Today transport industry in Russia feels the need for highly qualified specialists for qualitative solutions of H.R. problems. According to the Concept of Socio-Economic Development of the Russian Federation until 2020 balanced spatial development of the country will rely on the formation of new regional centers of growth, as in the areas of development of new raw materials, as well as in traditional areas of concentration of innovative, industrial and agricultural potential of Russia. To ensure a high level of inter-regional integration and territorial mobility of population creation of an extensive transportation network will be required.
The development of the transport complex areas is a priority in the strategies of socio-economic development of the federal districts. At the same time each federal district has its own peculiarities of the transport sector. For example, for the Central Federal District, which has a developed transport infrastructure, one of the principles of developing efficient economy is a rationalization of the transport network and the maximum use of the territory of transit facilities. For the Urals Federal District, which has a strong transport infrastructure, one of the main transport infrastructure development way is to form a single road network, available for population and businesses year-round, the elimination of existing gaps in the transport network, creation of network of high-speed traffic in the district.
In this regard, training of skilled engineers and workers for the modernization of the transport sector is of great importance.
The need for creation of human resources for transport industry, training, taking into account the employer's request was noted in the speech of the Prime Minister Vladimir Putin at the plenary session of All-Russian Conference of Transport on the 8 of November 2011 in Novosibirsk.

But the improvements of public transportation efficiency, transport workers have other problems. First and foremost, there are the passenger transport safety provision, creation of comfortable environment for passengers, improvement of their service culture. But for high-quality solution of problems faced by the transporters, highly skilled personnel are required.
Holding of the Conferences, which in addition to transport workers will be attended by representatives of the legislative and executive power of Russia, the largest educational institutions would make it possible to focus public attention on the problems that are faced by transport workers, and together find a solution to most of them.
