The 7th of December is the International Civil Aviation Day. This holiday was established in 1996 by the UN General Assembly and is celebrated at the day of International Civil Aviation Organization (ICAO) foundation. Officially, the ICAO announced the date of the holiday in 1992, and it has been celebrated around the world since December 7, 1994, the year of the fiftieth anniversary of the International Convention on Civil Aviation signing in Chicago. Civil Aviation Day symbolizes positive trends and successes that have been achieved in this area. We congratulate all laborers of Civil Aviation with this wonderful holiday! We sincerely wish them new high achievements, prosperity, safe flights and peaceful sky over heads!
The most urgent issues will be submitted to the agenda of the meeting. The main aim of the Strategy of manpower potential development approved by the Russian Railways JSC management in April 14, 2006 is to provide the Russian Railways JSC requirements with skilled staff. At present the staff of the East Siberian railways is 52 thousands employees. Because of the East Siberian railways’ staff requirement is 3500 men yearly, there was made a decision to systematize the process of personnel development. There is planned a scale staff reduction at the Izhevsk automobile plant JSC. In the issue of that fact 2 thousand employees will become unemployed. It was reported by A.Volkov, the President of Udmurt Republic. The situation had taken shape at the enterprise became the main point on the agenda of the summit meeting devoted to the manpower policy problems, which took place in Izhevsk in October, 27. The staff of the enterprise is 3 thousand employees. One part of them is in paid holiday, another part employed in public works.

The excursion to the «Armalit - 1» JSC factory for students from the Saint-Petersburg state university of engineering and economics was organized on October 2009. Loyalty which is characteristic for the young people will help to beginners to assimilate the older generation experience and to adopt factory’s traditions. At the present time such notion as a vocational guidance is developed poorly in Russian educational system, in addition, united system of supporting young people and employers by the information about labour-market potential is also absent. In this connection, the direction of personnel management of «Armalit - 1» JSC made a decision to enter into cooperation with Saint-Petersburg educational organizations for the purpose of involvement graduating students to work at the factory. Russian air carriers have applied the Ministry of transport of the Russian Federation and the State Duma for granting the right to employ pilots from other countries. Heavy deficit of specialists, who have skills in foreign airplane handling have become the reason of the appeal. Valery Okulov, the deputy minister of transport of Russia, have noticed that about 60 percent of all Russian flights will be carried out by foreign air liners by the end of 2009. Nevertheless, today there is a lack of specialists, who are able to pilot such planes in our country. Pilots’ retraining is required, but the question of their education and financial support of the retraining process remains opened. At the same time, there is no norm allowing air carriers to admit pilots’ certificates of the foreign states in the Russian legislation. At the moment the question of pilots hiring from the CIS countries is under consideration. State Transport Company “RUSSIA”, “Aeroflot”, “Region-avia”, “Volga-aviaexpress” and other companies have made the appeal to the officials.
On October, 18 Russia will congratulate the specialists working in road economy with their professional holiday. Road facilities employees provide operation of powerful traffic network, realize development of Russian highways and care about traffic safe. Importance of work, which the specialists of auto transport and road economy fulfill for Russia’s transport development, is extremely high. Thus, in a short time the bridge building in the Ulyanovsk region will come to the end. It will be the biggest bridge in Europe, with 24 km extension. According to vice-premier Sergey Ivanov, the bridge commissioning will put down losses which have been born by the Russian economy. The professional holiday called Road Facilities Worker’s Day was first celebrated in 1996, according to the President of the Russian Federation’s Decree from November, 7th, 1996 “About the Day of auto transport and road economy laborers’ establishment”. Since 2000 the holiday has been annually celebrated on the third Sunday of October. During December, 1-31, 2009 there will be dismissed more than 1 000 employees of JCS “Dalzavod” ship-repair holding. Such decision has been accepted in conjunction with the bankruptcy process of the enterprise. According to Nikolay Bomko, the chairman of “Dalzavod” labor union, at present the question of further personnel employment is actively discussed by this organization. It is supposed that former employees will be provided by work at “SOLLERS”, the new car assembly manufacture that is under construction on “Dalzavod” plant territory, and also at other ship-repair enterprises. “The labor union will take care about all the workers in a part of wage packets and severance pays reception according to the legislation”, - Nikolay Bomko has declared. “Dalzavod” is one of the largest ship-repair enterprises in the Far East. However, it has been in difficult financial situation for some years. A new ship-building and ship-repair enterprise has been planned to be organized on the basis of “Dalzavod” holding after the bankruptcy process finishing.
Car plant "SOLLERS-Far East", which is building in Vladivostok, searches for a mass set of employees. First of all the specialists for the assembly factory, that is planned to be started in February, 2010, are required. Vacancies on 30 specialties, such as engineers of manufacture, power engineers, logisticians, experts in customs registration and purchases, etc. are opened in the company. In November, 2009 the personnel training centre will be opened on the plant’s territory. New staff will learn to work with the equipment and study new technologies, and also will adapt to the future work on the car factory. The "SOLLERS-Far East" manufacture is organizing on the territory of the ship-building factory “Dalzavod”. Total cost of the project is estimated in 5 billion rubles. The new automobile plant will produce Japanese lorries “Isuzu” with load-carrying capacity from 1,5 to 25 tons, Korean off-road cars “SsangYong” and route taxis “Fiat”. It is supposed that the conveyor will make more than 15 thousand cars per year.
On October, 12th Russia celebrates Personnel worker’s day. This professional holiday became official and well-known in 1918, when the National commissariat of justice accepted “The instruction about organization of the Soviet Workers' and Peasants' militia” and when the first personnel administrations of law enforcement agencies were created. There has appeared a tradition of “Personnel worker’s day” celebration in these services. Later it has been spread to other enterprises and the celebration has become mass. The role of personnel services in development of Russia’s transport-logistical complex is difficult for overestimating. Their work efficiency helps along the decision of such key branch problems, as the retraining programs of employees in case of reduction, personnel deficiency of specialists in transport sphere, talented personnel attraction and withholding. Within the framework of the “UNITED RUSSIA” Party Project “St.Petersburg — the Sea capital of RUSSIA” the second All-Russian conference “St.Petersburg — the Sea capital of RUSSIA. Manpower policy” will be held on December 2-3, 2009. The event is devoted to the features of Human Resourcing in Russia’s transport complex according to the new economic and demographic conditions, and to the most pointed questions of personnel training in transport branch as also to the interaction of educational community with business structures. During the conference it is supposed to discuss such questions as: the retraining programs of jobless citizens, staff deficit influence on the safety of transport connection, talented personnel attraction and withholding, and also cooperation of educational institutions with companies-employers and public authorities, development of professional standards for transport branch, etc. The conference “St.Petersburg — the Sea capital of RUSSIA. Manpower policy” will be organized within the framework of the 200th anniversary of the transport department and transport education creation.
