The human potential is the main active of modern economy, the pledge of its successful development. Therefore worthy development of transport branch is impossible without effective manpower policy. The II All-Russian conference “Saint-Petersburg — the Sea Capital of RUSSIA. Manpower policy” has a very important aim - to gather representatives of public authorities, educational institutions and business community for discussion and operative decision-making about specialists training and competent personnel maintenance of Russia’s transport-logistical complex.
Today the dominant problem is personnel reductions; the great interest is represented by retraining programs of jobless citizens on demanded working specialties of the branch. Separate consideration is demanded by the problem of talented specialists’ attraction and withholding at transport enterprises. The question is rather serious because qualified personnel deficiency influences transportation safety.
HR maintenance efficiency in transport complex is broadly caused by the level of specialists training. At present the great attention is given to the development of scientific potential of educational institutions: the project concerning state financing of national research universities has been started, the law about small enterprises at higher educational institutions has been passed. At the same time, there are many unresolved problems in the education sphere: the material base of educational institutions requires essential and prompt renewal, the teaching staff problem of transport educational institutions is extremely important. It is necessary to actualize closer cooperation of business and educational institutions, to involve employers in teaching process, to use their possibilities and experience.
As a whole specialists training for transport branch should have practical orientation. In view of economy changeover to the innovative way of development, it is important to lead strategy according to which the future transport employees would receive knowledge and skills as much as possible corresponding to the requirements of today's and even of tomorrow’s day, and also would have possibility to receive a qualitative additional education during all period of work.
