia issued an executive order N1226-p which included «Rosmorport» into the list of strategic organizations.

The Federal State Unitary Enterprise «Rosmorport» was founded in 2002 and has a mission to service, maintain and develop the federal property which is accorded to it. The above is also true of the property complex that ensures the safety of navigation and work execution in sea trade ports and specialized ports. Currently, «Rosmorport» is a unitary enterprise which is based on the economic management right. It has a central office and 20 branches in 15 regions of Russia.

According to the new Federal Customs Service (FCS) bill the authority to conduct border control has been referred to the FCS. It concerns all types of control, such as transport, sanitary, veterinary and phytosanitary control, except the boundary one.

FCS explained its initiative attempting to realize the “one stop” principle for goods clearing on the border.

The bill intends amendments to the eight existing laws, including the Customs Code and the law “About the state border of Russia”, and was published at the Federal Customs Service official website. Currently, the document is going through a series of agreements. In particular, the issues of authority redistribution with all agencies which are concerned are not settled.

The bill proposes to transfer transport, phytosanitary, sanitary and veterinary control over products and goods transported across the border of Russia to the FCS jurisdiction. At the moment these types of control are regulated by specialized services, such as Rospotrebnadzor, Rosselkhoznadzor, etc.

The “one stop” experiment of customs clearing has been carried out by the Pskov Customs in July 2008.

The second International Conference “St. Petersburg — the Sea Capital of RUSSIA. Transport and Transit Potential” will bring together leading transport and logistics companies of the Magadan region and representatives of the Magadan port.

Transport infrastructure is one of the most important issues of the Magadan region economy. Mostly cargo flows pass through the main transport gate in the region - the seaport. The Federal Customs Service prepared amendments to the Custom Code of the Russian Federation about the compulsory preliminary informing of imported and exported goods

Now the electronic information about the cargo will be received by the customs stations not later than one hour prior to the goods and transport’s arrival.

In case of non-providing the compulsory preliminary information the goods will be subject to immediate removal from the customs stations of the Russian Federation. If there is not a possibility of removing the goods will be placed into temporary warehouses at the expense of the cargo carriers. Storage time limit will be seventy-two hours.

At this moment using the preliminary customs informing system is not compulsory, for not all customs stations are upgraded with the necessary equipment.

The Minister of Transport and Road Sector of the Republic of Tatarstan G. E. Yemelyanov to carry out the report on the matter “The project of the Sviyazhsk interregional multimodal logistics center in the Republic of Tatarstan” in the course of the II International conference “St. Petersburg — the Sea Capital of RUSSIA. Transport and Transit Potential”

The Sviyazhsk interregional multimodal logistics center’s purpose is the maintenance of the regional, interregional and international cargo traffics. The uniqueness of the project is in its geographical position: the object is placed at the point of intersection of international transport corridors, particularly “Transsib” and “North — South”.

The project realization will contribute to the development of transport service export, increasing Russian carriers’ competitiveness, maximal use of market potential in the sphere of cargo traffic, adoption of modern transport logistics.

The project is to be realized on terms of state and private enterprise partnership. Its total cost will be 11,6 billions of roubles, including 5,6 billions of the federal budget.

The object’s breaking in is planned for 2013. It is included in the Federal special-purpose programme “Development of transport system of Russia. 2010—2015”.

Discussion of the project of the Sviyazhsk interregional multimodal logistics center in the Republic of Tatarstan, as well as other major transport nodal points in the courseof the “Transport and Transit Potential” conference will ensure the development of transit potential of Russia and the establishment the united transport and logistics infrastructure in the country’s regions.

The Government of the city of St. Petersburg has endorsed the bounds of the Big Port of St. Petersburg (BPSPB)

Solving all organizational issues has taken more than three years.

Initially the Government had planned to decide a question of defining the port bounds within few months after a separate document defined the concept of the Big Port of St. Petersburg in September, 2006. This name united a complex of port works situated in special territories and water areas of the Neva Bay of the Gulf of Finland, with the except objects of the sea passenger terminal on the Vasilievsky Island.

However, the quick decision turned out to be impossible: the question touched upon interests of a lot of state departments and private enterprises, which had their territories in the coastal districts.

A serious departure in solving the problem happened in summer 2008 when the bounds of the Port were endorsed by the Ministry of Transport and the Government of St. Petersburg. Then the inclusion of the freight district Bronka and lots on the Kotlin Island into the Port territory were confirmed. In addition it was confirmed the cargo transshipment on the Vasilievsky Island would be terminated for three years.

The last “obstacle” in endorsing the Port’s bounds was the Ministry of Defence. Particularly, controversies arose as regards lots in districts of Bronka and Lomonosov where the city government had planned to develop outposts. The conciliation commission was established to endorse the placement with the Ministry of Defence, the part of which were also representatives of cuty authorities. The parts were able to achieve the compromise only in early August.

Besides this, the unsolved problem of the Port’s bounds caused certain inconvenience in working with stevedore companies. For instance, the Customs Service of the Federal Security Service of Russia had planned to terminate the cargo admission through the state border on 38 moorages of the Petersburg port in 2008. The key claim of border guards was the absence of the endorsed port bounds, which caused serious impediments with cargo processing.

The North Sea Route to become a significant competitor of the Suez and Panama Canals

Further opening up of the Arctic is impossible without the transport scheme development, and first of all without the North Sea Route renewal. This is the opinion of the Head of the Federal Agency of Sea and River Transport of the Ministry of Transport of the Russian Federation Alexander Davydenko which he passed on the international Arctic theoretical and practical conference in Anadyr.

In the light of predictable global warming consequences and activization of piracy in South routes, the North Sea Route significance in terms of cargo traffic will considerably increase. “With the development of the North Sea Route the Suez and Panama canals may get a significant competitor. But to achieve this it is necessary to establish a base ports’ network for the whole distance of the north route,” he said.

The Deputy Chairman of the Government of the Perm Krai Yu. A. Utkin will take part in the II International conference “St. Petersburg — the Sea Capital of RUSSIA. Transport and Transit Potential” and carry out the report “Economic growth of the Perm Krai at the expense of building a modern and cutting-edge transport infrastructure”

The transport complex is a part of the industrial and social infrastructure of Perm Krai and includes motor transport, air, rail, river and pipeline transport. The priority direction of the krai’s transport system development is the rail transport. By the beginning of 2007 about a hundred of projects intended to solve specific tasks in economic, political and social spheres were adopted for realization. Among the most significant infrastructural programs planned in Perm Krai a special place holds the “Belkomur” project.

The project implies the building of the new railroad mainline “Solikamsk — Gayny — Syktyvkar — Arkhangelsk” 1 252 km long, and the building new railroads (795 km), reconstruction and strengthening of existing roads. “Belkomur” consists of two parts: the North and the South ones, one of which passes the territory of Arkhangelsk Oblast and Komi Republic, the other goes from Syktyvkar through Komi Republic and Perm Krai.

As the Governor of perm Krai O. Chirkunov noticed, the “Belkomur” project will allow to obviate the infrastructural limitations that influence on the regional development, will give a new impulse to the modernization of existing industries and the establishment of the new ones.

New main line has a strategic significance for the Russian Federation due to the fact that in prospect it will link the Ural region and Komi Republic with the non-freezing ports of Arkhangelsk, Murmansk and Europe. The new route will provide the shortest way to the Siberia, North Europe, Kazakhstan and Central Asia regions and will ensure good conditions for cargo traffic through Russia. The “Belkomur” project is thus the key part of the Northern transport corridor.

Representatives of administrations and business sphere of all Russian regions participating in the “Belkomur” project and having a positive influence on the North Sea Route development will gather in the course of the first working session of the II International conference “St. Petersburg — the Sea Capital of RUSSIA. The reform of withdrawing the customs cargo processing to the borders of the Russian Federation that almost all logistic companies were against may give an extra impulse to the development of St. Petesburg’s market

Getting the customs processing to the borders of Russia and terminating most customs stations in Moscow led to capital investors moving to St. Petersburg.

As planned by customs guards, there will be 13 new customs logistic complexes in the frontier zone of the North-West of the Russian Federation up to the end of 2010. Cargo processing will be carried out through them. The building of one terminal will cost $ 50 mil.

Already by this time a number of international companies supplying car spares which are ready to invest in the building of the customs logistic complexes began to open their head offices in St. Petersburg. The names of the enterprises are not disclosed yet.

“Russian Railways” to restore the rail road in Abkhasia

During the visit of the Prime Minister of Russia Vladimir Putin to Sukhum (Abkhasia) the issue of getting of the “Abkhasia railways” into the trust managing by the “Russian Railways”. As a result of the negotiations with the participation of the President of Abkhasia Sergey Bagapsh the agreement on rendering aid to the republic in the sphere of social and economic development was signed. Particularly, in the course of the negotiations the restoration of the motor, rail, sea and air infrastructure in Abkhasia was discussed.

On the following press-conference Vladimir Putin took notice that the joint plan of social and economic development of Abkhasia for 2010—2011 implies the Moscow subsidy of 10,9 billion roubles.

As the Minister of Transport of the Russian Federation Igor Levitin said, part of the funds comes from the Russian budget, the other part — from the investing private enterprises. “Russian Railways” in turn is ready to act as the trust manager. The company will provide the rolling stock and carry out the traffic. By the preliminary estimate, the new rail road will have traffic of about 6 mil. tons of freights per year.

As for today, the rail communication in Abkhasia is restored only partially: the temporary traffic plan allows maximum speed of 60 km/h.

Cargo insurance market in Russia makes up to 10 billion roubles yearly. In addition to that, yearly increase of the market til 2008 made up to 15 %, totally in 5 past years — about 60—70 %.

According to the insurance sector specialists, the most dynamic growth in the previous year had the sector of motor cargo traffic insurance. One of the consequences of the economic crisis became the decrease of the cargo traffic volume. Dmitriy Dmitrienko asked Vladimir Putin to support the establishment of the special economic port zone in Murmansk

The Governor of the Murmansk Oblast Dmitriy Dmitrienko supposes it is necessary to establish the special economic port zone in the region’s capital. This is what he said in his meeting with the Prime Minister of the Russian Federation Vladimir Putin.

As D. Dmitrienko thinks, the decision of the establishment in Murmansk a special port zone is indispensable for the optimization of the Murmansk transport nodal point project’s realization. As the head of the region noticed, the Minister of the Economic Development of Russia Elvira Nabiullina supports the idea, but on conditions that the building of the special economic zone “will not take the federal budget funds”.

The governor noted that such decision will effect a considerable saving — both of costs for customs processing and VAT during the building period, and by the further running of this special zone. As Dmitrienko said, the total saving is of about 25 %.

“I have negotiated with all investors, and they don’t have anything against providing the necessary facilities at their expence,” he said.

In addition to that, the governor informed that representatives of the metallurgy sector expressed the interest in building one more terminal within the framework of building the Murmansk transport nodal point.

“It transforms their (metallurgists’) logistics and allows to enter new markets, because we are able to form ship consignments up to 300 thousand tons (of the iron ore concentrate),” Dmitrienko stressed.

Changing cargo traffic directions need efficient reactions

Demand for metal and charcoal is increasing at the China and South-East Asia markets. These cargoes’ traffic to the Far Eastern ports has grown in 1,6 time. To handle the increasing traffic the “Russian Railways” sends additional engines and train crews over the Urals.

In the course of the prompt meeting in the “Russian Railways”, which was carried out by the First Vice President of the company Vadim Morozov on August 10, the Deputy Director-General of the Center of the Proprietary Transport Services Sergey Kolesnikov reported that the charcoal traffic to the East is increasing by 33 thousand tons daily. Ferrous materials shipping’s increase reached this August 235 % in comparison with the previous August, the ore shippings increased by 45 % in comparison with the last year’s level.

Oil and oil product’s shippings also increased. As Sergey Kolesnikov said, the traffic mainly goes to China, Korea, Japan and Taiwan.

In medium-term perspectives this tendency of increasing cargo traffic will remain in the Eastern region, the specialists think. This is why during this and the next year attention to the tractive sector and infrastructure development in this sphere are undoubtedly needed.

The “Belkomur” project will be examined at the government commission of the Russian Federation in September, 2009

The “Belkomur” project was approved by the investment commission for carrying out the selection of the projects pretending to budget appropriations of the Investment Fund of Russia, headed by the Deputy Minister of Regional Development of Russia Vladimir Tokarev. As reported in the Ministry’s press-service message, the project is recommended “for examining on the government commission after the time-frame adjustment of further realization with a glance to the financing possibilities of the Investment Fund of the Russian Federation from the federal budget”.

As the Governor of Perm Krai Oleg Chirkunov, who presented the “Belkomur” in the course of the commission, said, in fact the decision of this road’s reasonability is made. “We are building the transport canal to the North of the country. ‘Belkomur’ will allow to solve a lot of problems of a whole number of Russian regions — thanks to its realization lots of new jobs will be created, the transport infrastructure will be improved, which in turn will let us develop the natural resources, previously difficult of access, more effectively”.

It should be reminded, the “Belkomur” project received the support of the Prime Minister of the Russian Federation Vladimir Putin at the international investment forum “Sochi — 2008”. In the beginning of this year it was approved by the expert Council for state and private partnership of the Ministry of Transport of Russia.

A new generation of ships of the joint river and sea navigation for the deliveries to the Northern territories to be developed in Russia

The working meeting devoted to the elaboration of conceptual projects of a new generation of ships of the joint river and sea navigation for the deliveries to the Northern territories of Russia took place in Yakutsk on August 7, 2009 in accordance with the Federal target program “Development of the Civil Marine Equipment for 2009—2016”.

Representatives of the Ministry of Transport of Republic of Sakha (Yakutya), of “Lena United River Steamship Line”, the Zhatay Ship Building and Repairing Factory, the Lena Basin State Governance of Sea Navigation, the Transport Union of the Sakha Republic (Yakutiya), the Russian River Register and the “Digital Marine Engineering” Company took part in the meeting.

At this moment the conceptual projects of special-purpose tankers and dry cargo carriers are being developed with the purpose of the assured deliveries of the goods to the arctic territories of Russia as the order of the Federal Agency of the Sea and River Transport of the Ministry of Transport of the Russian Federation. The proposed ship will combine the characteristics optimal for the Lena Basin, up-to-date hardware, and navigation equipment.

It is noted that the only transport artery for more than 80 % of the territory of the Republic Sakha (Yakutiya) is the seasonal water route through rivers of the Lena Basin from Osetrovo port to the Laptev Sea. The inside water routes of the regions are 20 thousand km long, and the arctic rivers are connected with each other with the North Sea Route. For the cargo traffic either the transshipment from a river ship to a sea one and vice versa is needed, or the use of the joint river and sea navigation. In the foreseeable future there is no alternative to the sea routes providing the bulk cargoes’ deliveries to the remote aggregations. This is why the maintenance and development of the North Sea Route is a strategic direction in the state transport policy of Russia.

Ships of the joint river and sea navigation will be able to provide the deliveries to the Northern territories both by cargo traffic using the inland water routes of the Lena basin and by the adjoining parts of the North Sea Port with entering Yana, Indigirka, Olenek, Anabyr and Kolyma rivers.

Railroad traffic costs to be become more transparent: the Government about to change the tariff calculation mechanisms in the railroad sector.

On August 5, 2009 the Prime Minister of Russia Vladimir Putin declared the enactment allowing the Federal Tariff Service to cardinally change the tariff calculation methods was signed. New rules provide the possibility of changing the fare structure in general. In addition to the existing at this moment infrastructural and van components the terminal, transportation, container and locomotive ones will be included.

In particular, the document decides the issue of the establishment of “local tariffs” built on to specific segments of the cargo and passenger traffics which will allow setting a smaller tariff in the regions where the factual cost price is smaller. Today the expenses are put in tariffs on the average in the whole rail road system.

The document will afford the possibility of forming specific tariffs in the projects carried out on principles of the state and private partnership.

The enactment becomes operative not earlier than 2011.

First three ship under a foreign flag to pass through the North Sea Route in the end of summer 2009

For the first time three ships of the famous German “Beluga” company — Beluga Family, Beluga Fraternity and Beluga Foresight — specializing in heavy-weight and oversized cargoes’ shipping, will pass through the North Sea Route with the purpose of delivering equipment for a new heat station in Surgut. The tankers have the ice class and the total freight-carrying capacity of 300 to 600 tons. The equipment, including two generators (270 tons) and 44 constructions (100 tons) will be transshipped to barges which will take the cargo to Surgut.

The first ship to pass this North sea corridor is planned to be the Beluga Family, and it is to come to the Novy port in Yamalo-Nenets Autonomous Okrug on August 7. Thereafter the ship will make its way to Rotterdam, visiting the Murmansk port. On July 23 the Beluga Fraternity tanker left Ulsan (South Korea) and at the end of the last week was in the Vladivostok waiting for the Russian officials to allow its passing through the North Sea Route. The last one to reach Surgut will be the Beluga Foresight tanker.

If all three Beluga ships make their way through the North Sea Route, they will be the first hips under a foreign flag in the Russia part of the Arctic.

We send our greetings to all workers of railways on occasion of the forthcoming Railroader Day!

The Railroader Day is the oldest professional holiday in Russia. Its history gets us back to the times of the Emperor Nikolai I who is by right called the “founder of railways in Russia”. Right in times of his government first railroads were built in the country.

In 1886 the decision was adopted to celebrate the Railroader Day annually on July 8, on the name day of Nikolai I. Up to 1917 the Friendly Dinner at the Pavlovsky rail station was the tradition for all workers of steel mainlines coming together in St. Petersburg.

After the October Revolution the Railroader Day was forgotten for 20 years. Its celebration continued only in 1937: in accordance with the Central Executive Committee of the USSR’s enactment of June 28, 1937, it was decided to carry out every first Sunday of August.

On this significant day we send our greetings to everyone who devoted their lives to the railway, and wish them health, wellbeing and success at work.

Freight corridor Russia — Azerbaijan — Iran — India is forming

In the course of negotiations of Ambassador of Iran in Russia Mahmoud-Reza Sajjadi with the Secretary of State on the Ministry of Transport of Russia Sergey Aristov both parties agreed on accelerating the establishment of the new Euro-Asiatic corridor “North — South” in the direction of Hindustan with the drawing of all countries of Transcaucasia, Kazakhstan and Turkmenistan to the project. Simultaneously, Armenia and Georgia confirmed their interest in the establishment and use of this corridor the other day.

The main of the new transport corridor passes along the Russian, Azerbaijani and Iranian coast of the Caspian Sea. The Russian part is providing technical help in ensuring the railroad joining of Azerbaijan and Iran (Lankaran — Astara area). Transit income of Russia with usage of the new corridor are estimated at $ 100 mil. / year.

This corridor, intended generally for container traffic, will allow Russia get to the Indian Ocean basin with the shortest way for the first time.

A report on the topic "Perspectives of building of a new trunk-railway "Belkomur" at the conference "St.Petersburg — the Sea Capital of Russia. Transport-transit potential" will be given by K.R.Maltsev, the minister of industry and power engineering of the Komi Republic.

The «Belkomur» project (the White Sea — Komi — the Urals) is the main providing factor of the programme of development of regional transport infrastructure, which considerably influences integrated modernization of the transport system of the Russian Federation. Realization of the project will help to increase the freight flow by transporting natural and raw mineral resources of the Perm Territory, the Komi Republic and the Archangelsk region. Moreover, it will create a new way to the Kola Peninsula and to Arkhangelsk sea commercial port, which is one of the courses of the Programme of development of the North Sea Way.

Establishing of a new trunk-railway «Solikamsk — Gainy — Syktyvkar — Arkhangelsk», aimed at providing of reducing of costs for railway transportation, is planned within the framework of the project. Particularly, without building of «Belkomur» it will be impossible to mine the biggest in Russia and second biggest in the world Verkhnekamsk field of potassium and magnesium salt.

According to R.V.Zenischev, head of administration of the state organization «Syktyvkar», realization of the project «Belkomur» will have a positive social effect connected with increasing of the employment rate, development of social infrastructure and improving of the transport system in Russia. At the Second International Conference «St.Petersburg — the Sea Capital of Russia. Transport-transit potential», which will take place in September, 2009, S. Molchansky, deputy head of Administration of the Arkhangelsk region in the field of building, will make a report about perspectives of development of the North Sea Way.

The Programme of development of the North Sea Way is one of the biggest investment projects, which are priority for the state and have strategic significance for the whole Russia.

The North Sea Way is the shortest transport corridor connecting the European part of the Russian Federation and the Far East and passing the seas of the Arctic Ocean (Barents Sea, Kara Sea, Laptev Sea, East Siberian Sea, Chuckchee Sea) and also partially of the Pacific Ocean (Bering Sea).

One of the objects of the Programme of development of the North Sea Way is building a deep-sea port in the Arkhangelsk region and the railway «Belkomur» (the White Sea — Komi — the Urals). Particularly the Programme includes a creation of a logistic junction in Arkhangelsk for shipment of cargoes from Russia to the USA, Canada, North Europe and other countries.

Significance of the North Sea Way is growing quickly because of the rapid development of raw hydrocarbon fields and growing demands of Russian and world market for energy resources. According to V. Fortygin, chairman of the Arkhangelsk regional Assembly of delegates, full revival of the North Sea Way will considerably increase safety of sea cargo shipments.

The programme of development of the North Sea Way corresponds with the Antirecessionary petition of the State Duma of the Federal Assembly of the Russian Federation «About actions of the government of the Russian Federation aimed at recovery of the situation in the financial sector and separate branches of economy» dated 12/02/2009, according to which one of the strategically important measures of antirecessionary policy in Russia is realization of big infrastructure projects of national significance.

Conferences of the Project «St.Petersburg — the Sea Capital of Russia» have been included in the Plan of measures of preparation and holding the 200th anniversary of transport department and education on transport.

Conferences of the project «St.Petersburg — the Sea Capital of Russia» which had been planned for 2009 — «Sea tourism», «Transport-transit potential» and «Manpower policy» — will be held within the framework of celebration of the 200th anniversary of transport department and education on transport.
The celebration will be accompanied by large-scale arrangements, which will be held during the year on the federal and regional levels.
Forums, scientific and practical conferences, round-table discussions, exhibitions and creative contests connected with transport subjects, as well as festivals, concerts and celebrations, will be held in federal subjects.
The most influential people of consequence of executive power of the Russian Federation will be appointed organizers of the arrangements. Transport structures’ employees, representatives of interested associations and unions, university administration, higher scholastic staff and students of branch institutes of higher education of the country will be among the participants.
According to the Plan of measures of preparation and holding the 200th anniversary of transport department and education on transport, exhibitions of enterprises and projects of the transport branch will be held since April till September, 2009 in Moscow, St.Petersburg, Nizhny Novgorod, Rostov- on-Don, Ekaterinburg, Novosibirsk and Khabarovsk.
