Eruption of volcano near ice-flow at south of Iceland lead to all flights delay in a lot of European countries

All airports are closed in Britain, including Heathrow. European aviation authorities are afraid that volcanic ash cloud may damage airplane engines. As National Air Traffic Service (NATS) reports, flights of all airplanes over Britain are forbidden, exceptions will be made only in urgent situations. Similar measures assumed at Republic of Ireland. The largest airport of Norway situated in Oslo also stopped its operation.

Latvia entirely closed its air area. All flights are delayed till Friday, 16 April. By 8 a.m. ash cloud reached Latvia and will be over the country for the whole day. As note representatives of Latvian centre of environment, geology and metrology ash stands at the height of 10 km, so almost nothing threatens people. Cloud shifts in the upper regions and may influence only air traveling, people will not feel any discomfort.

Airport will be operated near Sevastopol

In the nearest time “Belbek” airport situated near Sevastopol will start operating scheduled flights.

This was reported at Sevastopol television by Head of Transport and Communication department of city administration Alexander Pahomov.

In recent years more than 90% of charter flights to the Crimea landed at Belbek. In 2007 civil transportations here were paused. Now airport resumes its operation. First flights towards Kiev and Moscow could be carried out in the end of May. Airport of Belbek is able to receive air vessels of all types.

Federal Security Service of Russia today introduces to Government of the Russian Federation a bill on adjustment of state regulation activity in civil aviation sphere

FSS introduces at today session of Presidium of the Government of the RF a draft federal law on “Introduction of amendments to Articles 22 and 36 of Air Code of the Russian Federation and Article 1 of the Federal law “On state regulation of civil aviation”.

The bill is aimed at adjustment of state regulation activity in civil aviation sphere as well as optimization of the process of construction and admission to exploitation for air vessels /special purpose aviation equipment/ assigned for issues of federal authorities that include departments of special purpose civil aviation.

Sheremetievo-2 may be transformed into domestic flight terminal

Terminal Sheremetievo-2 (also called Terminal F) may be converted into domestic flight terminal in future. As reported Director general of “Aeroflot” Vitaly Saveliev theoretically it may happen in a little more than a year. In this case currently operated domestic flight zone in terminal-3 (D) will be liquidated, informs personal correspondent Travel.ru.

Such decision theoretically has logic: nowadays new terminal 3 has limited “clean area” territory both in domestic and international sectors that results in numerous inconveniences for passengers. Transfer of the terminal to international “Aeroflot” flight operation will help to decrease loads and to improve conditions for passengers.

At the same time transfer of the terminal Sheremetievo-2 to domestic flights will also improve the situation. Areas previously occupied by passport and customs control could be used for creation of conventional safety control area instead of current incommodious rooms, for increasing of seats in waiting areas etc.

However it can be possible only in case of three terminal complex (terminal E situated between terminal 2 and 3 is planned to be opened in may) being transferred under unitary administration. Nowadays terminal 3 is under “Aeroflot” control, 2 other – under Sheremetievo control, and relations between two owners within the recent year are far not trouble-free. The decision of unitary administration is to be made by the state that controls both organizations.

One week remains before I International Conference "AVIATION SECURITY”, which will be held on the April, 15-16 in Saint-Petersburg in Sokos Hotel Palace Bridge.

Federal Law project on the airfields, airports and airport activity is Published

On the 6-th anniversary international conference and exhibition “Infrastructure of Civil Aviation” that takes part in Moscow Ministry of transport councilor presented Federal Law project “On airfields, airports and airport activities in the civil aviation of the Russian Federation and on Amending Certain Legislative Acts of the Russian Federation”

The subjects of regulation of the Federal Law are airports, airfields of civil aviation of Russian federation and the airport activity.

This federal law sets legal framework and especially of operation, construction, reconstruction, repairs, registration, especially the opening, closing and use of civilian airfields and airports of the Russian Federation.

Force of this Federal law spreads on the all the civil airfields and airports of Russian Federation without reference to their forms of ownership, and also on the airfields with joint civil aviation use.

The Russian Federation will allocate 2.5 billion rubles to 11 airlines to subsidize transportation to the Far East

The Russian Federation will allocate 2, 5 billion rubles to 11 Russian airlines to subsidize air service from April, 1st till October, 31st, 2010 on 26 routes between cities in the Far East and in the European part of Russia.

“It is planned to transport 340 thousand passengers during the period from April 1 to October 31, 2010, the volume of budget financing of subsidized transport is 2.5 billion rubles. In 2009 it has been transported more than 163 thousand passengers, 1,2 billion rubles were paid airlines as indemnifications”, - said in the Rosaviation report.

Transportations under special tariffs for the Far East carry out: Aeroflot - Russian Airlines (RTS: AFLT), "Transaero" STC "Russia", the airline "Yakutia, Siberia Airlines" (S7) (RTS: AVSI), "Vladivostok Avia" airline Mirny "Alrosa (RTS : ALRS), "Ural Airlines" airline "Taimyr", "Donavia" and "Novosibirsk airline”.

The U.S. administration has developed new rules for checking airline passengers traveling to the country, the Associated Press reports citing a source in the government. In particular, recently compiled a list of "bad" countries will not be used, but every passenger described like someone from the alleged terrorists will be thoroughly searched. The new air travel security measures, developed at the direction of Barack Obama will be formally presented on Friday, April 2.

It was a response to the December incident with a Nigerian terrorist who managed to smuggle a bomb aboard the airliner bound for Detroit.

Then, passengers from 14 countries, including Pakistan, Saudi Arabia and Nigeria were thoroughly searched at landing to flights in the United States direction. As a result, thousands of passengers became objects of searches every day.

According to new rules searches will be conducted not on the basis of nationality, but on the basis of the intelligence services compiled by the orientations. Thus, if the intelligence suspected of involvement in terrorism a Nigerian man aged 22 to 32 years, all matching this description passengers will be carefully searched. Using the orientations will complete the "black list" of terrorists, in which now appear about six thousand persons. After a failure of December act of terrorism which Nigerian Umar Faruk Abdulmutallab tried to arrange, representatives of the U.S. administration carried out intensive consultations on safety of the airports with the foreign states.

Many countries have tightened inspection measures, for example, by installing so-called «undressing" scanners in airports.

As hope the U.S. government the new audit strategy, developed by the Americans will cause less concern to law-abiding travelers.

Moscow airport "Domodedovo" is named best airport in Eastern Europe following a vote of passengers

The results of the annual international competition World Airport Awards 2010, which defines the best airports in the world. The competition is organized by independent research company Skytrax Research. In the survey of passengers that was held in the period from July 2009 to March 2010, 9.8 million respondents representing over 100 countries took part.

Domodedovo stably maintained its position in the top three airports in Eastern Europe, according to the rating Skytrax since 2004. The Skytrax Research company conducts surveys of passengers, assessing the quality of airport services, as well as the comfort of the passenger terminals by 40 parameters every year. This year's awards ceremony The Skytrax World Airport Awards was held in Brussels (Belgium) 23 March 2010.

The Office of Public Prosecutor demands to eliminate infringements of norms of safety at the airport of Ulan-Ude

The Office of Public Transport Prosecutor of Republic Buryatia has revealed infringements of rules of aviation safety at the international airport "Baikal"( Ulan-Ude), said in press-service message of the East-Siberian Office of Public Transport Prosecutor.

Airport “Baikal” as the object of federal value does not meet in full to requirements of aviation safety. “In particular, preflight examination of aircrafts is not always carried out by full structure of group. Preflight examination of aircrafts is carried by the employees of service of aviation safety in the presence of workers of auxiliary services that is forbidden by the legislation. Transfer of aircrafts under protection is not provided properly. The operating procedure of the airport commission is not followed”, - told in the message.

The equipment of point of examination of passengers and their luggage allows strangers to observe of examination and to carry out contact to the passengers who have passed examination The airport protection also does not correspond to requirements.

The Buryat transport Office of Public Prosecutor has brought representation to the general director of Open Society "the Airport Baikal" with the requirement to eliminate infringement and to punish the guilty.

Federal air transport agency of Russian Federation has made a decision to forbid airlines "Aviastar-Tu", whose plane has broken in Domodedovo, to carry out passenger transportations since March, 22nd, 2010.

For investigation of all circumstances and the reasons of aviation incident the special commission from representatives of interstate aviation committee and Rosavia is created. On the given event criminal case about infringements of safety rules of movement of the air transport, provided to the 1 part of the article 263 of the Criminal code of the Russian Federation, is raised.

“The air carrier had only one passenger plane after the aviation incident, but by the Russian aviation rules, air carrier can’t carry out passenger transportations if it has not any reserve board”, - the adviser of the head of department Izvolsky has explained.

Duma delegates Ministry of Transport authority in part concerning transport security

State Duma passed in the first reading draft bill on delegation of authorities of government of the Russian Federation concerning establishment of transport safety requirements.

According to amendments being made to art.8 of Federal Law “On Transport security” authority of government of the Russian Federation concerning establishment of transport safety requirements considering security levels for different categories of objects of transport infrastructure and vehicles is delegated to Ministry of Transport of the Russian Federation.

Ministry of Transport of RF is to exercise above mentioned authority by agreement with federal executive bodies in sphere of safety control in the Russian Federation that exercise functions of development of state policy and normative legal regulation in sphere of internal affairs, functions of development of state policy and normative legal regulation in sphere of economic development.

In draft law authors’ opinion passing of transport safety requirements in form of single orders of the Ministry of Transport of RF and not in form of governmental ones will allow to make more promptly amendments concerning provisions of international legislative acts in transports security sphere.

V. Putin assigned Russian Aviation to improve rules on flight security

Prime Minister of RF Vladimir Putin following the results of working meeting with the Head of Russian Aviation Aleksandr Neradko held on Thursday assigned to develop additional departmental rules on flight security.

It is supposed that government adopted regulation on new federal rules for air area exploitation will come into effect after these rules become operative within current year.
