Dear Colleagues,
Permanent development and increasing complexity of technical, information and communication systems affect the work of specialists at all levels of transport, raising new demands to them while simplifying and complicating the workflow.
In connection with this not only the need in the most efficient use of the staff experience is increasing, but also it’s growing in guiding their daily activities to maintain and develop intellectual capacities, acquisition of non-standard knowledge and vocational learning.
The main methods for the formation of competent human resources of transport sector are the correct selection, attraction and retaining of skilled workers. Manpower policy of the transport sector should focus on sustainable development to involve the central and regional structures of professionally trained, enterprising people, with innovative creative aspirations.
However often limitation of budgetary resources and the legislative framework of education narrows the range of opportunities for education and training of managerial personnel of the organization and its staff. It is clear that the conduct of competent human resources policy is hardly possible without the use of modern methods of transportation system and without the introduction of innovative technologies of personnel management.
Let me to invite delegates to discuss the priorities of human resource management in the transport sector at the IV All-Russian conference "St. Petersburg - the Sea Capital of RUSSIA. Manpower policy".

Dear Colleagues,
St. Petersburg is one of the largest research and education centers of the country. One of the first engineering university of transport of the Russian state were created in the city on the Neva River, and still the leading specialists for sea and river fleet, aviation, rail and road transport are being trained here. In this regard, the reform of manpower policy, compliance of the Russian education system of the transport industry with the existing labor market needs and international standards have special meaning for us.
To date, it becomes apparent discrepancy between the qualification of cadre of transport companies to properly perform its duties in terms of working with contemporary material and technical base. Every year the need for advanced training and retraining of employees, additional admissions to chief specializations and resumption of the trade programs in this sector of higher and secondary education institutions is growing .
I am sure, IV All-Russian Conference "St. Petersburg - the Sea Capital of Russia. Manpower policy" will allow all participants to obtain relevant information on the successful experience of introduction of innovative technologies into the educational and business processes from both the government and the scientific community and from representatives of leading companies in the transportation industry.
