A bill concerning education will be prepared for entering to the State Duma in August

Before consideration by the government, the project has been being discussed by experts and public for more than 1.5 years. The completed by the Ministry for Education version was firstly published online on the 1st of December 2010. Today the government considers already the sixth edition. The Ministry for Education has got over 17 000 comments and proposals which all have been reviewed, as was said by the Minister for Education Dmitry Livanov.

It is for the first time when the new government considers such a significant bill, admitted Medvedev. The acting law was adopted in 1992 and it is long since it doesn’t reflect current condition.

The new law should provide more opportunities for those who are studying: free secondary and higher levels of education are preserved, circle of organizations and proprietary forms broadens; there also appear new forms of pre-primary education, including home one. Students can choose training courses by means of modular systems, remote programs and network interconnection between higher education institutions, explains Livanov. We introduce a concept of a component diploma – a student can take courses in different educational institutions, which acknowledge each other, cleared the president of the Higher School of Economics Yaroslav Kuzminov.

The law provides extended guarantees for teachers and professors as well. We create opportunities for a switch to an efficient contract of the government with a teacher. Teacher salaries are supposed to be at least equal to the average ones in the region. For example, according to the data of the Federal Service of State Statistics, the average salary in Moscow is above 43 000 rubles.

We need to preserve existing support measures as well, for example the issue with special awards to rural teachers, stated the Minister, but there are still contradictions concerning this issue with the Ministry for Finance. The Prime Minister Medvedev gave only 7 days for final agreement of a bill by government before entering to the State Duma.

There are 16 billion rubles as an additional investment from the federal budget in 2013 for implementation of the law “Concerning education”.

At the same time the Ministry for Education and Science has been preparing a state program of its development until 2020. The Agency published its project yesterday together with a program project of “Science and technologies development until 2020”. The Ministry requests 9.3 trillion rubles from the federal budget until 2020, including 6.7 trillion rubles for education. The Ministry promises for example, that by 2020 five Russian education institutions will appear among the top 200 world universities, all the school students will get an opportunity to learn according to the modern standards.

The both programs are not yet approved by the Ministry of Finance, as was stated in its press-service. As was explained by the representative of the Ministry, the main disagreements relate financing after 2015: now budget expenditure for education is about 500 billion rubles, the Ministry of Education proposes to assign 900 billion rubles in 2017, and not less than 1 trillion rubles starting from 2019. A governmental official informs that the both state programs are expected to be approved by the government in autumn.

The other issue to be discussed was reduction of institutions’ quantity. As was stated by the Prime-Minister, “a considerable part of educational institutions, that doesn’t meet modern requirements, have to be restructured of closed down”.

Today in Russia there are about 60 state higher education institutions, if taking into account subsidiaries – about 2000. In the near future the Ministry of Education and Science will monitor educational institutions, stated the Minister for Education Dmitry Livanov. According to the results of the monitoring, there will be prepared certain proposals for optimization of state higher education institutions network. There is no quantity index yet, assured the Minister: unsatisfactory institutions have to receive a clear signal and improve their operation otherwise they will be incorporated to the stronger institutions or closed down. According to the estimates of the Ministry for Education and Science, about 20% of education institutions and 30-35% of subsidiaries can be closed down during the following couple of years.

Railroaders of the CIS-countries will got common medical standards

Interaction committee of railway administrations of the CIS-countries in the field of health service has approved a project of Recommendations concerning common approaches of railway administrations of the CIS-countries to health care maintaining of railway workers.

As was stated by the Head of medical and preventive measures department of the Board of Health in the OJSC “Russian Railways” Vladimir Bystrov, the guidance includes uniform procedure of compulsory medical examination for jobs’ qualification, as well as medical examinations for access to a working shift.

Besides the document includes a common system of immunologic prophylaxis against infective diseases of railroad workers, rehabilitation treatment, medical rehabilitation and other medical directions.

Vladimir Bystrov stated that the activities of a commission that were held at the previous day in Rostov-on-Don were participated by the delegations from Azerbaijan, Armenia, Belarus, Kazakhstan, Kirghizia, Russia and Uzbekistan. “The project of recommendations will be submitted for approval at the following session of the Committee of railway administrations of the CIS-countries, that is to take place in November in Turkmenistan”, informed Bystrov.

"Manpower policy" goes to the regions

In Ryazan, the issue of interaction between universities, government agencies and businesses to attract young professionals into professional teams working in the field of road infrastructure was discussed.

As a result of the IV All-Russian Conference "Manpower Policy", that was held in St. Petersburg on the 15-16 of December within the framework of the "UNITED RUSSIA" Party Project "Saint-Petersburg - the Sea Capital of Russia" in Ryazan a meeting of the Regional Coordinator of the Project and the Minister of Transport and Road Shaukat Akhmetov with the students of the road department of Ryazan State Agrotechnological University n.a. Pavel Kostychev was held.

A meeting with students of the university faculty of the road was also attended by the heads of major companies in the region engaged in road construction. The issues that participants discussed related primarily to the interaction of universities, government agencies and businesses to attract young professionals into professional teams working in the field of road infrastructure.

Akhmetov told those present at the meeting about the problems and prospects of development of road sector in the region. In this subject of the federation long-term targeted program "Road economy of Ryazan Region in 2010-2015" is being realized. One of the largest areas of this program - putting into operation the Northern bypass of the city of Ryazan, which will relieve the city center of transit traffic. Thereby accident rate will be reduced, the ecological situation in the regional center will be improved.

The Minister noted the need to attract young professionals to solving the problems the industry faced and find new innovative solutions. "Road workers have prospects. Today, every young specialist came into the road sector has the opportunity for career growth. The doors are open to you", Akhmetov said, speaking to the students.

Following the meeting, students and faculty were invited to provide direction for further cooperation of the university and potential employers. Their proposals future road workers will be sent directly to executives of major road-building organizations.

Logo of the Project is approved

Within the framework of the IV All-Russian Conference "Manpower Policy" of the "UNITED RUSSIA" Party Project "Saint-Petersburg - the Sea Capital of Russia" the first meeting of the Regions Council was held. At the meeting, among other decisions, the official logo of the Project was approved.

The first meeting of the Regions Council has coincided with the celebration of the 5th anniversary of the Project. The event was attended by the regional coordinators and their official representatives of 10 federal subjects. Currently, the regional coordinators of the Project are presented in 25 regions of Russia.

Designers have developed 8 different logo of the Project. Members of the Regions Council chose one, consisting of several elements - a sailing ship, the wheel and the Russian flag. The ship symbolizes moving forward, the wheel - control of the situation, the flag - all-Russian scale of the Project.

Let us recall, the Regions Council was created at the initiative of the regional coordinators in September of this year. It is a permanent collegial body of coordination of the Project. Main objective of the Council - to create conditions for effective cooperation at the international, federal, and inter-regional levels, identification and addressing of regional issues related to the competence of the Project.

Manpower Policy 2011: top speakers and leading companies

In less than two weeks the IV All-Russian Conference "Manpower Policy" will be opened. Many the biggest companies, universities and colleges sent their applications for participation. This year many top speakers, representing management of public authorities, companies and educational institutions, will be present at conference.

The conference will be held on 15-16 December 2011, within the framework of "UNITED RUSSIA "Party Project "Saint-Petersburg - the sea capital of RUSSIA". It will be in the Corinthia Hotel St.Petersburg (St. Petersburg, Nevsky Prospect, 57).

The conference will bring together representatives of legislative and executive federal and regional authorities from more than 40 Russian regions, of the leading educational institutions, of major transport and industrial enterprises, of trade unions and associations. They will discuss the situation in the training system and issues, concerning providing industry with the qualified specialists.

Only at the end of November and at the beginning of December such educational and research organizations as: the Gubkin Russian State University of Oil and Gas (Moscow), the Admiral Nevelsky Maritime State University (the Primorsky Kray), the Moscow State Technical University of Civil Aviation (MGTUGA), the Moscow State Automobile and Road Technical University (MADI), the Volgograd State Technical University have confirmed their participation.

This year colleges and technical secondary schools take active part in conference. Here there are some of them: the Krasnoyarsk Motor Transport Technical Colleges, the St. Petersburg Maritime Technical College, Igrimsky Vocational College, the Tomsk Vocational School ¹ 33, the Ozersky Technical College (Chelyabinsk region), the Surgut Vocational College, and many others.

Among the major transport and adjacent enterprises which have confirmed their participation there are such companies as the “Freight One”, the “Freight Second”, the “Federal Passenger Company”, the “Neftetransservis”, the North-West Branch of "Rosmorport", the “Mechel-Trans”, the airport "Krasnoyarsk - Yemelyanovo", the “Vagonremmash”, shipbuilding and ship repair yard "Red Barricades”, airport "Apatity", the “Sakhalin Shipping Company”, the airline "Yakutia", forwarding company “ALPA Service”, Perm Airlines, “Business Assessment Technologies”.

The Interregional Association of Driving Schools (IADS) and the Uncommercial Undertaking “HR-Association of St. Petersburg” jointed to the large number of unions and professional associations, participating in the conference.

The Second Space Service Center was opened in Smolensk Region

The second in Russia municipal Space Services Center was opened in Gagarin Municipal District in Smolensk Region.

"The opening this center is one more step to the formation of national infrastructure of effective use of space activity results in the interests of Russia and its regions", - OJSC "SPC "REKOD" press secretary Andrew Stanavov commented.

Hardware and software complex of Space Service Center in Gagarin municipal district was created by the corporation "REKOD" on the basis of geographic information platform of its own development. A similar framework is used in the regional Space Service Center in Smolensk, which was established in January 2011.

According to the data, this Center solves problems of strategic, perspective and current planning of the municipality, accounting, control and management of municipal property, and also gives the opportunity to monitor transport, agriculture, forestry, water conservancy and other industries.

Recall that the first municipal Space Service Center was opened on the 8th of July 2010 in Odintsovo District in Moscow Region.

The problems of northern Siberia and the Arctic were discussed in Krasnoyarsk

Conference "The Siberian north and Arctic in the global challenges of the XXI Century" was held on the 21-22 of November in Krasnoyarsk. Among other things, the issues of the development of transport capacity and human resources policy in the harsh northern climate were touched.

According to the organizers, including the Government of the Krasnoyarsk Krai and Siberian Federal University, the conference program consisted of several sessions. Conference participants discussed the main problems of the northern and arctic areas, environmental and natural resources issues. Issues of development of transport infrastructure were also considered. A separate session was devoted to the search for a new model of adaptation and the formation of an effective environment for people living and working in the North and in the Arctic.

"Discussion of transport and transit potential development, environment and manpower policy at the regional level is more important, Special Presidential Representative for International Cooperation in the Arctic and Antarctic, the coordinator of the "UNITED RUSSIA" Party Project "St. Petersburg - the Sea Capital of RUSSIA" Arthur Chilingarov commented to the correspondent of ER.RU the theme of the conference. - Issues that are discussed at the regional level then are carried to the federal areas of our project. For example, a delegation of the Siberian Federal University, that is a co-organizer of the conference, will take part in the IV All-Russian Conference "Manpower Policy" that is to be held on the 15-16 of December within the framework of our project in St. Petersburg. A set of reports on the preparation of specialists for the transport complex in the Northern Russia, as well as for the Arctic shelf and staffing of the Northern Sea Route will be presented at the conference. I am sure that the organizers of the Krasnoyarsk conference will actively participate in the discussion of these issues", Arthur Chilingarov said.

According to him for the "St. Petersburg - the Sea Capital of RUSSIA" Project opening of regional offices and work in the subjects of the federation is a priority now. And the development of Arctic areas and the Northern Sea Route - one of the most discussed topics on the activities of the Project. Regional developments on this subject are accumulated on federal grounds of the Project and serve as the consolidation of the decisions throughout the country.

Ministry of Transport of the Russian Federation will develop a draft concept of transport education in the Russian Federation

Head of the Federal Service for Supervision in Education and Science Glebova, Deputy Director of budgeting and accounting process department of Russian Ministry of Education and Science Borovskaya, the heads of Ministry of Transport subordinate agencies and the Services, rectors of transport universities took part in the work of the Board of the Ministry of Transport.

In his opening speech Mr. Levitin said that education is one of the main state priority and powerful resource for the industry. He stressed that the system of transport education should be multi-level, provide for regional level and the integration of different branches of transport universities, their enlargement.

The Minister also reminded the audience of memorable college of 2005, which "took place in heated discussions and completed with the adoption of important decisions for the industry". One of these was the creation of vertically integrated educational complexes. "After six years, we can justifiably say that the practice has confirmed the correctness of our position", Igor Levitin said.

Participants discussed issues of further integration and full compliance with the Russian system of professional transport education with international standards. Particular attention was paid to issues related to the prospects, as well as the organization of student government in the educational institutions of the transport complex.

As a result the Board decided to develop a draft concept of the transport education in the Russian Federation until 2013, submit to the Government of the Russian Federation draft regulation on the transfer of "Moscow State University of Railway Transport (MIIT)," which belongs to the Roszheldor, "Moscow State Technical University of Civil Aviation", which belongs to the Federal Air Transport Agency, "Moscow State Academy of Water Transport", which belongs to Rosmorrechflot under the authority of Russian Ministry of Transport. In addition, in the 1 quarter of 2012 a draft concept of student government in the educational institutions of the transport complex in the Russian Federation is to be developed. It is planned to introduce representative of the student council of the transport industry in the Collegium of the Ministry of Transport.

Shipowners and Seafarers Union of Russia will turn to the Ministry of Transport with suggestions to facilitate the certification of seafarers

JSC "SCF", OJSC "Novorossiysk Shipping Company" ("Novoship", group companies "SCF"), "Northern Shipping Company" and Seafarers Union of Russia decided to make proposals to the Ministry of Transport of Russia to facilitate the certification of seafarers.

In Russia since 1999 temporary regulations on certification, which don’t comply with the international Convention on Certification. According to regulations, every 5 years seafarers undergo full-cycle courses, take exams in Maritime Qualification Commission and only after that they receive new documents to enable them to work on ships for 5 years.

The cost of retraining for the captain is on average 50 thousand rubles. To confirm the qualifications every 5 years each seafarer needs 8 weeks of continuous learning. According to agreement with the union for most seafarers tuition is compensated by employer. Thus, the costs fall to shipowners.

At the same time, the International Convention and shipowners themselves do not require retraining of seafarer, if he works in his office for 5 years. The Convention says that he needs just to confirm the right to continue working by the replacement of documents.

The Ministry of Transport has drafted a new Regulation, which also caused a storm of protest. The document does not take into account the views of sailors and in fact repeated now existing document.

Through the granite of science to stars

The formation and development of highly skilled human resources is the key to successful construction and operation of one of the largest strategic sites of our country - Spaceport "Vostochnyi".

In Blagoveshchensk, on the 24 of October a workshop on the issues of staffing the largest federal project in the region and planning of roll-in in the Amur Region "Inter-University Space Innovation Centre" chaired by the regional coordinator of the "United Russia" Party Project "Saint-Petersburg - the sea capital of Russia", Deputy Prime Minister of the Amur Region - Minister for Construction spaceport "Vostochnyi" Konstantin Chmarov was held.

As the result Konstantin Chmarov told the ER.RU about how to solve the problem of staffing for the construction and operation of buildings in the Amur region of spaceport "Vostochnyi".

Objects of ground space infrastructure will be created by the enterprises of the Federal Space Agency, designers, scientists and builders of the space industry, which had already established close contact with regional companies-contractors, and their experts and have started construction work.

"I would call a national space center - a hub and booster of intellectual potential of the country, Konstantin Chmarov emphasizes, its creation will demand a large number of professionals. At the initial stage - builders, and then specialists operating rocket and space technology. Naturally, we solved issues of staffing such a high-tech facility in advance.

To carry out this task effectively in 2009 the Government of the Amur region signed a cooperation agreement with Moscow Aviation Institute, South Ural State University and the Amur State University. Now these institutions are jointly preparing young professionals for our program".

Thus, Amur State University has carried out three intakes of students in various aerospace disciplines. On the basis of this university space science education center is opened and two models of spaceport "Vostochnyi" are created. While the developing of one of them design parameters of the main objects of the new Russian cosmodrome were used.

In addition, with the support of Russian Federal Space Agency a new form of student learning was introduced - practical training in operating cosmodromes to familiarize with their infrastructure, the study of the full cycle of preparation and launch of spacecraft. In July of this year within the framework of the program group of teachers and students of the Amur State University visited the Baikonur Cosmodrome. Now in the Amur region it is created "Inter-University Space Innovation Centre" for the development of interregional cooperation of young scientists and students.

"Taking into account the importance of training for a new spaceport construction, I think it is necessary to discuss them at the IV All-Russian Conference "Manpower Policy", which will be held on 15-16 of December 2011 in St. Petersburg within the framework of the "United Russia" Party Project "Saint-Petersburg - the Sea Capital of Russia". The transport workers make the important decisions

The program of the IV All-Russian Conference “Manpower policy” was developed. It will be held on 15th and 16th December 2011 within the “United Russia” Party Project “Saint-Petersburg is the sea capital of Russia”. It will be devoted to Russian transport branch people ware.

The conference program was prepared by the project specialists together with such leading transport schools as the Admiral Makarov State Maritime Academy, the Saint-Petersburg State University for Waterway Communications, the Saint-Petersburg State Railway University, and the Northern (Arctic) Federal University named after M.V. Lomonosov. Experts of the profile ministries and departments also participated in its development.

The first plenary session is devoted to the state policy problems in education. Among them there are:

- professional training modernization for the transport branch – transition to the 3d generation state educational standards;
- scientific and educational centers construction as a guarantee of Russian regions social and economic development.

One of the reports is devoted to the problems of formation of effective mechanism of long-term and medium-term planning of professional training and of conducting corresponding research throughout transport branch. Representatives from the profile ministries and departments and from the Federal Institute for Educational Development will speak about these and many other important problems.

The second plenary meeting is devoted to the integration into the international educational environment as a way of education modernization. This part of conference includes the reports concerning the educational development prospects in the transport branch within the Bolonsky process, and also the professional training for the international railway. One of the reports is to devoted to the professional potential development for innovational transport branches (on the basis of the Chinese experience). The speakers will also speak about American and European corporate educational programs. Transport colleges role in the international innovational processes in transport sphere will be considered.

On the second plenary session the speakers will be representatives from the Russian Universities and Colleges, the International Professional Transport Associations, the Consulting Companies and also human resources managers of the biggest enterprises.

The work conference sessions are structured according to the transport means.

On the “aviation” session the participants will discuss professional standard modernization, air-transport enterprises professional training appraisal, and the problem solutions concerning shortage of practical training and flight hours, threatening to the aviation safety.

Sea and river transport session will be opened by the report named the “Innovation realization in professional training in sea transport: reality or declarations?”

There will be one more important discussing problem. Specialists’ training for the Arctic shelf foundation and for the work on the Northern sea route will be held at the Conference. It is also expected an active discussion on the theme the “Personnel problem solution in vessel operating technical safety”.

Such problems as sea and river shipboard personnel retraining, modernization of training vessels operated for the specialist training, and their solutions will be discussed on the session.

Social and other guarantees, granting to the sea university graduates for their job placement in Russian companies will be considered.

The “railway” session will be also opened by the report about problem solutions of highly skilled specialist lack in this branch.

Then delegates from the Perm Territory and Komi Republic will speak about ways of personnel potential preservation by means of important project realization on the railway transport on the example of “Belkomur” program.

The expediency of graduate placement after finishing universities in railway branch and scholarship programs for the students as manpower policy instrument will be also discussed.

The “road” session will be devoted to the introduction of such modern specialties as logistics, supply management, freight effectiveness increase in Russian educational institutions. The professional education sectoral innovational centers development in the road sphere will be discussed.

Federal Highway Agency report will be devoted to the project of the Russian Highway Reforming Conception and to its reflection in manpower policy of the enterprises.

Let’s remember, that “Saint-Petersburg is the sea capital of Russian ” Conference will be held with the assistance and participation of the State Duma, the Transport Department, Education and Science Department, the Federal Air Transport Agency, the Federal Railway Transport Agency, the Federal Highway Agency, and the Federal Transport Surveillance Agency.

Representatives from the regional legislative and executive authorities, from the leading educational institutions, from the biggest transport and industrial enterprises will take a part in the conference.

The Conference Resolution will br sent to the profile Committees of the State Duma, to the ministries and departments to improve legislation and the government control in manpower policy in transport branch.
